Please find enclosed the following: • Revised Application Submittal form for ARB. • Two copies of the revised project plans. The revised plans are dated April 12, 2017, with all plan sheets now reflecting the April 2017 date. • Responses to March 3`d action letter comments (see itemized responses below). Comments and Responses (all responses in italic font) 1. Revise the light fixtures to emit less than 3,000 lumens, or move the fixtures to locations in which the canopy structure can perform the full cutoff function. The uplight fixtures have been removed from the project and replaced with recessed downlights to be mounted in the canopy ceiling and flush with its surface. The light fixtures are all below the 3,000 lumen light level. The proposed light fixture is detailed on Sheet 10 of the plans. Additional electrical sheets are also now included in the plan set, those are Sheets E001, E002, E101, E201, and E202. 2. Provide photometric plans that are legible at the size printed. Ensure that illumination at the ground does not exceed 20-€c 30.7 fc(threshold revised at April 314 ARB meeting). Photometric plans are now included as Sheet 11 and Sheet 12 of the revised plan set. The illumination at the ground does not exceed 30.7 fc as noted at the April 3rd ARB meeting. 3. Use an LLF of 1.0 for all lighting calculations. An LLF=1.0 was used for the revised photometric plans. 4. Consider adding two medium shade trees, 2-1/2" caliper at planting, on each side of the stairways. Relocate the parking lot tree that is to be removed to another location within, or adjacent to, the parking lot. Similar to response #4, the Airport Authority is requesting to omit the tree relocation due to snow removal requirements around the parking lot and their future plans for a parking lot improvement project. 6. If plants are added to the proposal, add the standard plant health note to the plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." No plants are proposed at this time, see response#4 and#5. 7. Approval of an ARB application for a Countywide Certificate of Appropriateness will be required for the sidewalk canopy project. Consider a level of architectural detail consistent with the existing building. Noted. The future sidewalk canopy project will be submitted for a Countywide Certificate of Appropriateness as required. Architectural details of the existing terminal building will be incorporated into the design. It is my hope that the project can now achieve formal County approval in the form of a Certificate of Appropriateness. Cc: Stirling Williams, CHO w/o end. 2215-1502 ARB Submittal to County3 Motion: Mr. Binsted moved for approval of the Certificate of Appropriateness for ARB-2017-15: Northtown Phase 2B-Final review of a site plan and building design with the conditions listed in the staff report, modified as follows: Mr. Stoner seconded the motion. The motion carried by a vote of 4:0. (Missel absent) 1. Provide for review large EIFS sample panels including reveals. 2. Provide manufacturers information on the colorfastness of the EIFS material in the colors proposed. 3. Revise the Nichiha "brick" panel to brick that matches Gander Mountain (Old Virginia Brick Poplar Forest). 4. Revise the bright white stone for the retail building to an off-white shade that coordinates better with the other building colors. 5. Provide the Lymstone Gray and Freedom Gray color samples for review. 6. Revise the north elevation of the Buffalo wild Wings building to increase the architectural detailing and reduce the amount of yellow EIFS. A reduction of 2/3 as suggested by applicant is reasonable. 7. Indicate Building 1 as future development. 8. Include the standard window glass note on the architectural drawings and provide a glass sample(s) and specs for review. 9. Provide a roof plan and elevations showing rooftop equipment locations and sizes. Ensure that equipment is not visible from the EC. 10. Add the standard mechanical equipment note to the site and architectural drawings. 11. Correct the photometric plan to eliminate spillover in excess of.5 fc. 12. Provide site and building lighting with consistent lamp types for a coordinated appearance. 13. Coordinate tree and pole light locations in the parking islands. 14. Identify on the lighting plan the locations of the WP1 fixtures, or eliminate the cut sheet from the drawings. 15. Revise the landscape plan to provide a total of 13 large shade trees with 2'h"caliper planting size in interior parking lot locations. 16. Note the following information regarding signs: signs mounted on roofs are not allowed by ordinance,internally illuminated graphics may not be approvable as illustrated,and maximum sign sizes are outlined in Zoning Ordinance Chapter 18, Section 4.15. The ARB noted that the reduced amount of yellow EIFS is being considered as an accent color—not as a branded color. Regarding the round graphic signs, the ARB noted that the yellow color and internal illumination are not consistent with the guidelines. OTHER BUSINESS a. ARB-2017-02: Pedestrian Access Ramp& Canopy Systems: lighting After considering the revised lighting plan, it was the consensus of the ARB that a maximum illumination of 30.7 fc at the ground was acceptable in this case. Motion: Mr. Binsted moved for approval of a maximum illumination at the ground of 30.7 fc. Albemarle County Architectural Review Board Final Action Memo April 3,2017 3 Mr. Van Der Werf seconded the motion. The motion carried by a vote of 4:0. (Missel absent) b. ARB-2016-144: Luxor Building 3: Sign locations After considering the applicant's request for a revision to the Comprehensive Sign Plan, it was the consensus of the ARB that the additional sign locations were acceptable. Motion: Mr. Van Der Werf moved for approval of a revision to the Comprehensive Sign Plan for Luxor Building 3 to include the additional sign locations illustrated in the drawing displayed on April 3,2017. Mr.Binsted seconded the motion. The motion carried by a vote of 4:0. (Missel absent) c. Glenbrook at Foothills site plan: Extent of ARB review required After reviewing the location of the proposed development relative to the Entrance Corridor, it was the consensus of the ARB that the application did not require ARB review/approval. d. July 3rd/4th ARB Meeting: Reschedule Due to the addition of a holiday on July 3, the ARB directed staff to reschedule the July 3 meeting to July 10. e. Next ARB Meeting: April 17, 2017 Staff reported that all items received for the April 17 agenda were available for staff level review and , recommended that the April 17 meeting be canceled in 1 week if no other items requiring ARB attention arise. Since the February 215`ARB meeting, we have gone , through multiple iterations on the light fixture layout and the light fixture itself. We have eliminated the up-light and moved forward with a downlight design. The fixture detail is shown on attached Sheet 10. The airport has reviewed the multiple iterations and the attached plans meet their desired light levels for safety of its customers and personnel. For the ramp—with the fixture layout that is depicted,we have analyzed both a 16W and 24W LED fixture. What was selected by the airport and attached for your review(Sheet 11) is based on the 16W fixture (1459 lumens). The ramp canopy does not adjoin any public roadways,just the airport's private loop road and parking lot. Light spill-out from the canopy is well below the 20 fc threshold that the ARB discussed. The light spill-out will help illuminate the sidewalks that surround the ramp at the bottom as well as the top. Lighting within the canopy structure exceeds 20 fc along the walking path and again this was preferred by the airport for safety reasons. Light levels do not exceed 30 fc. or the stairs—with the fixture layout that is depicted,we have analyzed a 12W, 16W, and 24W LED fixture. What was selected by the airport and attached for your review(Sheet 12) is based on the 12W fixture (1094 lumens). Similar to the ramp, the stair canopies do not adjoin any public roadways and the light spill-out is well below the 20 fc t threshold. Lighting within the canopy structure is a bit more consistent(less pea..,and valleys in terms of foot-candles) compared to the ramp, in order to make sure there are minimal shadows on the rise/run of each step. The airport is particularly concerned with user safety on these steps. In addition,the canopy design has provisions for the airport maintenance staff to attach storm curtains to each side that will help eliminate freezing rain/snow blow-in onto the steps. Adequate lighting will be especially important when these curtains are in-place. I would like to obtain your concurrence with the photometrics so that the site plan and follow up building permit application can be submitted to the County for formal approval. I am available by phone or email for the remainder of this week if you want to discuss anything further or have questions. I will also be at the airport on Monday morning (4/3)for an 11:00 a.m. meeting and can be available for a meeting with you either early morning or afternoon if necessary—I think you may have another ARB meeting on this date so I can look at other dates if need be.
