This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final site plan. The final site plan will not be considered to have been officially submitted until the following items are received: 1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code. 2. The applicable application fee Please submit 11 copies of the final plans to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the final site plan, please work with each reviewer individually to satisfy their requirements. Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Zoning Ordinances unless otherwise specified.] [32.5.2(p), 32.7.9.5(d)] The property's frontage along Rte. 29 and a portion of Westfield Road are encumbered by a 40-foot utility easement. The Ginkgo Biloba and Magnolia Virginiana plantings fronting Rte. 29 conflict with the Dominion overhead utility line and easement. Additionally, 1 Ginkgo Biloba planting conflicts with ACSA's sewer line and easement nearest Westfield Road. Additionally, 1 Magnolia Virginiana planting conflicts with ACSA's water line and easement nearest Westfield Road. Prior to final site plan approval provide written authorization from the easement holder that the proposed plantings are permitted within the easement. If authorization is not received, then the planting strip shall be enlarged to accommodate the required plantings outside of the easement. 2. [32.5.2(1)] Existing and Proposed Utilities. Relocate all proposed plantings out of the gas easement. Currently two shrubs at the rear of the parcel are within the easement. 3. [32.5.2(p), 32.7.9.5(b)] Landscaping. Based on the County's approved plant canopy list the plan incorrectly provides the area canopy calculations for almost every plant listed. Ex) Ginkgo biloba "Princeton Sentry ": The County's plant canopy list accounts for a 20 SF canopy for a 3.5 caliper, the site plan lists it as 397 SF canopy. Swamp White Oak: The County's plant canopy list accounts for a 339 SF canopy for a 2.5 caliper, the site plan lists it as 368 SF canopy. London Plane Tree: The County's plant canopy list accounts for a 422 SF canopy for a 2.5 caliper, the site plan lists it as 175 SF canopy. Revise calculations. 4. [32.5.2(p), 32.7.2.11 The proposed entrances shall be designed and constructed as required by the standards of the Virginia Department of Transportation. VDOT approval of the proposed entrances to the site shall be required prior to final site plan approval. 5. [32.5.2(n)] An easement plat granting access to proposed water, sewer, and/or stormwater utilities shall be submitted and approved prior to final site plan approval. Provide the deed book page reference information for all existing and new/proposed easements located on the property. 6. [32.5.2(n)] Any proposed outdoor lighting must be shown on the site plan. A photometric plan and lighting cut sheets must be provided with the final site plan. Proposed lighting must comply with requirements of Sec. 32.7.8 & Sec 4.17 of the Zoning Ordinance. In addition to meeting all lighting requirements a standard lighting note will be required. 7. [32.5.2(n)] If there is to be a sign for the proposed use, on the final site plan depict and label the sign location. (Depicting the sign on the final site plan is not approval of the sign location or type). 8. [Comment] This site plan review did not review for a possible future use. This site does not appear to have enough usable space to locate the required parking and landscaping requirements for a future building. Omit future phase terminology from the plans. As noted in our previous review letter, Access Management exceptions will be required for both proposed entrance locations. Approval of both proposed entrance locations cannot be guaranteed prior to review of these exception requests. 2. If an entrance is permitted via AM/E on Route 29, a right turn lane warrant analysis must be provided. 3. The entire intersection sight distance lines, and profiles, must be provided on the plans. 4. Note that the final site plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements. Note that a Certificate of Appropriateness is required prior to final site plan approval. • Regarding recommendations on the plan as it relates to the guidelines: None. • Regarding conditions to be satisfied prior to issuance of a grading permit: None. • Regarding the final site plan submittal: A Certificate of Appropriateness is required prior to final site plan approval. The following items must be addressed: 1. Revise the building design — materials, forms and features —to establish a cohesive whole. This would include eliminating the false windows, revised cornice detail, revised pilasters. 2. Revise the building design to limit EIFS to a secondary material or eliminate it completely, as submitted in the revised design on 516/19. 3. Revise the design to relieve the blankness of the left side elevation. Landscaping may be an appropriate treatment. 4. Revise the color of the service door on the right elevation to blend with the building colors. 5. Revise the design of the front elevation to achieve a more balanced distribution of forms and features, and a better proportioned upper wall area. 6. Revise the decorative band to provide a consistent alignment function for the building features. 7. Revise the design to resolve blankness without relying on fake or awkwardly placed architectural features. 8. Revise the trademark design to meet the EC guidelines. 9. Provide additional information on the proposed window glass. Provide specs indicating that VLT is not below 40% and VLR is not above 30%. Provide samples. 10. Revise the building design to replace the false windows with architectural design andlor elements that reflect local architectural traditions and contribute to a cohesive whole. 11. Show the locations of rooftop equipment on a roof plan. Show the locations and heights of rooftop equipment on the architectural elevations.. 12. Add the standard mechanical equipment note to the architectural drawings. "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 13. Provide a complete lighting plan for review. Include a pole light detail that shows 20' as the maximum height, including the base. 14. Increase the shrub planting size to 24" minimum. 15. Shift the Elm out of the sanitary easement. 16. Provide medium trees, 21/" caliper at planting, and shrubs in the grass area south of the building to soften the building's appearance. 17. Revise the plant health note on L2.0 to read, "All site....". 18. Clarify how parking and landscaping requirements will be met in Phase 2. 19. Note that 3M 3630-143 Poppy Red and equivalents, and 3M 3630-44 Orange are not approvable sign colors. Revise the sign drawings accordingly. 20. Indicate on the landscape plan the proposed monument sign location and show coordinated landscaping at the base. Include a note stating that the sign location is shown for information only: a separate sign application is required for review and approval. Use Fig. 1, single unit truck design vehicle and a typical passenger vehicle, one entering, one exiting the site. See VDOT Road Design Manual, Appendix B(1), pg. B(1)-5. [Initial comment Fig. 1 image removed with Rev. 1] b. The two (R 8' - R 32') travel way radii at east and west periphery of parking lot/building pad. At these two locations, use typical passenger vehicles traveling in opposite directions. 12. Label area west of proposed AutoZone as a future building, or otherwise label. Also, please identify proposed surface in this area (grass or mulch, for example). 13. Provide off -site permanent grading or temporary construction easements, if required by design. (Rev. 1) Applicant response: `Off -site grading is not proposed.' 14. Provide loading space; ref. County Code 18-4.12.18. 15. Relocate dumpster pad so that Waste Management vehicles may align with dumpster containers without jumping curb, striking vehicles, etc. Recommend relocate dumpster enclosure two (2) parking spaces east. 16.
