Below is our comment response letter for the comments. Architecture Comments 1-5 are being addressed separately by the Architect and Collins Engineering has coordinated their plans with the Architect's plans.The Architect will be resubmitting their materials separately. Site 6. Sheet 6's note has been revised to require the contractor to install bronze light poles.The note now reads,"All proposed pole lights shall be bronze." Architecture/Site 7.Collins Engineering has received direction from the Architect multiple times that the guardrails on top of the retaining walls in excess of 30"will be embedded glass guardrail with a 1"aluminum cap.This will be the guardrail installed at Flow Auto and Collins Engineering has updated their plans accordingly.The Architect will be required,per this letter and ARB direction,to update their plans to consistently label the guardrails and to provide a detail.The applicant hopes that Collins Engineering's plans will be deemed acceptable provided the Architect submits updated plans reflecting this requirement. In efforts to further ensure Collins Engineering addresses their portion of this comment their plans have been updated slightly to provide further clarification. The note on sheet 4 for the front retaining wall adjacent to route 250 has been tweaked.This note now states handrails are not required here since finished grade wall heights are designed to not exceed 30".Similarly,the note for the lower seatwall along the eastern side of the building has been revised.This note also now states handrails are not required since the wall heights are not in excess of 30".There are two walls however that require handrails.The previously submitted plans specified embedded glass guardrail with a 1"aluminum cap for the western retaining wall.This requirement remains.The second retaining wall with heights in excess of 30" is the eastern upper retaining wall adjacent to the pedestrian entrance into the building.This note has been expanded to specify the same embedded glass guardrail with a 1"aluminum cap.The applicant hopes at this time their plans are to be found satisfactory pending the updated submission of the Architect's plans. Our responses per comment: 1.We have chosen Glen-Gery"Oyster White with Speck"as it has a more 'mottled' look than previous brick specified. We will have the selected GC make a mock wall as soon as possible and coordinate with the ARB to advise. 2. Graniti Fiandre"New Ground Anthricite, honed finish" is still being used and can be found as F-1 on the Finish Schedule. Fibre C by Rieder is no longer being specified in this project. 3. There is no real visible difference between Solarban 60 and Solarban 70XL. Solarban 70XL is a more efficient piece of glass. It is not tinted, has a VLT of 64 and a VLR of 12. A sample is in route if still required. 4. A separate sign package is being worked on and will be submitted at a later date. 5. We've coordinated all of the notes to reflect a single design: "embedded glass guardrail with 1"aluminum cap"as they are all the same design throughout the site. There should be no guardrail fronting Route 250. 6. Civil should be changing the Pole lights to bronze. 7. Civil cleaned up the language to reflect a single design across all the guardrails and denoted more specifically where these are located on the site. Architecture/Site 7.The Site plans have been revised to provide a label consistent with the architectural plans,which now specifies an 'embedded glass guardrail with 1"aluminum cap' on sheet 4.Sheet 4 has also been updated to direct the contractor to the architectural plans for the details of this guardrail. Increase planting area to ensure that there are no conflicts between the proposed plants and extant/proposed utilities/easements. 35. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. 44. Revise the fuel pump canopy design to reflect a minimalist design. 45. Reduce the height of the fuel pump canopy to comply with the Standards for Fuel Pump Canopies as outlined in Appendix B of the EC Design Guidelines. 46. OTHER BUSINESS a. Brookhill:Visibility from the EC • After considering the information presented on the visibility of the proposed development, it was the consensus of the ARB that: 1) given the distance from the EC street, the review of the Brookhill Block 3 Ice Rink Initial Site Plan may be completed by staff, with ARB input at staffs discretion, and 2) the need for ARB review of the other blocks will be determined after some of the development is constructed. Mr. Wardell recused himself from Flow Auto and left the meeting at 2:55 p.m. Vice Chair Binsted took over the meeting. b. Flow Auto: Light pole color After considering the proposal to use gray instead of bronze as the light pole color, it was the consensus of the ARB that bronze should be used for consistency along the corridor,as per the guidelines. a. Below is our comment response letter for the comments. Architecture Comments 1-4 are being addressed separately by the Architect and do not impact the attached plans from Collins Engineering. Site 5. The notes have been revised to state the retaining wall brick will match the building's brick. 6. Sheet 2's note has been updated accordingly. 7. Additional shrubs have been added around the northwest corner of the display area,as shown on sheet 6. 8. The lighting plan has been corrected and now shows photometrics and cut sheets on sheet 7. 9. A note has been added to sheet 6 mandating these plantings be 24" in height at the time of their plantings. Architecture/Site 10.Vehicular and pedestrian handrails are not required along the retaining wall paralleling route 250, per Virginia Building Code requirements and a conversation with Mr. Frank Pohl dated February 27`F'.The wall heights paralleling route 250 do not exceed 30"and this parking is predominantly for display parking only where professional drivers will be enlisted to move vehicles.Also,these vehicles will not be moved often,and the one parking space that is not for display will be at-grade without a retaining wall in front of it. In light of these updates,a guardrail is not shown in this location and Collins Engineering's plans reflect this.To ensure this comment is fully addressed though,the limits of the handrails is shown and labeled in the back-rear corner adjacent to the building on sheet 4. 11.The note on sheet 3 has been revised to now simply label these two areas as landscaped areas.These locations are simply planting locations and the applicant apologize for any earlier confusion. 12.The plans and labels have been revised.The upper parking lot now proposes to have the same top finish as the adjacent sidewalk and interior showroom floor.This will provide an at-grade seamless transition.Additionally, the notes on sheets 3 and 4 have been updated to reference the material's finish(TeknoStone in soft black). 13.This note has been updated to address this comment. Please see the response above to comment#12. 15.The item depicted in the comment letter is a trench drain and is now labeled on sheet 3.This item is not above the ground and will not be visible from route 250.The trench drain is needed to capture runoff along the sidewalk.
