ARB 2016-31 &32: Frontline and Tucker Griffin Barnes Signs/Comprehensive Sign Plan for West Park Plaza Rio West 301-343-Review of a Comprehensive Sign Plan and Certificate of Appropriateness for two Signs (TM/Parcel TMP 061X1-00-00-00200) Proposal: To establish a comprehensive sign plan for wall signs on an existing building and to gain approval for two proposed wall signs for building tenants. Motion to Approve Consent Agenda: Motion:Mr.Wardell moved to approve the consent agenda for ARB-2016-31 and ARB-2016-32 including: • approval of the Comprehensive Sign Plan for West Park Plaza Rio West 301-343 with the modifications listed in the staff report, • and Certificates of Appropriateness for the Frontline and Tucker Griffin Barnes signs as proposed. ARB-2016-39:Better Living Initial Plan-Initial Site Development Plan—(TM/Parcels 045000000112B0 &045000000112A0) Proposal:To construct a building for building supply sales, furniture sales and office uses as well as two smaller buildings for storage and an outdoor paved loading and storage area. Outdoor storage,display and/or sales areas require a special use permit if visible from the EC. North of Schewels(2030 Seminole Trail)and south of Better Living Furniture(2060 Seminole Trail) and Better Living Home Center(2070 Seminole Trail). Justin Shimp,representative for the applicant,requested deferral. Motion: Mr.Lebo made a motion for the ARB to accept the applicant's request for deferral. Mr.Binsted seconded the motion. The motion carried by a vote of 4:0. b. ARB-2016-43: Out of Bounds Affordable Units-Amendment to an Approved Certificate of Appropriateness(TM/Parcel 06000000006500) Proposal: To revise the approved architectural design of the affordable residential units in the Out of Bounds development. Location: At the west corner of the intersection of Barracks and Georgetown Roads Motion:Mr.Lebo moved for approval of the Amendment to an Approved Certificate of Appropriateness for ARB-2016-43: Out of Bounds Affordable Units pending staff administrative approval of the conditions listed in the staff report,amended as follows: I. Consider revising the Blue Point juniper to a taller growing tree for added screening. 2. Revise the side elevation to achieve greater coordination with the front elevation and a higher level of detail. On the side elevation, stack the middle windows vertically. 3. Add the standard window glass note to the drawings: "Window glass in the Entrance Corridors should meet the following criteria:Visible light transmittance(VLT) shall not drop below 40%.Visible light reflectance(VLR) shall not exceed 30%." 4. Add the standard mechanical equipment note to the drawings: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 5. Provide cut sheets for the proposed wall fixtures. Indicate all options chosen. Mr.Binsted seconded the motion. The motion carried by a vote of 3:1.(Wardell no) c. ARB-2016-47: Avon Park 2-Zoning Map Amendment(TM/Parcel 09000000003100)— Proposal: To amend the proffers and application plan for ZMA-2012-24. The proposed development includes 30 residential units on 5.26 acres. Location: 1960 and 1968 Avon Street Extended,approximately 1,000' north of the intersection of Avon Street Extended and Route 20, south of Avon Court Regarding the Zoning Map Amendment: Motion: Mr. Lebo made a motion that the ARB forward the following recommendation to the Planning Commission regarding ARB-2016-47: Avon Park 2—Zoning Map Amendment. ALBEMARLE COUNTY ARCHITECTURAL REVIEW BOARD-PAGE 3 May 16,2016 FINAL ACTION MEMO To offset the impacts of the proposed development,the quantity and general distribution of plants shown on the application plan should be considered a minimum requirement of the rezoning. Mr.Binsted seconded the motion. The motion carried by a vote of 4:0. Regarding the site plan and architectural design: The ARB offers the following comments for future site plan submittals: 1. Note that the details of the landscape plan will undergo thorough ARB review with the site plan submittal.No reduction in the amount of planting shown on the application plan will be considered appropriate,but alternate layout, groupings, spacing, locations and plant material may be required by the ARB. 2. Provide on the site plan for review details on the appearance of the chained access point at the maintenance path. 3. Note that interior and perimeter trees are required for the parking lot proposed for the attached units. 4. With the site plan submittal, include the standard mechanical equipment and plant health notes. d. ARB-2016-48: Staybridge Suites at Hollymead Town Center-Conceptual/Advisory Review of a site plan and architectural design (TM/Parcel 032000000041 Q0) Proposal: To construct a 5-story, 84,313 sf hotel with associated site improvements. Location: At the northeast corner of the intersection of Timberwood Blvd. and Meeting Street Mr.Lebo left the meeting at 2:30 p.m. Regarding the Conceptual Site Plan and Architectural Design: The ARB offers the following comments on the concept plan for the applicant's next submittal: 1. Provide material samples/colors for review. 2. Provide additional information (photos of existing examples, etc.)to show how the standing seam metal will have an appropriate appearance. 3. Coordinate the plans and elevations regarding the location of building bays and their projections. 4. Reconsider the distribution of materials and colors to establish a more cohesive whole for the building itself and for the overall development. Eliminate colors that will make the building stand out in the landscape. Organize the building with the darker colors lower on the building and lighter colors above. 5. Provide for review perspective views showing the hotel and retaining walls as viewed from the EC (corresponding to photos 1,2 and 3 in the applicant's submittal). 6. Consider adding architectural detail at the end bays. 7. Add the standard window glass note to the drawings: Window glass in the Entrance Corridors should meet the following cnteria: Visible light transmittance (VLT) shall not drop below 40%. Visible light reflectance (VLR)shall not exceed 30%. 8. Specify on the elevation drawings the color proposed for the HVAC units below the windows. 9. Show the location of all mechanical equipment,including equipment associated with elevators,on the plans. Show how visibility of the equipment will be eliminated from the EC. 10. Add the standard mechanical equipment note to the plan. "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." Clarify on the plan that there is no illumination associated with the top cornice of the entrance bay. Limit illumination levels under the porte cochere and related elements to 20 fc maximum. Include all building mounted lights in the lighting plan. 12. Provide a complete landscape plan for review. Provide sufficient planting area at the top of the retaining walls for large shade trees, between the retaining walls for planting to mitigate the impacts of the tall walls, and at the interior of the parking lot for even distribution of trees. 13. Limit retaining wall height to 6'.Provide details on the retaining walls regarding wall type,manufacturer and material. Clearly show that the proposed wall type will allow for significant planting at the top of the walls and between the walls, and increase the planting area at the top and terrace accordingly. 14. Revise the plan as necessary to meet the requirements of the Code of Development. A pre-application meeting is recommended. 15. Differentiate the bays of the building more clearly through the use of parapet height. OTHER BUSINESS a. Stonefield Buildings G3 and G4: Unapproved storefront installed Staff provided information on the unapproved storefronts installed at Stonefield Buildings G3 and G4 and the ARB provided the following direction: Approve the building permit amendments and notify the Qdoba and Mission BBQ applicants that if the storefront change affects their proposed designs,revisions should be submitted to staff for review. Next ARB Meeting:June 6, 2016 Mr.Missel indicated he would not be able to attend the July 18 meeting.
