Dear Margaret:
Talbert & Bright is in receipt of the formal review comments from the January 22, 2019 ARB
meeting for the above referenced project at the Charlottesville-Albemarle Airport. Please find
below an itemized response to the comments received (comments in regular font and responses
in italic font):
1. Add the standard mechanical equipment note to the site and architectural plans:
"Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated."
The required note has been added to the Site Plan, the Architectural Renderings, and
both of the Architectural Exterior Elevations sheets.
2. Provide a photometric plan showing the light levels at the ground around the entrance
pavilion. Ensure that light levels do not exceed 20 fc.
A Photometric Plan has been added to the submittal package as Sheet 6. All photometric
data has been provided by Pace Collaborative. The parking lot photometrics are based
on the "Apron/Parking Expansion"project as designed by Delta Airport Consultants and
submitted under separate cover to the County.
3. Include a luminaire schedule in the plan. Indicate a consistent color temperature for the
fixtures.
A fixture schedule is now shown on Sheet 6 along with the fixture cut sheets.
4. Include the standard lighting note on the photometric plan: "Each outdoor luminaire
equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff
luminaire and shall be arranged or shielded to reflect light away from adjoining
residential districts and away from adjacent roads. The spillover of lighting from
luminaires onto public roads and property in residential or rural areas zoning districts
shall not exceed one half footcandle."
The required note has been added to Sheet 6.

5. Provide in the entrance pavilion site plan a landscape plan that includes trees and shrubs
in the new planting island located east of the pavilion.
Landscaping is now shown in the new planting island. Landscaping is based on the plan
prepared by Anhold Associates for the "Apron/Parking Expansion"project as designed
by Delta Airport consultants and submitted under separate cover to the County. Material
type, quantity, and installation methods are the same as proposed on the plan prepared
by Anhold Associates.
Other changes to note since the initial November 2018 project submittal:
• Sheet 1 (cover) — added the ARB project number, updated sheet index to include the
Photometric Plan and the Architectural Exterior Elevations pages.
• Sheet 2 (general layout) — added the limits of the on-going Delta Airport Consultants
design project "Apron/Parking Expansion" for consistency between the two project
designs. This includes both the proposed aircraft parking apron limits and the proposed
economy parking lot limits.
• Sheet 3 (demolition) — revised the demolition limits slightly to account for the further
design progression associated with the drainage design.
• Sheet 4 (site) — added landscaping information, revised pavement limits based on
drainage design progression, referenced photometric plan.
• Sheet 5 (grading) — revised drainage information based on drainage design progression
since November 2018.

I received a copy of the letter from the airport identifying the Entry Pavilion project will go before the ARB on January 7,
2019. I've had a potential conflict arise with a training course, would it be possible to defer this project to the January
22, 2019 ARB meeting? I have coordinated with the Airport and the Architect and both can attend on the 22nd if that is
acceptable to you.

A. Written description of the proposal
• Provide a description of the revised/amended proposal. Identify all proposed changes from the
previously approved submittal.
m Provide a revised materials list if any of the building materials or material color(s) have changed.
•B. Site plan showing the following (drawn to the scale of 1"=20', clearly legible and folded):
• Show all proposed changes to the previously approved plan including site layout, landscaping,
lighting, and all site features, with changed features clouded and clearly identified on the plan.
Ri Sheet number, total number of sheets, date of the drawing, date and description of the latest revision, and
contact information for the firm preparing the drawings in the title block on all drawings.
• Provide the original plan and existing conditions.
C. Appearance of the building(s) (architectural elevations,color perspective sketches,site sections):
• Dimensioned architectural elevations of the proposed building(s) showing all changes to the
previously approved building(s) design. Elevations must be drawn to a minimum scale of
1/16"=1'-0". A larger scale may be required. Include a building materials schedule and key on the
elevation drawings.
One set of all building materials/colors if changed from the previously approved submittal.

D. Additional.material
The applicant is welcome to submit any additional material that will make the revision to a certificate
of appropriateness/amendment to a site development plan review more productive. Drawings or
other submittal items that clarify topography, visibility, utilities, landscaping, or other unique or
unusual conditions are welcome.

a revision to a certificate of appropriateness /amendment to,a site development plan review by the
ARB. Additional submittal materials may be required, depending on the proposal.
• Only complete application packages will be scheduled for ARB review. The application package is not
complete without this checklist, completed, signed, and included with the required submittal materials
indicated on the checklist.
