RE: Scottsville Elementary School Security Addition
Ms.Maliszewski:
Attached please find revised drawings for the Scottsville Elementary School Security Addition project,
for your review. As I outlined to you by email,the following items represent the major changes to the
exterior of the proposed work:
1) The new classroom has been eliminated from the scope,significantly reducing the footprint of
new construction.
2) All proposed roof-level HVAC equipment has been completely eliminated. The new system is
to be a VRF,with the condenser completely hidden at grade level behind a new brick site wall
around the Loading Dock area.This site wall will match existing brick in every respect.
As a further comment,please note the addition of SHEET A-9.2-ADD ALTERNATES,which was not
included in the original Bid Documents. This additive work will posted in an upcoming Addendum. As
previous,the intent is to replace the existing skylight with a new unit that approximates existing in
appearance as closely as possible.

1. The landscape plan was not included in the plan set I received.Jonathan has emailed me the correct plan set, so
I can review that now.
2. Regarding the visibility of equipment note, I was making a distinction between the site plan drawings and the
architectural drawings. I need the note on both sets of drawings. I saw that it was on the site plan drawings. I
need to see it on the architectural drawings.
3. I don't have a roof plan, but a roof plan would be helpful in explaining the proposed rooftop equipment and
screening.
4. Please do submit the revised elevation sheet with the updates for equipment and screening.
5. The screening explanation can be supplied in the cover memo that accompanies the resubmittal.

Hi Margaret,
Are you saying these notes did not make it onto the drawings that were resubmitted to the County? Because the most
current civil drawings that I have,that went out as the Bid Set, are marked as you required below,which makes me
wonder if the wrong drawings were plotted for the re-submission. Attached are the drawings I have as the current ones,
with the notes you reference highlighted, and the correct number of maple trees called out.Are these not the drawings
you have?
The screen for the RTU is noted on the roof plan, however, I agree that I do not see where we put the language you
required on the Architectural Drawings.We can revise our elevation sheet,show the RTU and screen, and put the
statement you require on the drawings.As far as the explanation you require below, highlighted, is that information also
to be supplied on the drawings?Or is that to be sent to you in letter or email form?

1. Add the following note to the architectural drawings: "Visibility of all new mechanical equipment from the
Entrance Corridor shall be eliminated." Indicate on the drawings the location of new equipment and the
method by which visibility will be eliminated. Note that the preference is for the building itself to
accomplish the screening. If a rooftop screen is proposed, clarify why this is the only viable option and
show that the screen is fully coordinated with the architecture.
v2. Please add the following note to the landscape plan: "All site plantings of trees and shrubs shall be allowed
t to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall
L., be pruned minimally and only to support the overall health of the plant." The applicant has indicated that
this item was addressed, but the landscape plan was not included in the 4/3/2017 revision.
ffA note on the landscape plan near a maple tree symbol indicates "5" maples; however, 6 are listed in the
schedule and shown on the plan. Please correct/coordinate.

Actually,the application for a sign permit is a combined application that covers zoning, building and ARB reviews, so you
don't need to submit a separate ARB application for that.

Hi Margaret,
With respect to the comment about signage,just confirming, if we want to mount letters on the building,that has to
have a separate Certificate of Appropriateness? Sorry to be dense, but your letter had separate permit, and I have
worked in many jurisdictions where signage requires separate permits but are not affected by ARB conditions. I am now
rereading after talking to the Owner, and am realizing this means separate Certificate of Appropriateness..?
Which is not a problem,the answer is still the same, I am just confirming we need to get the ball rolling on submitting an
application for a CoA to mount those letters on the building.Thanks,

This looks good,and Us 2 through 4 are easy enough to address.
Questions about#1:
a) Is this referring also to EXISTING mechanical equipment on the roof? No,just new equipment.That would be
outside of the scope of our project to try to eliminate view of existing roof top equipment.
b) Does providing roof top screens qualify as"eliminating the visibility"of mechanical equipment?We have one
new roof top unit as part of this project,and can provide an rtu screen if that meets the requirement.Adding a
screen is typically a last choice.The preference is for the building itself to accomplish the screening. But, in this
case,given the distance from the road, the equipment screen may be acceptable.The screen should look as
coordinated with the rest of the addition as possible.

Dear Ms. Baldwin:
We have reviewed all of your comments from March 23, 20l 7 and made the necessary
revisions. Please find our responses to the comments below in bold lettering.
CDD Engineering- David James:
I. An approved VSMP plan's required before FSP approval.
Acknowledged.
2. Remove E&SC and SWM plan from site plan (sheets C3.0, C3.I, C3.2, C6.0)
E&SC and SWM plan sheets have been removed from the set.
3. Callout MH-I at connection, and provide a detail.
A cleanout has been added at the connection between the existing 12 'steel pipe and
proposed HDPE. See sheet C5.0.
4. Sidewalks abutting parking to be 5' minimum wide with bumper blocks or s/w 6'
minimum (Design. manual Sect. 7).
Bumper blocks have been added between parking spaces adjacent to sidewalk. See
sheet C4.0.
5. Include note about the pipe extension and installation.
Note has been added. See sheet C5.0.
6. Sheet CO.0—Source topography says Dec 2017. Provide actual date and existing site
conditions. (18-32.6.2).
Date has been updated on cover Sheet CO.0. Survey data was obtained on December
13, 2016.

8. Proposed parking area should not exceed 5%grade in any direction and you are just
exceeding the limit (I8-4.12).
Parking slop is a function of the slope of the existing road. Much of this area is already
along the road is already being used as existing gravel parking at thtsame slope as the
proposed condition. Regrading of the road is beyond the scope of this project.
9. Sheet C4.0—Show the actual parking spaces for the parking lots, and any existing
pavement markings.
Sheet C4.0 has been revised to show all existing parking spaces and pavement
markings.
0.Sheet L I.0—The table shows 6 for Red Maple. 5 are called out in the plan, but it
appears that 6 are shown, please revise.
Label has been revised accordingly on Sheet L I.O.
CDD Inspections--Keith Huckstep:
I. Plans dated 02/21/2017 need specifications/drawings of the new 7' and I I' wide
concrete ramps to verify ADA compliance.
Ramps layout and grading are shown on sheets C4.0 & C5.0. The surface will be in
accordance with the sidewalk section and details located on sheet C 1.0. Handrail is
detailed on architectural sheet A-9.I submitted under a separate cover.
CDD Planning—Sarah Baldwin:
I. Provide minor Amendment to SDP 1979-42 on front cover.
Sheet CO.0 has been revised accordingly.
2. Provide overall parking count, parking removed and parking spaces added on front
cover.
Overall parking count, parking removed and parking spaces added has been updated
on Sheet CO.0 under"Site Data".
3. Please label security entrance on Sheet C-4.
Security Entrance has been labeled on Sheet C4.0.
4. [4.12.19] Dumpster pad must be screened.
Dumpster pad is shown to be screened with a wooded'fence. See Sheet C4.0 for
detail.

Certificate of Appropriateness
Dear Ms.Maliszewski,
We have received your letter of March 9 regarding the referenced project and County-wide Certificate
of Appropriateness.We agree to all four revisions listed in your letter.
1.The note:"Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated."
Will be added to both architectural and site plan drawings.
2.The note:"All site plantings of trees and shrubs shall be allowed to reach and be maintained at
mature height;the topping of trees is prohibited.Shrubs and trees shall be pruned minimally and only
to support the overall health of the plant."will be added to the landscape plan.
3.The indications on the landscape plan will be revised to consistently reflect the number of maples.
4.This project does not propose any freestanding signage,but if the Owner elects to pursue signage
mounted on the building,a separate permit will be applied for.
With regard to comment number 1 above,the project will comply with the clarification in your email
of March 10.The new roof top unit will be screened in a way that coordinates architecturally with the
rest of the addition.

Location: 2511 Avinity Drive,on the east side of Avon Street-Extended,approximately 60' south of
Avinity Drive
Motion: Mr.Binsted made a motion that the following items should be provided(for staff review)prior-
to making a recommendation to the Planning Commission on the proposed rezoning:
1. Revise the application plan to indicate that stormwater facilities will be located under the parking
lot.
2. Confirm that there are no utilities or easements on the property that would conflict with required
planting.If such elements do exist,revise the plan to provide planting area clear of utilities and
easements.
3. Adjust site elements to provide planting area consistently along the south side of the parking lot.
4. In the event that the proposal moves forward, ensure that trees are provided sufficient to meet
Entrance Corridor perimeter and interior parking lot requirements.
5. Allow for the possibility of increasing the setback on the northern property line depending.on the
need for landscaping along the building elevations.
6. Revise the Application Plan to show the approved landscaping along Avinity Drive for context
and coordination. -
7. Provide a pedestrian connection to Avinity Drive and Avon Street. ,
8. Reorganize site elements for better coordination of existing and proposed open space.
Mr.Van Der Werf seconded the motion.
The motion passed by a vote of 3:0. (Missel, Stoner absent)
OTHER BUSINESS
a. Scottsville Elementary School:Addition
In consensus,the ARB agreed that the application for the school addition could be reviewed and approved
by staff as a Countywide Certificate of Appropriateness.
b. Avenue Realty Sign •
In consensus,the ARB agreed that a signicould be located in the second story gable of the building, if the
sign is consistent with the approved criteria for signs on the Hamrick Buildings.
c. Next ARB Meeting: March 20, 2017
