Proposed Variance
The applicant requests relief from the following sections of the Albemarle County
Zoning Ordinance:
The applicant requests relief from Section 27.3 of the Albemarle County Zoning
Ordinance to allow a LI (Light Industry) Zone to have 1.8 acres; a variance of '.
3.2 acres.
The applicant requests relief from Section 26.9 to allow a minimum landscaped area
to be 10 percent of total land area; a variance of 20 percent.
The applicant requests relief from Section 26.10.1 to allow an existing building
to be within 30 feet of a Highway Department right-of-way; a variance of 20 feet.
The applicant requests relief from Section 26.10.2 to allow an existing building
to be within three (3) feet of an adjoining property zoned RA; a variance of
forty-seven (47) feet.
The applicant requests relief from Section 26.13 to allow an existing building
to be within six (6) feet of a property line to remain as is, and not to be made
to have a three (3) hour fire separation along the exterior wall adjoining the
near property line in accordance with Table 502 Fire Grading of Use Groups of
the BOCA Uniform Statewide Building Code.
Zoning Ordinance Requirements
Pursuant to Section 27.3, the minimum area required for establishment of an LI
district shall be five (5) acres.
Pursuant to Section 26.9, minimum landscaped area on any individual lot shall not
be less than 0.20 times the area of the lot. Such landscaped area shall be used
to enhance the appearance of the lot.
Pursuant to Section 26.10.1, Adjacent to public streets: no portion of any structure,
except signs advertising sale or rental of the property, shall be erected closer than
50 feet to any public street right-of-way.

Pursuant to Section 26.10.2, adjacent to residential districts: no portion of any
structure, except signs advertising sale or rental of the property, shall be located
closer than fifty (50) feet to any agricultural or residential district and no off-
street parking space shall be closer than thirty (30) feet to any agricultural or
residential district.
Pursuant to Section 26.13, whether or not located on the same parcel, main structures
shall be constructed and separated in accordance with Table 502 Fire Grading of Use
Groups of the BOCA Uniform Statewide Building Code.

4. The • property currently has approximately 300 gallons of
water storage on premises and one operating well, and applicant
proffers that it will not increase the number of operating wells
nor - water .storage capacity beyond that currently on the property.•
5. Applicant proffers deletion of the following "by rignt"
uses set forth in Albemarle County Zonng Ordinance Section
27.2.1 : delete numbers 4, • 5 , and 10. In addition, applicant
proffers that the uses by right delineated by the Albemarle .
County Fire Marshal as creating a potential problem because of
fire danger, cannot be utilized without the written approval of
the appropriate Albemarle County Fire Marshall and/or Fire •
Official (marked on . the attached copy of the permitted uses for
the light industrial district with the language "need FOA"
meaning Fire Official Approval) .
6. The applicant proffers that it will permit the use of
the northern-most entrance of its access road onto U.S.. Route 29
South for exiting traffic only.
7. The applicant proffers reasonable vegetative screening
to the satisfaction of the County Planning Department.

Dear Ladies and Gentlemen:
This letter is to notify you, as adjoining property owners, that Gleco Mills, Inc. ,
property described as Tax Map 88, Parcel 26A, Zoned RA (LI proposed) , has made
application for VA-83-72, requesting relief from the following sections of the
Albemarle County Zoning Ordinance as follows:
The applicant requests relief from Section 27.3 of the Albemarle County Zoning
Ordinance to allow a LI (Light Industry) Zone to have 1.8 acres; a variance of
3.2 acres.
The applicant requests relief from Section 26.9 to allow a minimum landscaped area
to be 10 percent of total land area; a variance of 20 percent.
The applicant requests relief from Section 26.10.1 to allow an existing building
to be within 30 feet of a Highway Department right-of-way; a variance of 20 feet.
The applicant requests relief from Section 26.10.2 to allow an existing building
to be within three (3) feet of an adjoining property zoned RA; a variance of forty-
seven (47) feet.
The applicant requests relief from Section 26.13 to allow an existing building to be
within six (6) feet of a property line to remain as is, and not to be made to have a
three (3) hour fire separation along the exterior wall adjoining the near property
line in accordance with Table 502 Fire Grading of Use Groups of the BOCA Uniform
Statewide Building Code.

Dear Mr. Vaughn;
I recently received notice that the property owners of
Gleco Mills had made application for relief from 5 sections of
the Albemarle County Zoning Ordinance. I would like to express an
extreme note of concern:
1 . I believe that the zoning ordinance was created for a purpose .
However, I understand that such guidelines do not always fit
all circumstances . Therefore, it is sometimes necessary to
grant an exception or relief from a particular section of the
ordinance.
To grant relief from (5 ) sections of the ordinance appears
to indicate that the Zoning Ordinance should be held to be
the exception rather than the rule.
2 . I also believe that any relief should not be considered un-
til both the county and the surrounding landowners are complete-
ly clear as to the intentions of the applicant. From my
investigations of the matter, I found that nobody from the
county office was terribly sure as to what was intended. I was
referred to a Mr. McVay (realtor) for further information.
After conversation with Mr. McVay, I was left to understand
that he was either not willing to discuss that matter further
or that he too was not too clear as to what was being planned.
Such an approach by the County much less the individuals con-
cerned can hardly be seen as in the best interest of the
citizens of the County and its well planned development.
3 . Finally, should any relief be granted from the Zoning Ordi-
nance, I firmly believe that in the best interest of the
residents of the area that such relief be only granted to
that individual(s) for a specified use . No relief should
be granted to allow Light Industry of all types .

Dear Mr. Tucker:
As attorney for Gleco Mills, Inc. , I hereby proffer the
following conditions to be incorporated into Gleco Mills'.
application for rezoning, ZMA-83-15 to light industrial use:
1 . The property is currently served b - a 440 volt
Grans:.lis.sicn line, and the applicant proffers that it will not •

increase the size of the transmission lines serving' the .property
beyond this amount.
2. The applicant proffers that it will provide a 750
gallon storage tank and 600 feet of drainfield to health
department standards sufficient to meet the needs of those
employees actually using the premises and it further proffers .
that there will be no more than 20 employees using the premises.
2a. Applicant proffers that it will be subject to annual
Charloctesville-Albemarle Health Department review - of the sewage
disposal system and will make all improvements to system as
required by said health department and will provide Zoning
Department with annual report by Charlottesville-Albemarle Health
Department and it further proffers that no uses by right or by
special permit in the light industrial zone can be utilized
without the specific written approval of the Charlottesville-
Albemarle Health Department.
3. The applicant proffers that it will not expand the
existing buildings on the property but reserves, for itself th '
right to erect a garage/shed for vehicular storage.

4. The ' property currently has approximately 300 gallons of
water storage on premises and one operating well, and applicant
proffers that it will not increase the number of operating wells
nor water storage capacity beyond that currently on the property. .
5. - Applicant proffers deleti,on of the following "by right"
uses set forth in Albemarle County Zonng Ordinance Section •
27.2.1 : delete numbers 4, • 5 , and 10. In addition, applicant
• proffers that the uses by right delineated by the Albemarle .
County Fire Marshal as creating a potential problem because of
fire danger, cannot be utilized without the written approval of
the appropriate Albemarle County Fire Marshall and/or Fire
Official (marked on the attached copy of the permitted uses for _
the light industrial district with the language "need FOA" •
meaning Fire Official Approval).
6. The applicant proffers that it will permit the use of
the northern-most entrance of its access road onto U.S., Route 29
South for exiting traffic only.
7. The applicant proffers reasonable vegetative screening
to the satisfaction of the County Planning Department.
