Dear Mr. Padalino:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Edwards designStudio, dated 25
March 2019, and offers the following comments:
1. The plans state throughout that Heathrow Glen Circle is based on a 20 mph design speed.
The minimum design speed is 25 mph. However, if the ADT is less than 400 the
horizontal curvature may be based on a 20 mph design speed with appropriate curve
advisory signs. All other design elements must be based on a 25 mph design speed.
2. The proposed pedestrian tunnel does not connect VDOT facilities, is not essential for
pedestrian access, and does not appear to meet minimum dimensions; therefore, it is not
eligible for VDOT maintenance. A maintenance agreement with the County of Albemarle
must be in place for this structure prior to road acceptance. Note that the structure must
still be approved by Culpeper District Structure & Bridge Section, as it supports
structures within proposed VDOT right-of-way. Note that a geotechnical report in
accordance with Chapter 3 of the Manual of Instructions is required for approval.
3. All utilities must be removed from within the footprint of culverts within public right-of-
way.
4. Marked crosswalks do not appear to be warranted in this development and should be
removed. The Department will not maintain unwarranted marked crosswalks.
5. Street trees cannot be within 30 feet of intersection curb radii.
6. As stated in previous reviews, the proposed parallel parking along the curve on Heathrow
Glen inhibits stopping sight distance and must be removed.
7. The last parallel parking spaces on either side of the loading area on Prestwick Glen
Drive must be tapered.
S. Provide intersection sight distance Iine and profiles, including all commercial entrances
(clubhouse, etc.).
9. Provide left and right turn lane warrant analyses for Dickerson Road.
10. Label all streets as public or private, as well as provide design speed (25) ADT on plans,
profiles, and typical sections.

11. The northern end of Prestwick Glen Drive requires an approved turnaround within
proposed public street right-of-way. Additionally, clearly show the proposed bounds of
public right-of-way, particular at the intersection of Hartsfield Court/Heathrow Glen
Circle.
12. Provide CG-12s at the proposed pedestrian crossing near the intersection of Dickerson
Road and Willow Glen Drive. Also, crossings should be angled perpendicular to the
crossing street, not 45 degrees as proposed.
13. The entire adjacent through lane throughout the width of the entrance must be included in
the area of mill & overlay on Dickerson Road. Include a callout on plans indicating this is
the area to be milled & overlayed in accordance with the WP-2 detail on sheet C205.
14. Please provide clarification on the grading around the proposed drainage and pedestrian
culverts on Shannon Glen Court. Additionally, the slopes should be revised so that
guardrail is not warranted.
