Construct a new LongHorn Steakhouse 5465 SF +/- freestanding restaurant on a paved parking
area at Fashion Square Mall. The out lot area is 2.06 acres and fronts on Rt. 29 next to Wells Fargo.
The project will include new infrastructure within the leased development area for the restaurant

A. Written description of the proposal
Provide a general description of all proposed work.
Explain how the proposal is compatible with the surrounding area and the Entrance Corridor.
B. Site plan showing the following (drawn to the scale of 1 "=20', clearly legible and folded):
Location(s) of proposed building(s) on the site.
Schematic layout of parking, travelways, and other improvements.
Location of existing and proposed tree lines. Individually identify trees of a 6-inch caliper or greater.
Existing and proposed topography drawn with contour intervals of 2-feet, and with sufficient off -site
topography to describe prominent and pertinent off -site features and physical characteristics, but in
no case less than 50-feet outside of the site.
Location and size of existing and proposed utilities and easements. Identify type of utility and extent
of easement.
Conceptual stormwater management plan.
Conceptual landscaping that meets or exceeds the requirements outlined in the ARB guidelines.
Sheet number, total number of sheets, date of the drawing, date and description of the latest revision, and
contact information for the firm preparing the drawings in the title block on all drawings.

C. Appearance of the proposed building(s)
Show a representation of the appearance of the proposed building(s). This must include architectural
elevations drawn to the scale of at least 1/16"=1'-0". This may also include perspective sketches, or
photos of the proposed building(s). These documents should provide a basic understanding of:

Architectural Review Board — Preliminary Submission Narrative

The subject of this Architectural Review Board Preliminary/Initial Application is currently
an outparcel with paved parking and almost no landscaping at Fashion Square Mall. Framed by
Wells Fargo Bank, Seminole Trail/Route 29, an entrance drive into Fashion Square Mall and the
Mall, the property is zoned Planned Development -Shopping Center Entrance Corridor Overlay.
A site plan approved as SDP197900007 has gone through several changes over the years with
this particular area remaining as parking distant from the mall's main building.
The project proposes to redevelop a portion of Parcel 132 introducing a new LongHorn
Steakhouse 5,465 square foot freestanding single story full -service casual dining restaurant.
The restaurant will serve lunch and dinner seven days each week. A team of designers
associated with Darden Restaurants employs extensive customer, industry and construction
research to create the most desirable, efficient and value added design for the popular concept.
The project will increase green space as it adds a multi -use pathway and new landscaping. The
project proposal is similar to what was permitted for the Red Lobster on parcel 133 with
administrative (Section 8.5.5.3 prior to 2012) and other required approvals.
Redevelopment of the Urban Mixed -Use Area from paved parking into the restaurant site
will not change the character of the area or be a detriment to adjacent lots since the area is
totally commercial with no adjacent residences. The restaurant use is allowed in the PD-SC /EC
zoning district and the use will be in harmony with the mall as well as other nearby businesses.
Transportation will be minimally influenced since only existing entrances and exits for the
mall will serve the restaurant location. These existing access points are in multiple locations on
Seminole Trail and Rio Road. Initial research reference utilities to serve the restaurant has
proven sufficiency. The new structure will include quality materials plus have a full sprinkler
system and modern alarm system for fire and emergency protection.
Although the current use of the proposed site is paved parking, the mall parking will
continue to be compliant. A Special Exception application is being filed to allow the transition
from parking to the restaurant use. Additionally, the 2.06 acre redevelopment area will meet the
county's minimum parking regulation plus introduce new landscaping and improved lighting.
A modification or waiver request (4.12.2.c.) is being made to allow parking in the
redevelopment area that exceeds the maximum parking allowed — 20% over the minimum
required (4.12.4 Parking Areas). The minimum required (4.12.6 - 13/1000) for the 5,465 SF
restaurant is 71 + 20% = 85 parking spaces. Allow up to 184 total parking spaces.

Operational history for the LongHorn Steakhouse proves only 85 available parking
spaces are insufficient. To access additional parking spaces guests of the restaurant would
need to cross the mall ring road.
4.12.2 Parking, Stacking and Loading
"c. Modification or waiver. The limitation on the maximum number of parking spaces required by
subsection 4.12.4(a) and the design requirements in sections 4.12.15, 4.12.16, 4.12.17, 4.12.18
and 4.12.19 may be modified or waived, and in any commercial or industrial zoning district the
minimum number of parking spaces required by section 4.12.6 may be modified, in an individual
case if the zoning administrator finds that the public health, safety or welfare would be equally or
better served by the modification or waiver and that the modification or waiver would not
otherwise be contrary to the purpose and intent of this chapter.
2. In granting a modification or waiver, the zoning administrator may impose such conditions as
deemed necessary to protect the public health, safety or welfare. In granting a request to modify
the minimum number of parking spaces required by section 4.12.6, the zoning administrator
may also require that the developer reserve an area on the lot equal to the reduced number of
parking spaces for a specified period, and under conditions, imposed by the zoning
administrator."
