Zoning Ordinance Requirement Pursuant to Section 30.5.2.2, SA-highway overlay districts are established along scenic highway corridors in Albemarle County for a distance of one hundred fifty (150) feet on each side of the right-of-way. Market Street Charlottesville, VA 22901 Re: "Ednam" Zoning variance for Public Water Pumphouse Dear Mr. Evans: The subject request for a variance to locate a pumphouse within the 150 foot scenic highway setback is in effect a request that is made for the Albe- marle County Service Authority on behalf of the community at large to provide for an accessible and serviceable public facility. As the result of an agreement to which the Albemarle Service Authority is a party, the development of "Ednam" involves the extension of a 10" water line from the eastern boundary of "Ednam" to an existing below grade pumphouse adjacent to U.S. 250 near the western boundary of the Ednam Forest/Boar's Head property. At the request of the Albemarle County Service Authority, in the process of obtaining an approved site plan from the County of Albemarle, a partially above grade pump- house is planned to provide better service access. "Ednam" per se is not required to construct an above grade pumphouse, but rather is responding to a public request to do so. At this date, as water line installation is commencing, there is a discussion as to whether the relocation of the pumphouse is advantageous to the public water system. However, in the event that the decision remains to relocate the pumphouse, the variance is needed now. It had until recently been presumed that a public facility approved in a site plan review needed no variance. The variance should be granted subject to the need to install the pumphouse.
