HomeMy WebLinkAboutARB201800032 Review Comments Architectural Review Board Approval 2018-02-02 Location: On the east side of Rt. 29 across from Lewis and Clark Drive • Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (5) and recommended conditions of initial plan approval: e Prior to Initial Plan approval, the following items shall be resolved to the satisfaction of the ARB: None. • Regarding recommendations on the plan as it relates to the guidelines: None. • Regarding conditions to be satisfied prior to issuance of a grading permit: 1. Revise the plan to clearly show existing wooded area to remain and tree protection fencing throughout the site plan. Regarding the final site plan submittal: 1. Submit architectural designs for review with the final site plan. The plans and elevations shall address the following: a. A maximum of two adjacent facades shall be co-planar. b. Adjacent townhouses shall not have the same siding color. c. Two townhouses having full brick facades shall not be adjacent. d. Show how the side and rear townhouse elevations will have an appropriate appearance for the EC. 2. Include sufficient architectural features and detailing on all building elevations facing the EC to achieve an appropriate appearance for the EC. 3. Provide architectural elevations for review. 4. Add to following note the site plan and the architectural plan:"Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 5. Include with the final site plan a landscape plan that addresses the requirement for the 40' landscape buffer along the EC frontage of the development. 6. Provide landscaping at the entrance to the development to establish an appropriate appearance for the EC. 7. Arrange utilities to allow for street trees consistently spaced 40' on center along interior roads. 8. Add the standard plant health note to the plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. " 9. Revise the plan to clearly show existing wooded area to remain and tree protection fencing throughout the site plan. a. ARB-2018-32: Royal Fern Townhouses Initial Site Plan-Initial Site Development Plan(TM/Parcel 07600000005400) Proposal: To construct 30 single-family attached units on 3.43 acres. Location: North of 5t'Street(Route 631/Old Lynchburg Road),east of Old Lynchburg Road,and west of Wahoo Way • Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (5) and recommended conditions of initial plan approval: e Prior to Initial Plan approval the following items shall be resolved to the satisfaction of the ARB: None. Consider providing large shade trees around the two guest parking areas in the center and in the southwest corner of the site. 2. Consider dedicating more frontage along the southern property line to sidewalk improvements. • Regarding conditions to be satisfied prior to issuance of a grading permit:None. • Regarding the final site plan submittal: 1. Submit architectural plans,elevations,and material samples for review with the final site plan. 2. Provide a landscape plan that addresses all EC landscape guidelines, complete with plant schedule, for review with the final site plan. 3. Provide all proposed utilities and associated easements on the utility plans. 4. Show mechanical equipment on the site plans and/or architectural plans if the mechanical equipment will be roof-mounted. 5. Provide the standard mechanical equipment note on the Cover Sheet (C 1)of the site plan set and on the architectural drawings: Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. 6. If any outdoor lighting is proposed, submit a lighting plan for final review that includes photometric values of all freestanding and wall-mounted lights as well as a luminaire schedule and manufacturer's specifications. 7. Reduce the on-center distances of the three trees proposed on the east side of Wahoo Way to meet the 40' spacing requirement. 8. Clarify the tie-in of the sidewalk at Wahoo Way's throat with proposed sidewalk expansion and/or existing asphalt path throughout the site plan set Mr. Stoner seconded the motion. ARB-2018-26: NTB Tire Wall Signs and Comprehensive Sign Plan Revisions - Revisions to a Comprehensive Sign Plan and a Certificate of Appropriateness for two wall signs (TM/Parcel 0610000001200N0) Proposal: To amend the Comprehensive Sign Criteria for the NTB(formerly Merchant's Auto)building, to install two wall signs,and to remove eight(8) metal panel signs from above the vehicle bay doors. Location: 725 Rio Road West,just west of the Hardee's restaurant located at the southwest corner of the intersection of Rt. 29 and Rio Road ACTION 1: Motion: Mr. Stoner moved for approval of ARB-2018-26: NTB Tire Comprehensive Sign Plan Revisions to the Comprehensive Sign Criteria for the Merchant's Auto/NTB building to add yellow Pantone 123C as an approved color and to limit blue to Pantone 294C, as outlined in the following table: Mr. Hancock seconded the motion.
