Borches, Director Volvo Cars of Charlottesville ARB narrative CMA Properties is planning to develop an automotive dealership on a parcel of land on Berkmar Drive in Albemarle County directly to the west of and contiguous to Colonial Auto Center. Tax ID number 04500-00-00-17300. This development is the second phase of the previously approved and developed SDP 2015-31. The form and use will be consistent with surrounding uses including Colonial Nissan which was approved by the ARB and developed in 2014. A small piece of this development will exist within 500' of the Rio Road entrance corridor. There has been a preliminary discussion with the ARB at which time there was general support for the proposal. In an effort to address comments from staff and the ARB the project has been adjusted in the following ways (in order of comments received): 1. Originally the plan showed a painted CMU material as the primary building material. This has been changed to a colored split faced block. The color is a medium gray—color number 5000 from Martinsville Concrete. This sample was presented to the ARB in the preliminary discussion along with color number 8000. 5000 was the choice of the Board and was supported as a change from the painted CMU. 2. As a solution to the comment number 2—the project has pulled out 2 bump outs from the main building to better present as 2 stories from the South elevation. 3. See item 1 for change in block material. 4. A sample of the glass to be used was presented at the preliminary ARB discussion and the note has been added to the elevations. This glass will be Solarban 72. 5. These landscaping descriptions have been identified and submitted as part of this application and as part of the site plan amendment application. 6. A full site lighting plan including wall packs has been submitted with cut sheets on fixtures. These are consistent with recently added site lights on adjacent property. These are LED, full cut off, and meet the foot candle requirements. A photometric plan has also been provided. 7. Two trees in the South parking area of the EC overlay have been added. 8. The note regarding shrub height of at least 24" has been added and submitted. 9. The standard health note for landscaping has been added. 10. A change has been made to remove Little Gem magnolias and replace with a Southern magnolia in the EC overlay section to provide for a large growth evergreen. Although it was not mentioned in the itemized comment letter, the ARB made comments regarding the building cornice in our preliminary meeting. Specifically, it was requested to move away from a "classic look" and more toward a "modern look."
