Thank you for the phone call last week. In response to the first submission of the site plan, a comment was received
from County Planning staff:
"32.5.2a—The private road design as proposed on this site plan does not meet the intention of proffer#1 for
interconnectivity that was approved through ZMA201300002. Parking stalls which back into the travel lanes of the
private road are not permitted. Please consult the County Engineer for further questions regarding the permitted design
of the private road"
After coordinating with the County planning and engineering staff we have revised the site plan layout to address this
comment and meet the intention of the proffer#1 for interconnectivity. The private road is now separated from the
parking area and is located behind the Lidl building. This configuration has required a number of changes:
1. The total amount of parking for the site has been reduced from near 180 to near 160
2. The building location has shifted to the west to accommodate a 24'wide roadway behind the building.
3. The roadway will include sidewalk on one side and planting strips on both sides.
4. A small grass island that was previously located between the parking stalls at the front of the store (west of the
building) has been relocated behind the building to allow plantings that can screen the backside of the building.
5. Building floor elevations and grading throughout the site will be similar to the original grading plan (FFE around
400).
6. The private road (from Route 20 into the site) has been modified to meet County standard road design
requirements. The stormwater management system will likely be moved interior to the site to accommodate
the new layout.
7. The tiered walls along the western property line have been modified to accommodate the new layout. These
walls will follow the requirement for 6' max height between 3'face to face wall sections. Guardrail and
handrail/fence will be proposed at the end of the adjacent parking stalls
8. The wall along the eastern property line will need to be discussed. A localized high point in the terrain creates a
grade difference of 20'. The current configuration anticipates a planting strip in front of a single wall with
grading that reduced the total Wall height. The County has noted that there are plans to redevelop the adjacent
parcel,which may prevent the need for a wall in the future.
I've attached the current site layout that was discussed with County planning and engineering on June 8th. The County
planning and engineering staff agrees that the new layout is in conformance with the intention of the proffer(they
commented that we should provide a sidewalk on one side of the road and plantings on both sides). Additionally, I've
attached a comparison exhibit that depicts the previous layout and the current layout together.
