Heather,
Good morning, I am checking in with you on the submission of 9/25. I hope that you have had
an opportunity to check this over for completeness. At this point I am not looking for any
feedback as I understand the timeframes, I just want to make certain that you know we are
available should there be anything addition we could provide or question we could answer as the
app goes forward. Sometimes a quick call or email can keep things on track.
Also, I noticed in the county view website that the received date of 9/25 is accurate but the
"submittal date" shows 11/6/2017. Is this representing the ARB meeting date? In past apps I
always know this term"submittal date"to reference the application deadline date that starts the
timeline process. Could you please clarify?

Hi Pete,
Yes,the third condition was to consider more relief—there was nothing more mandatory in the language. I believe the
ARB felt that the landscaping, once in place,would suitably mitigate the length of the service wing's west elevation.
We need one hard-copy of each plan (elevations and photometric). We cannot accept digital submissions as we have no
means to print at the Al paper size/scale. If you can have someone just drop them at in-take and direct them to me, that
should be all that's necessary. I'll look for them at the end of this week, but please note that Friday is a holiday and the
offices are closed, so feel free to drop them off next week,too.

Great, thanks for the quick response. We will have you the new elevation and the photometric by the end of
this week. Items 1 and 2 will be clearly taken care of. Regarding item three, there was some significant
discussion yesterday regarding this West elevation and I took from the board that the project is OK as
presented. The pilasters were discussed and agreed to provide some relief, The cornice was discussed, color
confirmed, and "more modern," and the density of landscaping along this elevation along with the grades were
identified to have significant impact reducing visibility of the building from this elevation. If the direction of
the board was to "consider" additional options, I assure you we have. I am hopeful that the discussion
yesterday and the direction from the Board was clear that additional changes were not needed/mandatory. I
am certainly available to discuss further if you would like.

steward this application along, which is always appreciated!
So,the three conditions that the ARB approved (you can find the exact language in the staff report I sent
out last week) are 1) adding the standard window glass note to the architectural drawings, 2) rectifying
the spillover on the western property line so that the illumination doesn't exceed half a footcandle, and
3) consider larger fenestration or architectural detailing/relief on the west (side)elevation.These three
conditions can be met in a revised elevations drawing and a revised photometric plan. I don't think
there was any condition relating to landscaping; that was taken care of between your preliminary and
final site plan reviews.
So, we'll send out a letter in the next couple of days stating all of this, but you may already have updated
elevations and a photometric plan in hand, so just submit those at your convenience; I will need just one
copy of each (elevations and photometric plan). Once I review them, I can issue your CoA. Once you
have that,the ARB process is completed.

Heather,
I want to thank you again or helping this project along. Really appreciate the open
communication and timely responses.
With today's approval could you share with me what the next steps are from an ARB
standpoint? I assume that you would like a follow up sheet or two clarifying the items you had
requested, i.e.: glass specifications called out, landscaping changes, and site light spillover
corrected. At this point I just want to make sure you get what you need. We are waiting on our
site plan review comments tomorrow and head to our comment review meeting Thursday so it is
a lot to keep track of:-)

We have most of the changes already incorporated into our plans so just let me know which ones
you would like or we can simply allow the changes to go through the site plan review process
and the building permit planning stages.

Thanks for your hard work! Pete dropped off the plans and memo this morning and I've already looked at them; the
architect's massing drawing is very helpful to explain that jog in the south wall. I'm sure when Margaret takes this to the
ARB on Monday the point will go smoothly. She may be the one to issue your CoA since I will be off all of next week; if
she doesn't get a chance to do it before the offices close midday on Wednesday, I will be sure to do it first thing the
following week when I return.

I did get a revised elevation and a proposed massing plan the architect put together for me to help illustrate the wall at
the southwest corner. I have had them both printed and have printed an excerpt of the roof plan also. I got the plans
too late to get them printed and get to your office today.
I have put together a package and written a memo restating what we talked about today. I will be working tomorrow
but not in Charlottesville. I've arranged for someone to drop the package by your office before noon tomorrow
(Friday). I will let you know as soon as I get word that it has been delivered. I hope it is everything you need. If not,
please let me know. I will be available by cell phone and email.

Hi Pete,
Please find the action letter that follows each ARB meeting, stipulating the conditions of approval, attached to this
email; my apologies for the time it took to send this to you.
In the interim, I received the revised materials Debra Hurt delivered to our office yesterday, November 14th, and I was
able to review the elevations cursorily this afternoon (I have not reviewed the revised photometric plan you submitted
yet). I found a few discrepancies in the revised elevations from those reviewed at the November 6th ARB meeting,
notably:
1. The attic above the cornice on the south (rear) elevation is 6.5 feet tall; it was previously 4 feet tall. Please revise
the drawing to show the reduced attic story of 4 feet tall above the cornice, as it was illustrated in the
architectural elevations drawing dated 9/25/17.

2. Although the attic above the cornice on the south (rear) elevation is called out as"splitface CMU1," it is
rendered differently than the rest of the wall, which is the same material. Please rectify this discrepancy.
3. The southernmost window bay on the west (side) elevation has been truncated, a window eliminated, and the
southernmost projection extended approximately 8 feet to the south. Please submit revised floorplans that
further clarify this alteration.
Please resubmit revised elevations that address the above discrepancies as well as a narrative statement that details all
of the changes made to the 9/25/17 drawings that were and were not requested by the ARB. If the photometric plan is
similarly altered, please include the changes made to that drawing since the last review as part of the aforementioned
narrative.

1. Vary the tree and shrubs species throughout the entirety of the site.
2. Illustrate the number of benches in each of the plazas. Ensure that each plaza holds a minimum of two
benches and that one plaza holds at least four benches.
3. Provide a roof plan and elevations that show roof-mounted mechanical equipment locations and sizes.
Show how visibility of all equipment will be eliminated.
4. Correct the standard mechanical equipment note on the architectural drawings.
5. Ensure that the kelvins emitted by all light fixtures are consistent throughout the site.
6. Choose either black or bronze for the Model B bollard lighting and specify choice on the lighting plan.
7. Consider adding ornamentals between the large shade trees (London Plane trees) proposed for the EC
frontage.
8. Retaining walls six feet and higher must be terraced and planted. Specify retaining wall material.
9. Clarify the wall-like element on Sheet C4,which is near the curved monument sign/wall in the southeast
corner of the block, near the throat of Trailside Drive.
10. Show adequate tree protection for any existing trees to remain on the site during construction.
11. Add all drawing and revision dates as well as correct sheet numbers to the site plan set and to the
architectural drawings. Correct Sheet C 11 title "Existing Landscape Plan," to "Landscape & Lighting
Plan Details."
