The board unanimously approved the request, pending staff administrative approval of the following conditions: 1. A ground mounted fixture shall be used instead of a gooseneck 2. A cut sheet shall be provided for the ground mounted fixture, and 3. Shielding shall be provided to ensure that the fixture will not produce glare. Please provide revised drawings or other information addressing each of these conditions at your earliest convenience. Include a memo indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. When staffs review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued. The frontage for this application measures only 67.83 feet along Hydraulic Road. Placing a freestanding sign on this parcel requires a variance of 32.17 feet. Because of this variance, ARB review and approval is required. This application was originally placed on the Consent Agenda for the May 6, 2002 ARB meeting but was deferred by the ARB because of concern regarding the proportions of the pillars supporting the sign. The applicant has since agreed to reduce the width of the pillar from 36" to 30", as requested. PROJECT DETAILS The applicant proposes to install a monument sign at the entrance to the Webland Park residential development. The sign is proposed for the southwest corner of the intersection of Hydraulic Road and Webland Road. Freestanding Sign: • Sign type: Painted wood panel supported by two stone -faced CMU pillars. Illumination: Low voltage, shielded, less than 3,000 lumens, either gooseneck fixture from above or ground mounted Oval Sign Size: 6' wide x 4' high (24 square feet) Pillar Size: 2.5' wide x 6' high (15 square feet each) Overall Sign Height: 6' Colors & Text: White background, light blue swirl (Pantone 279C), black lettering reading "Webland Park", and green tree (foliage, Pantone 577C; trunk, text and shadow, Pantone 316C) Graphics: Light blue swirl, green tree Location: 5' from the property line fronting Hydraulic Road. ARli 5/20i2602 Webland Park Sign -- Page 1 ANALYSIS: • The freestanding sign meets Zoning Ordinance requirements for area and height. • The colors of the proposed sign are compatible with the surrounding development. • With appropriate shielding, the proposed light is not expected to produce glare. RECOMMENDATIONS: Staff recommends approval of a Certificate of Appropriateness with the following conditions to be approved administratively by Staff. 1. A ground mounted fixture to be used instead of a gooseneck. 2. A cut sheet shall be provided for the ground mounted fixture. 3.
