Heather -Thanks for the call today we appreciate it. As mentioned we would like to request a work session at the April
15th ARB Hearing. We would like to discuss the following items:
Overall Lighting Discussion (not project specific). Wawa will have their lighting consultant present to
answer any questions/concerns at the hearing to hopefully come to a mutual resolution moving forward
regarding site lighting
Review the Proffit Road comment letter issued on 3/27/19

I received your voicemail message and this email, and I thought it better to respond by email and spare you my
laryngitis. Thank you for your kind wishes; as I have said, I was out all of last week due to the flu, so I am a bit behind on
my review of the Wawa resubmission Jonathan provided on March 7, although I have reviewed it partially to date and so
has Margaret. We have identified a few concerns about the proposed lighting at this point - including one of the pole's
mounting heights in excess of 23 feet and the FCWS wall -mounted fixture exceeding 3000 lumens but not being a full
cut-off model. As I continue the review of the plans that Jonathan provided today, I will be in touch with other potential
requested changes in the coming day or two.
That said, a quick look at the revised lighting plan for the Proffit Road Wawa shows a footcandle maximum value of 35;
while this is a reduction from the 44 maximum fc from your last submittal, this is still 5 fc over the highest threshold
allowed in the EC. Let me stress that we haven't approved a car dealership, which is the only current exception to the
"lower footcandle" (which is, de facto, around 20 fc) criterion in the Entrance Corridor Design Guidelines, with any fc
value above 30. While the fc average of 24.3 under the canopy does meet the language provided at the ARB meeting on
1-22-19, the ARB is aware of the error in their language and I believe you have been contacted by Stan Binstead, the
Chair of the ARB, since that meeting in regard to this error. While the language may hold for the Proffit Road Wawa, I do
not believe the error will be repeated in perpetuity with future Wawa submissions.
I had supposed that your request for a work session on April 15 was to address this conflict; therefore, I am confused as
to whether you and Jonathan desired an approval of the Proffit Road site plan prior to the work session slated for April
15. Please clarify the exact points you intend to make at the April 15 work session and if that discussion is intended to
include the Proffit Road lighting plan or not. Please provide your talking points by email at your earliest convenience.

Yes, I have reviewed your resubmission, although not in its entirety as I have been out of the office all of last week with a
flu. I noticed that the footcandle values under the canopy have not changed since the last submission; are you aware
that Jeb Bell from Wawa has asked for a work session with the ARB on April 15 to resolve the ARB's concerns with the
lighting on both Wawa sites? I will not be able to approve the final until the lighting issue is resolved fully to the ARB's
satisfaction.

Thank you for your email inquiry, which is timely, as I have begun the review of the application for the Final Site Plan for
the Wawa on Proffit Road and have discovered that significant materials and information specifically requested in the
June 18, 2018 action letter (attached) following the last review of ARB-2017-142 have been omitted. Crucial supporting
materials that are not included are:
1. An elevation of the fuel -pump canopy
2. Sections of the fuel -pump canopy that show how the lighting is housed in the canopy ceiling
3. Details of the dumpster elevation and materials samples of the proposed dumpster enclosure
4. Roof plans of the building that illustrate mechanical equipment locations and height if proposed mechanical
equipment is roof -mounted. If ground -mounted, all mechanical equipment should be illustrated on the site
plans.
5. Manufacturer's specifications for two light models (S1 and S2) on Sheet C-706 of the site plan set
Additional missing items/information are outlined in the attached document "ARB2018-155 Resubmittal review
checklist."
At this point in the review, it would be best to go to the ARB with a proposal that addresses all issues that have been
identified to date so that a comprehensive review can be completed in one meeting. If we move forward with the
current submittal, staff will not be able to recommend approval and will recommend a resubmittal requiring additional
ARB review. Alternatively, you could request deferral, submit the missing information, and proceed to the ARB on a later
date (that can be determined once the submittal is made). Please let us know how you would like to proceed.

material by the requested January 7tn date with one exception. The one comment that may be outstanding is regarding
the lighting as we are awaiting direction from Wawa. I believe some of the information may be in the package we

Hello Jonathan,
I have reviewed your application submission for the above -named project for completeness and the application is
incomplete (see attached checklist). Notably, the application is missing the following items:
1. The maximum wall height of proposed retaining or landscape walls as well as details in the site plan set and
material and color samples;
2. A photometric plan that meets the requirements of Section 4.17 of the Zoning Ordinance;
3. Coordination of lighting and landscaping and other site elements;
4. Dimensioned architectural elevations drawn at 1/8"=V-0" scale that is verifiable.
I conducted this completeness check with some alacrity, so if I have missed information that satisfies any of the above
requests, please let me know.
In regard to number 2, note that your lighting plan shows illumination values in excess of 30 footcandles under the fuel
pump canopy. As has been stated before, during the initial review process, the maximum footcandle allowance in the
Entrance Corridor is 20 footcandles.
In regard to number 3, either the lighting or the landscape plan should show the site lighting so that I can verify that no
freestanding light fixture is proposed in too close proximity to a proposed tree.
And in regard to the last, when to -scale architectural drawings are produced on 11 x 17" paper, they are no longer to
scale; when I take an architect's scale to the paper, the measurements are not accurate. The elevations should be
produced on Arch D-sized paper so that the scale is true and verifiable when using a scale (ruler).
Please let me know how you wish to proceed. I would need 8 hardcopies as well as a digital copy of the missing or
revised sheets by January 7 in order to commence review of a complete application package. However, I can still review
the application submission as is, and my staff report will reflect that information is missing. The ARB may ask for you to
provide that missing information in a future/following review.

Tim has forwarded me the email conversations between the two of you, below. I have noted that there seems to be
some misunderstanding about the various review processes your final site plan application must undergo. Please allow
me to clarify: while the ARB is one reviewer in the SRC (Site Review Committee), and while we have been furnishing
comments on the site plans that you have submitted since July of this year, our primary comment since July 2018 is that
you also need to submit an application directly to the Architectural Review Board —just as you did with the Initial Site
Plan, when the project was reviewed from January through May of this past year. The process for a review of the Final
Site Plan is similar to that of the Initial Site Plan, meaning there are filing deadlines that correspond to ARB meeting
dates; that staff will review the project and prepare a staff report for the ARB; and that the applicant will be expected to
attend the ARB meeting(s) in which the project is reviewed by the board.
The filing deadline and corresponding ARB meeting dates for 2018 can be found here. As you can see from the schedule,
if you had intended to make the December 3rd ARB meeting, your application would have been submitted to the intake
staff at reception no later than the October 22 filing deadline. The next filing deadline is December 17t" for a January
22A ARB meeting. I have, in previous emails, sent you the ARB application and checklist for a final site plan review, but
let me know if you need me to send them again.
To further clarify, you will need a Certificate of Appropriateness before the final site plan can be approved by the Site
Review Committee. That means you will not receive all of the necessary approvals for Tim and others to sign off on the
final site plan until you have a Certificate of Appropriateness in hand.

CDD-Engineering has since provided review comments on 11/2 (received by Bohler as confirmed by Brandy Booker).
I just received VDOT's review comments for the final site plan (SDP201800048) yesterday. Those comments are
attached for your review; and I've just updated our "County View" application tracking system.
I have not yet received review comments for the final site plan (SDP201800048) from ACSA. I checked in with ACSA
yesterday about the status of their review of the corresponding easement plat (SUB201800142), but have not received
a response yet.
Separately / additionally, please be advised that the final site plan needs to be reviewed by the ARB and the ARB will
need to issue a Certificate of Appropriateness for the final site plan, prior to Planning staff approving the final site plan
(assuming all other issues are also resolved). Please note that this ARB review requires a separate application in
addition to what was previously submitted for the final site plan application.
If you require additional assistance with the ARB application / review / scheduling process, you need to direct those
questions to Heather or Margaret, as they will best be able to assist you. (Unfortunately I'm not very closely involved
with the Architectural Review Board's review process — it is somewhat parallel to the Site Review Committee's review
process that I help coordinate.)

Hello Mark,
Thank you. I was unexpectedly out of the office last Monday and Tuesday (in addition to the planned
holiday leave time), so I am will be transmitting these today for review by the County Attorney's Office.
I also just spoke with John Bruns at Bohler regarding the most recent review comments for the
Easement Plat (SUB201800186). The takeaway there is that he can easily make the revisions to
satisfy the Planning comments; but we are still waiting for comments from ACSA. I will check in with
ACSA and ask for a status update and comments. Additionally, I just received VDOT comments on the
easement plat (as well as the final site plan) one hour ago. So I will process those review comments
and forward those to you, John Bruns, and Jonathan Ritchie.
I hope this info is helpful. I will notify you when I get information back from the County Attorney's Office
regarding the draft deeds.

Well that's a mystery solved! As there was no note or transmittal letter with the window glass sample, Tim and I
assumed it was for the Wawa being proposed at Pantops Corner. Can I assume that the materials board Tim received
that he then passed on to me is also from you?
Tim should have been providing you with my ARB comments on the Final Site Development Plan as the review process
was underway, which I provided him on 7/31/18 and 10/12/18. The comments are as follows:
"The applicant must submit an ARB application for Final Review of a Site Development Plan and associated fees for full
board review. A Certificate of Appropriateness is required for final approval."

Red Leonard's response to the light emittance concerns on the ARB's behalf at our Fuel Canopy:
I'm sure the "horizontal plane" they are referring to is a plane that is even with the canopy deck.
They want to ensure tha< there is no light being emitted above that.
We are using CAN-304-SL-RD-04-E-UL-WH-700-57K under the canopy.
That fixture has an up -light rating =0. This should be confirmation enough.
However, I've included an AGI report for the fixture we used on the layout (see attached).
This indicates the BUG rating, along with graphs and more information should they need it.

Bohler Engineering is pleased to submit on behalf of Renaud Consulting, the 5`h Submission Final Site
Plan for the Wawa Project in Charlottesville, Virginia. The following is our comment response letter
addressing comments received from your department dated April 19, 2019. Each comment is addressed
and responded to as follows:
Comment 1: The landscaping shown on the 4118/19 plan was sufficient to screen the vent stacks with
the condition that the vent stacks be painted the standard color for cell towers (i.e., Java
brown).
Response 1: Please note Vent Stacks have been called out to be painted Java Brown on the
Landscape and Site plans (see Sheets C-301 and C-701). Additionally, the Vent
Stack detail has been added to Sheet C-805.
Comment 2: The landscaping shown on the Proffit Road side of the site was acceptable with the
condition that the gas line and easement must be shifted so that trees can be planted at
least 7-8' from the gas line, and the shifted line and easement must be shown on the site
plan.
Response 2: The proposed location of the relocated gas line is shown on Sheet C-701.
Comment 3: The previous action allowing a maximum 25 footcandle average under the fuel -pump
canopy would stand for the Proffit Road Wawa. The 30 footcandle maximum shall apply
to future applications.
Response 3: Acknowledged.
Comment 4: The W 1 light models which have been shown as white in recently submitted renderings
shall be bronze to coordinate with the brick wall.
Response 4: The detail for light models Wl and W4 shows a bronze housing with a note
indicating the light housing is to be bronze in color and is located on Sheet C-707.

Development Plan submission for the Wawa Project in Charlottesville, Virginia. The following is our
comment response letter addressing comments received from your department dated January 25, 2019.
Each comment is addressed and responded to as follows:
Comment 1: Submit architectural elevations and sections of the fuel pump canopy for review. Address
the height standard established in the Standards for Fuel Pump Canopies as outlined in
Appendix B of the EC Design Guidelines.
Response 1: Architectural elevations and sections of the fuel pump canopy (Exhibits B & C) and
building (Exhibit A) with heights above grade have been included with this
submission.
Comment 2: Utilize brick veneer rather than stone veneer in the design of the fuel pump canopy to tie
its materiality with that of the building.
Response 2: Architectural elevations of the fuel pump canopy (Exhibit B) that utilize a brick
veneer have been included with this submission.
Comment 3: Consider adding shrubbery to the exterior of the building.
Response 3: Please note in lieu of foundation plantings, planter boxes have been provided along
the store frontage. Please see the Landscape Plan on Sheet C-701
Comment 4: Revise the color of the service doors to blend better with the building colors.
Response 4: Please see the revised building elevations (Exhibit A) service doors have been
revised from white to Pumice Stone to better blend with the building colors.
Comment 5: Provide the standard glass note on the elevations: Window glass in the Entrance
Corridors should meet the following criteria: Visible light transmittance (VLT) shall not
drop below 40016. Visible light reflectance (VLR) shall not exceed 30%.
Response 5: The above standard glass note has been provided on the building elevations. Please
see note 1 on Exhibit A below the front (west) elevation.

Comment 6: Revise the plan to include dumpster elevations and details. Provide samples of the
dumpster enclosure for review.
Response 6: Dumpster elevations have been included with this submission (Exhibit B). Please
note the previously submitted building material will be the same material utilized
for the dumpster enclosure.
Comment 7: Provide a roof plan with equipment heights for review if any proposed mechanical
equipment will be roof -mounted.
Response 7: A roof plan (Sheet A3) with equipment heights has been included with this
submission. Please note all equipment will be lower than the parapet height.
Comment 8: Show how the planting plan will eliminate visibility of the equipment from the Entrance
Corridor.
Response 8: Please note perspective renderings have been included with this submission to better
illustrate visibility from the Entrance Corridor. Additionally, plantings have been
placed to screen the vent stack pipes.
Comment 9: Provide the landscape easement agreement and approved easement plat for review.
Response 9: Please note the landscape easement plat and agreement comments have been
received and addressed and resubmitted to the County for approval.
Comment 10: Provide the standard mechanical equipment note on the architectural drawings: Visibility
of all mechanical equipment from the Entrance Corridor shall be eliminated.
Response 10: The above note has been added to the Roof Plan (Sheet A3) and included with this
submission.
Comment 11: Ensure that no footcandle values above 0.5 spill over from the property boundaries into
public rights -of -way.
Response 11: The Lighting Plan (Sheet C-705) has been adjusted so that levels at the public
rights -of -way do not exceed 0.5 fc.
Comment 12: Provide manufacturer's specifications for all proposed light fixtures.
Response 12: Lighting details and specifications for all fixtures are now included. (Sheets C-706
and C-707)
Comment 13: Clarify what "KR6T-SSGC-FF" in relation to light model D1 refers to. Provide the
specification for the feature.
Response 13: The DI light is a recessed fixture consisting of 2 parts. The housing (KR6-20L-40K-
120V) and the trim (KR6T-SSGC-FF). Together, they make up one complete
fixture noted as D1 on the lighting plan. The specification can be found on Sheet C-
706.
Comment 14: Correct the discrepancy between the luminaire schedule on C-705 and the manufacturer's
specifications on C-706 that confuse models B4 and B5.
Response 14: This discrepancy has been eliminated and corrected throughout.

Comment 15: Show how the canopy design eliminates glare.
Response 15: The canopy lighting design eliminates glare by utilizing a light fixture with an IES
glare rating of 0. Additionally, 3D nighttime renderings have been created to
illustrate the position of the canopy lights within the canopy and provide a visual aid
of how the canopy lighting design eliminates glare. A Supplemental Lighting
Specification has been provided with this submission indicating a glare rating of G =
0. Please see Sheet 4 of the Supplemental Lighting Specification.
Comment 16: Provide cross -sections of the fuel -pump canopy that show the canister lights housed in
the ceiling.
Response 16: A 3D rendering of the A -frame fuel pump canopy has been included with this
submission to better illustrate how the canopy lights are positioned in the canopy
(See Sheets 1 and 2). Additional detail of the fuel canopy lighting has also been
provided on Exhibit C.
Comment 17: Reduce illumination so that the average footcandle (fc) value at the canopy does not
exceed 25 fc.
Response 17: As noted on the plans the canopy lighting has an average of 24.3 fc (see Sheet C-
705).
Comment 18: Ensure that light color is consistent throughout the site.
Response IS: Please see the lighting plan and details (C-705, C-706 and C-707) all exterior
luminaries have been revised to be 4000K to eliminate any variation throughout the
site.
Comment 19: Change the color of light model W1 to better integrate with the wall material.
Response 19: The W1 light fixtures are intended to integrate with the building trim, parapet,
Fascia and other architectural features. Additionally, the fixtures are the same
color as the approved building renderings.
Comment 20: Correct the discrepancy between the number and placement of proposed lights on the
lighting plan and the elevations.
Response 20: This discrepancy has been eliminated and corrected between the Photometric Plan
(Sheet C-705) and building elevation rendering (Exhibit A).
Comment 21: Rectify the height discrepancy of the proposed freestanding light poles inclusive of their
bases between the luminaire schedule on C-705 and the detail on C-803
Response 21: The detail on Sheet C-803 has been updated to reflect a maximum height of 20 feet.
Please note one light at the rear of the store that sits approximately 4 feet below the
retaining wall will have a 3 foot base in order to provide adequate and consistent
lighting. This light is not visible from the Entrance Corridor and a note has been
added to the site plan (Sheet C-301) indicating the light to be placed on a 3 foot base.

Comment 22: Consider substituting native tree and shrub species for those exotic species found in the
plant schedule.
Response 22: The landscape plan (Sheet C-701) has been revised to utilize native tree and shrub
plantings. The following were removed and replaced with a native equivelant:
Japense Katsura, knockout rose, steeds holly, otto luyken laurel, hoogendorn holly,
and Hamelin grass. The following were added: clethera, deutzia, myrica, panicum,
and cladrastis.
Comment 23: Provide an increased planting area and ensure that the placement of plants is not so close
that they compete with one other.
Response 23: The spacing of trees has been revised in areas where clearances were previously
constrained along Seminole Trail. Please see Sheet C-701.
Comment 24: Address the landscape gap in the northwest corner of the site.
Response 24: Additional ornamental tree plantings have been provided along Seminole Trail to
help close the gap along the northwest property corner. Please see Sheet C-701.
Comment 25: Extend the proposed tree plantings along the full lengths of the EC frontage.
Response 25: Tree plantings have been extended along both Seminole Trail and Proffit Road.
Please see Sheet C-701.
Comment 26: Amend the plant schedule on the landscape plan to reflect that the trees on the EC
frontage will be planted at a minimum of 3.5 inches caliper.
Response 26: Trees along the EC Frontage have been specified as a 3.5" caliper please see the
landscape schedule on Sheet C-701.
Comment 27: Rectify the stated amount of Proffit Road frontage and the calculations of required trees
in the landscape compliance chart on C-701. Provide more street trees on the Proffit Road
frontage.
Response 27: The stated amount of Proffit Road frontage has been revised with additional street
trees added to the plan. Seminole Trail correctly required five (5) trees previously,
the ARB requested additional trees along the road and 14 are provided. Previously
Proffit Road listed the frontage as 138 LF and three (3) required trees, the corrected
length is now 334 LF and seven (7) trees are required and 10 trees have been
provided.. Please see the landscape compliance chart on Sheet C-701,
Comment 28: Provide medium-sized shade trees in the proposed landscape islands on the southwest and
southeast corner of the building.
Response 28: Medium sized shade trees have been proposed in the landscape islands surrounding
the store. Please see Sheet C-701.
Comment 29: Note that signage requires a separate application. Ground cover, shrubs and/or trees will
be required to integrate the freestanding signs into the overall development.
Response 29: Landscaping has been integrated around the free-standing signs as requested.
Please see Sheet C-701.

Comment 30: Reduce the number of TOE to below 10 (or below 25% of typology totals) by introducing
more plant variety.
Response 30: The number of TOE has been revised to be below 10 and an additional evergreen
screening plant introduced. Juniperus virginiana was added to the plan and the
quantity of thuja occidentalis was reduced. Please see the landscape schedule on
Sheet C-701.
Comment 31: Rectify all errors and discrepancies on the landscape plan and within the landscape
schedule on C-701.
Response 31: The landscape plan schedule and compliance charts have been revised as requested.
Comment 32: The lowest edge of the canopy roof shall not exceed 14' 6".
Response 32: Please see the updated fuel canopy elevations (Exhibits B & C) this dimension has
been revised to be less than 14'-6".
