Re: Old Trail Village Block 32
Dear Jim:
We have reviewed the plans entitled "Old Trail Village Block 32 Road & Utility
Plan" dated September 10, 2018 and offer the following comments:
Sheet 1
1. A Flow Acceptance from the Rivanna Water and Sewer Authority (RWSA) will be
required for this project. Provide an anticipated build -out schedule for these 111
single-family lots.
2. Provide water and sewer data sheets.
3. All single-family detached homes must be served by single water services.
4. VDOT will likely take exception to sanitary sewer manholes falling within paved
roadways. This will likely require significant design changes to the sanitary
sewer.
5. Provide ACSA Standard Water and Sewer General Plan Notes.
6. Review fire hydrant spacing, coverage appears inadequate along some of the
side streets. Each lot must be within 250 feet of a fire hydrant, measured along
the roadway.

1. Eliminate these sheets from the ACSA submittal.

1. All single-family detached homes must be served by single water services.
2. Lot 2 appears to have two water meters.
3. Relocate water meter for Lot 6 to Bishopgate Lane.
4. Lot 7 appears to have two water meters.
5. Provide information on possible future extension of Bishopgate Lane Extended.
Show limits of ACSA Jurisdictional Area on plan view. Since this appears to be
the limits of our JA, we should reduce the water main to 4-inch diameter following
the fire hydrant. Relocate the fire hydrant to the intersection in front of Lot 70.
Blow -off should be located just beyond the last water meter serving Lot 68.
6. Relocate water meter for Lot 70 to the section of water main past the fire hydrant.
7. Label Private Sewer Lateral Easements across open space.
8. Sewer lateral for Lot 76 should connect to proposed MH H.
9. Sewer lateral for Lot 77 should connect to proposed MH H1.
10. Keep water main 3-4' from edge of gutter pan (applies to all streets).
11. Avoid water main fittings in front of Lot 75.
12. Shift fire hydrant to the area between Lots 77 and 78 to the currently proposed
sewer lateral location.
Sheet 10
1. All single-family detached homes must be served by single water services.
2. Relocate water meter for Lot 21 to Bishopgate Lane.
3. Lot 29 appears to have two water meters.
4. Confirm that plans are not to include water services or sewer laterals for Lots 33-
40.
5. Confirm that plans are not to include water services or sewer laterals for Lots 85-
96.
6. Place sewer laterals for Lots 7-13 on the downhill side of the lots. Lateral for Lot
11 shall connect into MH G1.
7. Revise sewer lateral angle for Lot 14.
8. Place sewer laterals for Lots 15-20 on the downhill side of the lots. Lateral for
Lot 19 shall connect into MH G1.
9. Avoid manhole placement on property corners. Also consider relocating sewer
off property lines to allow future property owners to install fences outside of
ACSA easements.
10. Sewer lateral for Lot 61 should connect to proposed manhole behind the lot.
11. Sewer lateral for Lot 66 should connect to proposed manhole behind the lot.
12. Sewer lateral for Lot 77 should connect to proposed in front of property.
13. Sewer laterals for Lots 27 and 81-84 need to be connected to the proposed
sewer main.
14. Be sure all manhole numbers are displayed on plan view.
15. Revise angle of connection from MH O to MH E. Must be a minimum of 90'
angle.
16. Will sewer between MH's O and E serve Lots 33-40? Shift MH O downstream to
the property line of Lot 33.
17. Shift sanitary sewer two more feet away from edge of gutter pan along Raynor
Place.
18. Keep water main 3-4' from edge of gutter pan (applies to all streets).
19. Water main along Bicknell Street can be 4-inch if no fire hydrants are planned.
20. Eliminate inline gate valve in front of Lot 86.
21. Water main along Stedham Place can be 4-inch or 6-inch diameter.
22. Eliminate the inline gate valves at the fire hydrant beside Lot 6.
23. Shift fire hydrant beside Lot 28 to achieve 40' of separation from the proposed
structure.
Sheet 11
1. All single-family detached homes must be served by single water services.
2. Confirm that plans are not to include water services or sewer laterals for Lots 41-
44.
3. Confirm that plans are not to include water services or sewer laterals for Lots 97-
106.
4. Label MH D1 as OldTrIViIWV-1-4.
5. Avoid manhole placement on property corners. Also consider relocating sewer
off property lines to allow future property owners to install fences outside of
ACSA easements.
6. Be sure all manhole numbers are displayed on plan view.
7. Relocate MH L further away from Slabtown Branch.
8. Provide 10 feet of horizontal separation between water and sanitary sewer
mains.
9. The ACSA does not want the water connection down near the creek. Instead,
connection should be made at the existing 12-inch diameter water main at the
entrance into Blocks 5, 20, and 21. Water main can then be installed along Old
Trail Drive with appropriate fire hydrants.
10. Provide two gate valves at the first intersection (south and west of tee).
11. Eliminate the two inline gate valves at the fire hydrant in front of Lot 104.
12.Avoid water main fittings in front of Lots 98 and 101.
13. Relocate fire hydrant to the east side of Lot 106.
14.Avoid water main fitting in front of Lot 47.
Sheets 12-16
1. Eliminate these sheets from the ACSA submittal.
Sheets 17-22
1. Show proposed water main on plan views.
2. Call out 3.5' of cover over proposed water mains.
3. Show all storm and sanitary sewer crossings on water profile.
Sheets 23-27
1. Eliminate these sheets from the ACSA submittal.
Sheet 31
1. Remove note requiring safety slabs in sanitary sewer manholes.
2. Sanitary sewer main between MH's P and B shall be ductile iron.
3. Show water main crossing between MH's B and C.
4. Lower sewer connection into MH C, 12-inches of vertical separation is
acceptable with storm sewer.
5. Show water main crossing between MH's E and F.
6. Show the two water main crossings between MH's F and G.
7. Show water main crossing between MH's H1 and H.

Sheet 32
1. Label pipe material, diameter, footage and slope for sewer between MH's J and
EXD1. Due to depth, sewer main shall be ductile iron.
2. Revise Lid Elevation of MH EXD1 to match as -built of 644.62.
3. Show detention outfall pipe crossing between MH's J and K.
4. Sewer main between MH's J and K must be ductile iron.
5. Remove note requiring safety slabs in sanitary sewer manholes.
Sheets 33-35
1. Show water and sewer utilities on Landscape Plan.
2. All trees must be a minimum of 10 feet from ACSA utilities.
Sheet 38
1. Eliminate this sheet from the ACSA submittal.
Sheet 40
1. Provide updated ACSA detail for Typical Blow -Off Assembly.
