Subject: SDP 201900018 6181 Rockfish Gab Turnpike New Office Expansion — Major Site Plan Amendment
The County of Albemarle Planning Division will recommend approval of the plan referenced above once the
following comments have been satisfactorily addressed (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based on further review.):
[Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless
otherwise specified.]
1. Pay the required notices fee of $215.
2. [32.7.9.7] Provide the required screening to the adjacent Rural Area (RA) zoned parcels. Although there are
existing trees within the required 20' buffer to the RA zoned property these trees do not provide sufficient
screening to those adjoining properties. The addition of screening is required. This can be done by
vegetation, fences or walls as specified in the ordinance. Some use of fencing or walls, for at least a portion
of the screening, might be useful in order to avoid the need for a special exception (see comment below).
The proposed parking lot appears to be within 1' of the 20' buffer not leaving sufficient room for vegetative
screening in that area.
3. [21.7(c)] If any planting is, or will be, proposed within the 20' buffer to the RA zoned parcel a special
exception will be required. Address the following:
a) If the screening specified in the comment above (32.7.9.7) cannot be provided outside of the 20' buffer
to the RA zoned parcels, then a special exception to a allow supplemental planting in the buffer must be
requested and granted.
b) A tree, along the road frontage, is proposed within the buffer area. If that tree is proposed in the buffer
then a special exception to a allow supplemental planting in the buffer must be requested and granted.
4. [32.6.2(i)] Provide a dimension for the width of the drive aisle in the parking area.
5. [4.17 & 32.6.2(i)] Provide a photometric plan. Address the following:
a) See ARB comments in reference to lighting requirements.
b) All light fixtures must be shown on a photometric plan, even building mounted light fixtures.
c) Ensure the footcandle maximum is not exceeded at the property line along the public road and the
rural area zoned property lines.
d) Provide cut sheets and specifications for all light fixtures, that include pictures of the light fixtures.
Ensure they meet all requirements including full cut off.
e) If any ground mounted light fixtures are added to the site plan ensure that their locations are shown on
the landscape plan to avoid conflicts.

6. [32.5.1(c) & 32.5.2(a)] Address the following:
a) Label the rear setback line.
b) Specify in each label for a setback if it is a front, side or rear setback line.
c) Provide the Site Plan Amendment number SDP2019-18 in the zoning area of the data on the
coversheet.
d) Provide a north point on sheet C2.0
7. [32.5.2(b)] Provide the maximum square footage for the uses. The existing and the proposed individual
phases are specified but not the total square footage once all phases have been completed.
8. [32.5.2(e), 32.5.2(p) & 32.7.9] Address the ARB comment in reference to ensuring tree species under
power line. Both species specified along the street are specified at large shade trees.
9. [32.5.20)] Revise the plan to show the existing water lines and septic system including septic system lines.
• It appears there is an existing waterline within the road way, as shown by the water meter, but not
existing water lines are shown. Ensure the existing water lines are shown.
• None of the septic lines have been shown on the site plan. Ensure they are shown.
10. [32.5.2(k)] Revise the plan to show the proposed sanitary sewer and, water and drainage facilities and
easements. Address the following:
• Show the connection of the proposed waterlines to the existing waterline.
• Show the connection of the proposed septic lines to the existing septic system.
• Ensure all proposed waterlines shown.
• If a hydrant is required by fire rescue, then show the required easement around each hydrant.
• Any required proposed easements must be submitted to the County for review (along with any
deeds of easement), approved, and recorded prior to the approval of the major amendment to the
Site plan.
• There is a proposed off -site easement for storm drainage into TMP 55-110. Submit the easement
plat for this, and any other proposed required easements, for review.
• For water and sewer work directly with ACSA. All proposed drainage and stormwater management
easements will be reviewed by the County.
11. [32.5.2(I)] Provide the location of any existing or proposed utilities and utility easements including
telephone, cable, electric and gas. Address the following:
a) Indicate the deed book and page reference for all exiting utility easements located on the property.
b) Although there is an overhead electric line shown on the parcel no easement or dimensioned, and no
deed book or page number for the easement is shown. Provide all of this in the site plan.
12. [32.5.2(p) & 32.7.9.4(b)] Provide a detail of the tree protection fencing.
13. [32.5.2(p) & 32.7.9] Address the following in reference to the landscape plan:
a) See the comment above about a special exception being required for any proposed plantings in the
buffer area.
b) Either move the street tree proposed within the buffer or request and be granted a special exception to
plant within the buffer area. It is likely that this tree could just be moved west a sufficient distance to
avoid any disturbance to the buffer area.
c) Please provide the variety of the QP trees since the variety can greatly impact the canopy of that tree
species.
d) The CB tree is not a large shade tree, it is a medium shade tree. See the attached canopy calculation
reference document where this is specified. Revise the chart accordingly.
e) The CA tree is not a medium shade tree, it is an ornamental tree. See the attached canopy calculation
reference document where this is specified. Revise the chart accordingly and ensure that the correct
type of tree is provided within the parking lot area in order to meet the minimum number of trees
required.
f) The CC tree is not a medium shade tree, it is an ornamental tree. See the attached canopy calculation
reference document where this is specified. Revise the chart accordingly.
g) Get VDH approval prior to planting trees within the existing drainfield area.

h) Provide a calculation for the 5% minimum area of landscaping within the parking lot. Ensure that the
minimum planting area is provided.
i) Provide a calculation for the minimum number of trees that are required in the parking lot area. In a
comment above please see that the CA trees do not meet the tree type requirement for the minimum
parking lot trees.
j) Under "Landscape Ordinance Requirements", next to "Parking Screening", it states "None, Parking is
Behind Building". This is incorrect since parking must be screened also from the RA parcels. Revise
this and ensure the required screening is provided. See comments above on screening.
k) Revise the landscape schedule to show the canopy provided for each tree species, both individually and
when multiplied by the quantity. Also, include at the bottom of the chart the total canopy provided for all
proposed plantings. Please note, most shrubs do not provide canopy coverage. See the attached
canopy reference document for more information, and ensure you utilize the canopy specified based on
the caliper at time of planting. Since larger caliper trees are being provided to meet ARB requirements
they provide more canopy coverage than the smaller caliper trees.
1) Revise the canopy calculation for "provided" to include the proposed trees.
14. [32.5.2(r)] Revise the legend to include symbols and linetypes for water and septic lines
15. [Comment] See the attached comments from the other SRC reviewers.
Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is
kept up to date by the County Attorney's office. The Code may found on the County Attorney's website which
may be found under "Departments" at Albemarle.org.
In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a
revised final site plan to address all of the requirements within six (6) months after the date of this letter the
application shall be deemed to have been voluntarily withdrawn by the developer.

Dear Ms. Satemye:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Blazer & Associates, dated
March 25, 2019 and offers the following comment:
Land Use
1. Please demonstrate that the existing grate inlet structure and 18" RCP is adequate in the
post -development condition.
2. If the proposed grading within the right of way is essential to the water quality feature it
should be removed from the right of way. Please add a note stating that VDOT is not
responsible for maintaining the grading.
3. The total traffic turning left now equals I % and guidance from Traffic Engineering is that
the 5% chart is valid. Considering the high Ievels of advancing and opposing traffic
significant congestion delays and safety concerns are possible with even a small quantity
of left turns.
4. Note; please remove all grass and pavement from edge of pavement to roadway.
Please provide a copy of the revised plan along with a comment response Ietter. If further
information is desired, please contact Willis C. BedsauI at 434-422-9866. A VDOT Land Use
Permit will be required prior to any work within the right-of-way. The owner/developer must
contact the VDOT Charlottesville Residency Land Use Section at (434) 422-9399 for
information pertaining to this process

As requested, I've reviewed the Site Development Plan, dated 3/25/19, for the proposed expansion
referenced above, and offer the following comments:
• The original septic system construction permit indicates that the existing system was designed to
accommodate use by a total of 4 full time employees (8-hours/day) and 11 part time employees (2-
hours/day). Our office will need an assessment of the existing system, prepared by a professional
engineer, to determine the following:
A. Whether the system will be adequate to handle the proposed use.
B. Whether the system will require any modifications, expansions, new or additional
sewer line connections, etc. Any such changes will require a construction permit
from this office.
C. Whether the proposed "v-ditch" (see Grading Plan, C4.0) will have any adverse
effect on its functionality.
D. Whether the proposed grading changes will have any adverse effect on its
functionality.
• Site plan does not indicate location of existing sewer line.

FYI, here is the ARB's action on the 6181 Rockfish Gap Turnpike plan from yesterday's meeting:
Motion: Mr. Van Der Werf moved for approval of the Certificate of Appropriateness for ARB-2019-38: 6181
Rockfish Gap Office Expansion, Major Site Plan Amendment with the conditions listed in the staff report, as
follows.
1. Provide material/color samples for review.
2. Consider adding architectural features to the roof to vary the profile and mitigate large blank expanses of
roof cladding.
3. Include the standard window glass note on architectural elevations: Visible light transmittance (VLT) shall
not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%.
4. Provide evergreen shrubs to the northwest corner of the dumpster enclosure to further integrate it into the
site.
5. If ground -mounted mechanical equipment is proposed, show it on the site plan. If roof -mounted mechanical
equipment is proposed, provide a roof plan for review.
6. Ensure that all existing and proposed overhead and underground utilities and their easements are shown
consistently throughout the site plan set.
7. Provide shrubs, possibly supplemented with groundcover and/or grasses, along the full frontage of the EC,
including along the north side of the basin, to integrate Basin A into the development.
8. Provide a lighting plan that shows all proposed wall -mounted and ground lighting and includes photometric
values, a luminaire schedule, and manufacturer's cut sheets. Correlate the placement of and show the
proposed wall -mounted lights on the building elevations.
9. Provide the height of the overhead power line on the north property line. Ensure that the choice of trees
planted in the northeast property line will not conflict with the overhead line when grown to maturity.
10. Revise the plant schedule to show the planting height for the EC frontage street trees at 3.5" caliper.
11. Provide additional perimeter trees to the parking area, especially the northwest and northeast corners.
12. Provide shrubs or other plantings along the front of the building.
13. Consider substituting native species for the non-native species proposed. Substitute a native species for
the invasive Nandina domestica.
14. Ensure that no one tree or shrub species exceeds the 25% threshold for the total number of trees or shrubs
on the site.
15. Note that any trees that are damaged or killed by grading or construction activities or by other means must
be replaced.
