We have reviewed the above referenced plans and have the following comments:
Engineering (Emily Cox)
1. WPO Plan must be approved before road plan can be approved.
2. WPO Plan must include a mitigation plan for the disturbance in the buffer.
3. Provide all permits required for work in the floodplain and Powell's Creek.
4. Ensure the professional seal is signed and dated.
5. Ensure horizontal curve information is labeled on the plan view.
6. Ensure all pavement markings and street signs are shown. Stop Bar, speed limit, etc.
7. It appears sight distance easement may be necessary on Orchard Drive (in front of the Ludwig
property?)
8. Please revise slopes to be 3:1 maximum.
9. Please identify the type of entrance proposed at Orchard Drive on the plan view.
Planning (Daniel Butch)
1. Transportation Recommendations:
Connect the proposed 8' multi -use concrete sidewalk from Pleasant Green Connector Rd with a 5'
concrete sidewalk north on Orchard Dr to the end of the property line of TMP 055C0-03-00-
000A1.urrently under review. Please do not make any revisions before receiving planning
comments.
Planning (Megan Nedostup)
1. See attached comment letter dated 5/28/19.
VDOT (Adam Moore)
1. See attached comment letter dated 05/23/19.
Fire Rescue (Shawn Maddox)
1. The connector road shall be marked no parking on both sides due to the clear travel width.

ACSA (Richard Nelson)
1. Add a note that vacant water meters along Orchard Drive are to be abandoned per ACSA
construction details.
GIS (Andrew Slack)
1. The applicant should contact this office with a list of three (3) proposed road names to replace
`Connector Road'. That road name is not available to be used. Please contact this office with any
questions.
ARB (Heather McMahon)
1. No objection.
Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to

SUB2019-058 Pleasant Green- Connector Road Plans
1. Road plans for the Connector Road should not be approved until the Special Use Permit
amendment is approved (SP2019-002). Conditions regarding replanting, mitigation,
LOMR/CLOMR, may be approved with the special use permit and will affect the road
plans.
2. Road plans do not match the plans submitted for the special use permit. A comment for
the SP was made by the County Engineer that the grading be 3:1 slopes, while the SP
plan was revised, the road plan is showing 2:1 slopes. Both plans should match.
3. A condition is proposed for the special use permit regarding a greenway trail. If the trail
is proposed in this area, it should be shown on the road plans. If the greenway will
happen with another plat, this does not need to be shown at this time.
4. Sidewalks and street trees should be bonded with the road plans.

Dear Ms. Cox:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 8
April 2019, and offers the following comments:
1. It appears as though the left intersection sight distance line may require an easement;
please clarify.
2. Orchard Drive has shoulders; therefore the proposed curb and gutter on the connector
road must be offset 12' and tapered back to Orchard Drive. Please see Figure 4-9 in
Appendix F.
3. The design plans for the proposed triple box culvert must be approved by the Culpeper
District Structure & Bridge Section, as well as the Hydraulics Section. In addition to
design plans, a Geotechnical report in accordance with Chapter 3 of the Manual of
Instructions is required.
4. The proposed roundabout on the Pleasant Green site plan has not yet been approved.
Note that the required dimensions and splitter islands may extend in to the proposed
bounds of this plan.
5. With only I foot being proposed between the sidewalk and the top of the 2:1 slope, hand -
railing along both sides is recommended.
6. Why is 8' sidewalk being proposed?
7. Provide no parking signs along the proposed road.

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
