RE:Erosion&Sediment Control Plan:Project Maintenance for Lochridge Lane
Dear Mr. Elsie,
A.Stormwater Pollution Prevention Plan(SWPPP)
The SWPPP content requirements can be found in County Code section 17-405.A SWPPP must
contain(1)a PPP, (2)an ESCP, (3)a SWMP,and(4)any TMDL measures necessary.
RESPONSE: There is less than one acre of disturbance for this project. A SWPPP is not required
for projects less than an acre. A basic pollution prevention plan has been provided on the plans. This
project is small enough that we do not anticipate fuel storage.
B.Pollution Prevention Plan(PPP)
The PPP content requirements can be found in County Code section 17-404.
• Provide a basic Pollution Prevention Plan to address construction waste.
RESPONSE: A basic Pollution Prevention Plan has been provided with this submittal. There will be
no onsite fuel storage.
C. Stormwater Management Plan(SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP.
This plan is disapproved, and the reasons are provided in the comments below.The stormwater
management plan content requirements can be found in County Code section 17-403.
• Show roadway classification and how you are meeting VDOT drainage manual requirements in
section 8.3.2. Are you using 10-yr storm as a secondary road? Show headwater and tailwater
requirements are met.
RESPONSE: We are using the secondary roadway classification and the 10-yr storm to analyze the
culvert at Lochridge Lane. The HW/D ratio for the 10-yr storm is 1.04 shown on sheet 6,48" pipe.
Maximum allowable is 1.5. There is a minimum tailwater condition for a 48" pipe but a maximum
tailwater condition for a 36". The OP and the proper detail for maximum tailwater has been shown.
on sheet 5 along with the tailwater elevation.
D. Erosion and Sediment Control Plan(ESCP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP.
This plan is disapproved, and the reasons are provided in the comments below. The erosion
control plan content requirements can be found in County Code section 17-402.
• Correct the Name of the plan, remove the word "and". Plan should read Erosion and
Sediment Control Plan: Project Maintenance for Lochridge Lane
RESPONSE: The name has been corrected on all pertinent documents.
• Address access issues for residents.Add additional controls if needed.
RESPONSE: The residents are fully aware of the access issues during construction. There is an
older couple that will be put up in a hotel for the duration of construction. Many of the other
residents plan on leaving their vehicles on the Earlysville Road side of the Lochridge Lane. Fire&
Rescue (Shawn Maddox)came out to have a look and insisted that a staging vehicle on the
neighborhood side was not necessary. In case of a medical emergency,crews would be able to
perform an evacuation by foot.
• Laydown, Overburden, Material Storage, address need for overnight storage and any
controls needed.
RESPONSE: Laydown,overburden and material storage areas have been identified on the plan.
• Wash rack and waste water containment need to be addressed.
RESPONSE: Wash rack and waste containment has been addressed with this submittal.
• On page 2 of the Erosion Control Narrative, remove the reference to Harvest Moon and
Temporary Seed not needed
RESPONSE: The reference to Harvest Moon and temporary seeding has been removed from the
E&SC narrative.
• On page 2 of the Narrative add "if straw mulch is to be used, it must have a tackifier
applied to the surface as per VESCH"
RESPONSE: The narrative has been updated to include this note.
• Include a seasonal seed schedule on the plan
RESPONSE: A seasonal seed schedule has been added to sheet S.
