Dear Mr. Reitelbach:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section and the Culpeper District Traffic Engineering Section, have reviewed the above
referenced plan (including TIA prepared by EPR, PC) as submitted by Shimp Engineering, dated
18 March 2019, and offers the following comments:
1. Table 4 of the TIA shows that at Intersection 3 the SBT/SBL has less delay and shorter
queue than the SBR movement. This appears to be incorrect. This error appears to be
extended on to the other tables. Please revise. Other comments may change as a result of
this revision.
2. The Old Lynchburg/5th Street intersection currently has an established crash history that
suggests a need for improved operations. In part the crashes can be attributable to a lack
of ability of drivers to find acceptable gaps in traffic (as stated in the study) and limited
median width therefore limiting the ability of drivers to perform a "two stage left"
(pulling out to the median before yielding again). It is for this reason that the Department
does not recommend a full access entrance at Wahoo Way. Left -out traffic at this location
will find fewer gaps and similar median conditions to the same movement from Old
Lynchburg Rd and therefore the safety concerns will be similar.
3. If left -out traffic is not permitted at Wahoo Way it appears that the proposed development
will add approximately 55 A.M. peak hour left turns from Old Lynchburg Road to 5th
St., or roughly a 17% increase versus the no -build condition (taking in to account the
approved by -right development).
4. The roundabout analysis appears to be accurate and should also be examined without the
full access entrance at Wahoo Way. The roundabout would represent a safe and efficient
way for eastbound traffic to U-turn.
5. VDOT also recommends that this area be evaluated for RCUT intersections. This design
may function similarly to the roundabout with potentially much less construction costs.
Additionally, RCUT designs will function well in series so such a design could be
considered for Wahoo Way, Old Lynchburg and other intersections as development
continues.
