Also, please see email sent to Applicant 5/14/2019 12:15 PM Sheet 1 1. List parcel information (owners, TMP #s). 2. Amendment #2 should include all index sheets. Amendment #2 will replace prior approved versions of the VSMP /WPO Plan, and needs to serve as a standalone reference and inspection document. 3. List dates of initial WPO Plan and Amendment 1 approvals (5/31/17, 3/26/18, respectively). 4. Note: ensure sheet 2 TMP #s for site and adjacent properties match county GIS real estate records. Multiple current parcel boundary lines may not be shown on sheet 2. 5. Include Construction Record Drawing (As -built) for VSMP policy on plans; link: httD://www.albemarle.ore/uDload/imaL,es/forms center/departments/Community Development/forms/Eniii neerine and WPO Forms/WPO VSMP Construction Record Drawines Policv 23Mav2014.Ddf Sheet 11 6. Show full extent of storm pipe outfall at west corner of site, unless shown, elsewhere. Storm pipe outfall, end section, and ESC riprap must be shown. 7. Delete `Stormwater Quality Unit TBD.' It appears that a design has been selected. 8. All sheets: Label all storm drain pipes and structures so plan sheets may be cross-referenced. 9. Sheet 12: List and label permeable paver area (ft2) of each distinct section of permeable paver. Sheet 13 10. Show permeable pavement above 60" CMP pipe stormwater detention unit, in profile 11. Provide maintenance and inspection schedules for Contech Stormfilter® on plans. 12. Confirm 60" CMP pipe stormwater detention unit profile provides adequate cover along the entire length, per Mfr. recommendations. Engineering Review Comments Page 2 of 2 13. Label 60" detention system bedding; provide bedding detail. 14. Provide storm pipe culvert bedding detail. Sheet 14 15. Provide dimensions (L X W) for bio-retention basin in plan view. 16. Provide L X W dimensions for R-tank. Routing packet, p. 23 lists 9,658 cf R-tank Vol. Provide dimension labels that correlate routings and plan. (Rev. 1) Addressed. Applicant response: `Note added to R-tank layout to provide minimum of 9,658 cf volume of storage. That system is modular so I did not tie the contractor down with exact dimensions but instead noted that the layout could vary to provide the minimum volume that correlates to the calculations.' Engineering accepts this approach. 17. Provide installation, maintenance and inspection information for R-tank. (Rev. 1) Addressed. Applicant response: `Note was added to that R-tank to be installed per manufacturer specifications with manufacturer representative oversight. Maintenance and inspection documentation for R-tank added to additional sheets at the end of the plan set.' Engineering accepts this approach. 18. Confirm permeable interlocking pavers and permeable asphalt are equivalent from a water quality perspective. Provide installation, maintenance, and inspection notes for both types, as has been provided for bio-retention. Ref. Applicant response: `I believe we covered this in our meeting with you and previous meeting with Frank Pohl. I've attached a copy of the relevant regulations that apply to this project confirming permeable asphalt as acceptable for your records.' Asefollow-up: Per conversation with S. Edwards on 5/14/19, please add Note at sheet 15, Detail D15 (Permeable Asphalt —Alternative to PCIP), that reads: "Reference Virginia Stormwater Management Handbook, First Edition, 1999, Vol. I, Min. Std. 3.10D, Porous Pavement for design, installation, inspection, and maintenance requirements." 19. Show permeable paver underdrains in plan view. Show where permeable paver underdrain connect with storm system. 20. Update SWPPP with revised plan sheets (2 sets of 11" X 17" SWPPP inserts, for any plan sheet included with SWPPP, revised with Amendment #2). 21. Cross-reference these comments with Engineering site plan amendment review comments d. 7 Feb 2019. Attached. Process Initial Plan (WP0201700023) is bonded. Current bonds amounts are adequate for proposed townhouse to apartment change proposed with Amendment 2. Change has a negligible effect on WPO bond amounts. VAR107174 covers construction activities permitted with WP0201700023. No modification to VAR107174 is required with VSMP /WPO Amendment 2. A pre -construction conference is not required since project is under construction. As discussed with S. Edwards on 5/14, once VSMP /WPO plan is revised (1 change), 4 print copies of plan and 2 SWPPP inserts (ESC /SWM Plans, I I" X 17") may be left with CDD, Front Desk, at Applicant's convenience. Please include transmittal to my attention stating: `Not for review, for stamped approval.' Engineering will stamp Approved and notify Applicant when contractor copies (2) are available for pickup. Amendment 2 should be on -site as soon as possible. 2 copies remain with Albemarle County (file copy /ESC Inspector copy). Please feel free to call if any questions. Thank you J.
