It would look like what I've copied below (without the funky indents). Also, to make it clear from the beginning of the report that the two actions are needed, the "Proposal" on page 1 should be revised to indicate that amendments to both the SP and the site plan are needed. Thanks! SUMMARY OF RECOMMENDATIONS Staff recommends the following as the primary points of discussion: 1. The heights of shrubs along the building/site frontages being shown as container sizes instead of heights. 2. The locations of shrubs along the Hydraulic Road frontage in the VDOT right-of-way. Regarding the Special Use Permit: Staff recommends that the ARB forward the following recommendation to the Planning Commission: The ARB has no objection to the request for the Special Use Permit. Regarding the Letter of Revision: Staff recommends approval of a Certificate of Appropriateness, pending staff administrative approval of the following conditions: 1. Add the following note to the site plan: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 2. Add the following note to the landscape plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." 3. Revise the plant schedule to identify all shrub heights fronting the street or building at 24". 4. Revise drawings to show plantings on both sides of the rear fence bump-outs as described in the narrative and detail 2. i 5. Revise the plan to add landscaping at the base of the freestanding sign as approved in 2005 or provide alternate landscaping for staff review/approval. 6. We can get together on Tuesday to talk about it, or after you've had a chance to look it over.A few things to note: 1. There is a "checklist for completeness" in the file, which Sam (my intern, now gone) completed. It looks like there is sufficient info to continue with review. If you find otherwise,just let me know. 2. The applicant submitted material samples(wood and block).They are on the Sep 6 shelf in my office. 3. It looks like this will be primarily a landscape,fence and dumpster review. I've attached the relevant review checklists to this message and put hard copies in the ARB file. 4. This project goes to the ARB on September 6 (Tuesday). We'll need to send the staff report out on August 29/30, so it would be great if you could have a draft report completed by the middle of the week of the 22nd. If that looks like a problem with your schedule, please let me know. For this report,you'll probably want to just delete the guidelines that are for buildings,grading and other items that aren't part of this proposal. Perez Date: June 23, 2016 Subject: Planned Parenthood—Mandatory Pre-application meeting 6-13-16 The following are County staff comments regarding the above noted pre-application meeting. This meeting satisfies the requirement for a pre-application meeting prior to submittal of your special use permit(SP) amendment application. The purpose of the meeting is summarized below: (i)provide the applicant and the county a common understanding of the proposed project; (ii) inform the applicant about the proposed project's consistency with the comprehensive plan, other relevant policies, and county regulations; (iii) broadly ident the planning, zoning and other issues raised by the application that need to be addressed by the applicant; (iv) inform the applicant about the applicable procedure; and(v) allow the director to identibi the information the applicant must submit with the application, including the supplemental information delineated in subsection (c). Receiving the relevant supplemental information will allow the application to be comprehensively and efficiently reviewed. The following are staff comments for your proposal to amend condition#1 of SP1998-038 on TMP 06100-00-00-013A0 at 2964 Hydraulic Road. The parcel is zoned R-10,Entrance Corridor(EC), and has a SP w/conditions. The SP amendment application/review fee is $1,075. To facilitate these changes a minor site plan amendment will also be required to SDP2001-063. The minor site plan amendment application/review fee is$538 but will be waved when submitted together with the SP. Please submit both the SP and the minor amendment simultaneously, as the minor amendment will act as the concept plan for the SP amendment. (i)provide the applicant and the county a common understanding of the proposed project; The applicant proposes to disturb the undisturbed 15 foot buffer strip abutting Garden Court to remove the overgrowth of ivy and compromised trees,and install new screening trees and shrubs within this area. They also plan to install physical improvements within the buffer(a portion of the proposed brick patio,pervious pavers to serve the patio, 18 inch tall retaining wall, and 4 foot tall screening fence). The applicant also proposes to disturb the 15 f•.• suffer strip abutting the Townwood units in order to relocate and replace the existin__ six fo• tall screening fence and install additional plantings in the buffer area. The following are part of the minor site plan amendment but do not require am`end_ment to the SP• . relocateakflumpster, omit 3 parking spaces, install a brick patio and seating adjacent to the building,and replant native shr bsu wit m ib-retention basin. (ii) Consistency with the Comprehensive Plan • No apparent inconsistencies with the Comprehensive Plan goals or objectives have been identified. This site is within Neighborhood 1 of Places 29 and has a comp plan designation of Urban Density Residential which supports offices and service uses. -t (iii) broadly identify the planning,zoning and other issues raised by the application that need to be addressed by the applicant • Applications-To amend condition#1 of the SP to disturb the established buffers to adjacent properties requires a SP application and an Architectural Review Board(ARB)application. The proposal will also be required to go through the site plan process. Include as part of the minor site plan amendment a full landscape plan that complies with section 32.7.9 and complies with EC landscaping requirements and mitigates the visual impacts of the proposed improvements. • Parking Requirements-Because the site seeks to reduce the required parking onsite, ovide a parking study which supports this reduction. The Zoning Administrator will review „7„.pr' the parking reduction request with the application. Provide revised parking calculations on the minor site plan amendment. • Lighting-If existing site lighting is being modified or relocated,or if new lights are being t4added,then a lighting plan shall be required. Modified, relocated and new lighting must meet lx Zoning Ordinance requirements and ARB guidelines.Photometric plans shall distinguish between existing lighting to remain unmodified and proposed lighting. Proposals that increase nonconformities will not be approved. • umpster Location -The proposed location of the dumpster may r vehicles servicing trash pickup as well as vehicles entering and leaving the site.problem fss will be evaluated during the review of the plan. It may be appropriate to relocate the dumpster and /or reassess the site's waste pickup options based on the amount of waste generated from the facility. • Fire and Rescue was not able to attend the pre application meeting. It is suggested that prior to submitting a site plan that the applicant contact Fire and Rescue and determine if there are any issues with the proposal before making an application. (iv)Applicable procedures • SP application submittal with associated project narrative and minor site plan amendment (which will act as the conceptual plan), as described in the"Special Use Permit Checklist" (provided to you along with these comments). • Community Meeting-the applicant is required by the Albemarle County Code to hold a community meeting as part of the review of the SP request.The meeting shall be held no later than 30 days after submittal of the SP application. Upon request of the applicant County staff can provide a list of which nearby properties are required to be notified. Community meeting guidelines are attached. • If the applicant knows of any waivers or modifications that are needed to implement the proposed plan, staff recommends that those requests be submitted with the SP application. Staff will then determine if the waivers should be approved with the SP action or deferred for action with site plan approval. (v)Identify the information the applicant must submit with the application, including the supplemental information • Minor amendment of the site plan(which will act as the Concept plan)w/full landscape plan. • Attached pre-application checklist. This checklist will need to be filled in, signed, and submitted with the SP application. • Submit a separate ARB application with the corresponding checklist(for a conceptual plan/advisory review)at the time the SP application is made. • Parking study which supports the reduction in parking for the use.
