One Comprehensive Sign Plan, because it is for the whole building, will cover both of the sign submittals you already made. I will call you tomorrow afternoon to discuss your other questions. I think they might be handled better over the phone. However, if you look at page two of the example I previously sent (I'll reattach it to this email) you will see a previously approved graphic for a different building in Albemarle County. In that example graphic they have dashed lines showing every possible place they might want to have a sign in the future and they include the dimensions of those areas. Please note that they even showed the area that had an existing sign because this would apply to changes to existing signs in the future as well. We need to have a graphic like that one. I thought you might be able to take the graphic you already had and just expand upon it to show all possible sign areas in the future with dashed lines and dimensions. If you don't show every possible sign area for the Comprehensive Sign Plan now then the owner will have to go through this process again if/when he ever wants to add a sign in a different bay of the building in the future. But lets talks about it in detail tomorrow. Please make sure to reference the two ARB numbers (ARB201600031 & 32) and put it to the attention of "Department of Community Development". If it is not to Community Development it could take a long time to be processed properly. Also, Just a reminder that the building owners approval will need to be submitted to us before this can be brought before the Architectural Review Board. Has the owner seen this yet? If you have not done so, don't send it to them quite yet. We will need some tweaks to the Comprehensive Sign Plan (CSP) submission before you send it to the owner for their approval. I will call you later today or tomorrow with details and to let you know if we can handle those changes here or not. For the graphic it was supposed to be modified to show all possible areas where signs could go in the future and dimension those areas. Otherwise they won't have the right to add sign in any other areas of the building in the future. Even the central area with the existing sign should be show as a sign area so that they can change it later if they want. The point of the CSP submission is to make it easier for them to add or change signs on their building in the future without extra steps. So it should show all the areas on the building they might want signs in the future. I've inclu'd two example charts and one example graphic (PDFs)for the Comprehensive Sign Plan submission. As you will see the graphic is very similar to what was already submitted. The main difference is that you are showing where signs are allowed to be placed in the futures. I've also, as discussed, included a Word Document which is the template to use to produce your CSP chart. I've also included the first page of the Sign Application with a Check Mark in the spot for the Comprehensive Sign Plan (CSP) Review. This shows the $129 fee that I mentioned that allows us to process the CSP submission. Margaret Maliszewiski stated that we only need to have one CSP application and fee since this single CSP will be the criteria for which both of your two sign submissions will be evaluated. For your reference, ARB Sign Guidelines Section 10 is where you will find the information on the Multi-Business Center signs. The goal for setting up CSPs, as you and I discussed, is to allow County staff in the future to be able to approve signs for the same building when they follow the CSP criteria without having to bring it to the ARB. One important part of your application is to have the approval in writing of the owner of the building stating that that agree to the criteria specified and shown in your CSP proposal. I have reviewed the emails between you and Adria and am having a problem understanding the reason for the delay. 11 Am. NN This particular development has been in existence longer than Albemarle County'srARB and the particular building on which these signs are planned to be installed, has never before had tenants signs on the outside of the building. There is,therefore, no established "comprehensive sign criteria"for this particular building. I would strongly suggest that ARB treats this particular application the same way as it has historically treated every other building in ARB territory where, for the first time,the building owner decides he would like to display signs on the exterior of the building. Customarily, in these situation, a sign permit application or applications is/are submitted for approval. If the ARB has no objection to the sign(s)on aesthetic grounds,the permit application(s) are approved and they establish the design criteria for the development thereafter. This process seems to have worked reasonably well in other Albemarle County developments. Is there any reason why it shouldn't be equally appropriate in Rio West? You checked the type of review that"...does meet the conditions of a Comprehensive Sign Review...". That type of review has a "waived fee". However, no "Comprehensive Sign Plan" exists for this building. A"Comprehensive Sign Plan" is the "criteria"that you and I discussed yesterday that need to be created before we can move forward. At this time we are waiting to see what information you can get us from the owner(as we discussed yesterday) on standards he has for signs on this specific building. If we can use that information to piece together a "comprehensive sign plan" that he will agree to then the additional fee for review may not be an issues. However I just wanted to let you know that the other type of ARB Review has a $129 and there is some chance that fee will need to be paid.
