WORK SESSION ARB-2016-123: Better Living: Design changes ARB-2017-42: Better Living Inc.Building Supply: Certificate of Appropriateness Amendment The ARB held a work session on ARB-2016-123 Better Living— Design changes. After discussion, the ARB determined that the proposed changes were generally acceptable and could be approved with staff review and final approval. Motion: Mr. Missel moved to approve the modifications to the Certificate of Appropriateness for ARB- 2016-123: Better Living pending staff review and final approval. Mr.Van Der Werf seconded the motion. The motion carried by a vote of 4:0. (Wardell abstained) The ARB clarified that the approval includes the use of the Surrey Beige color, in place of Sandstone. The ARB recommended that the applicant reconsider the distribution of the Granite and Surrey Beige colors on the back of the sheds in order to avoid the appearance of garage doors. Chair Wardell returned to the meeting at I:40 p.m. Violations: Policies/procedures Lisa Green, Senior Code Compliance Officer, presented an overview of the County's policies and procedures related to violations. The ARB discussed the policies with staff and supported the pursuit of compliance for the City Electric Supply signs and the Virginia Asphalt site. Other Business a. ARB-2016-155: LL Bean: Trellis/Canopy changes Staff shared with the ARB the updated drawings illustrating LL Bean's proposed treatment for the trellis/canopy changes. After discussing the proposal, it was the consensus of the ARB that the proposed change was acceptable. b. Hurley's Tavern: Patio addition After a discussion on the proposed patio addition at Hurley's Tavern, it was the consensus of the ARB that the addition would be acceptable, if the following issues are adequately resolved: 1. If a retaining wall is necessary,the material should match the brick of the building. 2. If the patio impacts any landscaping, the plants must be replanted. Moving them to the EC side of the patio would be appropriate. 3. The drawing must be updated to show the concrete patio and a detail of the railing. ARB-2016-155: LL Bean: Canopies After considering the applicant's request to eliminate the new trellises from the proposal, it was the consensus of the ARB that the new trellises were not required, but additional information is needed to understand the change in the context of the overall renovation, including details on how the canopies over the entrances will be handled.Drawings should be provided and can be handled as an"other business"item. c. UPS Locker After reviewing the information presented on the potential installation of a UPS locker, it was the consensus of the ARB that the specific location seems OK,but it raises the following issues: 1. There may be lighting impacts: are the fixtures full cutoff? 2. The size of the logo appears over-scaled. 3. How are the structure and use defined? 4. A minimum distance from the EC may be appropriate. 5. Orientation will be important; for example, perpendicular rather than parallel orientation(relative to the street)may have less impact. 6. Whatever guidelines are established for this new typology will be applied in future cases. d. Next ARB Meeting: May 1,2017 Fred Missel stated that he would not be able to attend the June 5 meeting. Comment: This set of drawings includes the kayak display, so I can't sign off on it. If you want. to proceed with non-kayak-related work before the outdoor display issue is resolved, all kayak- is.related work will need to be removed from the building permit drawing sets. If this how you would like to proceed, please send 2 copies of all revised sheets needed to eliminate the kayak- related work and a memo indicating that is what you want to do.(Alternatively, if only complete . .f details need to be eliminated from the drawings to make them accurate, send a marked-up pdf showing what you want eliminated at this time,with the memo.)If the display is approved,you'll then need to amend the permit (assuming it has not been issued at that point) to add the kayak work back in. (If the permit is issued prior to the approval of the display,you'll need to follow up with another permit.) Response: The kayaks have been removed from the Cover Sheet, the Floor Plan and the Elevations. See the revised attached sheets. 2. Comment: The exterior lighting in the building permit set (E101) does not match the ARB lighting plan. To determine if I can approve the lighting proposed on El 01. I need an updated photometric plan and fixture cut sheets for review. Response: The photometric plan submitted for the ARB is not affected by the lights indicated in the permit documents for the signage on the building. As such there would be no change in the photometric values at grade level. These lights illuminate the signage only. These lights were indicated on the ARB submittal elevations. However,we have revised the E101 sheet and have eliminated the lighting associated with the proposed kayak location. See the attached revised drawing. The fixture cut sheets were submitted in an earlier transmittal to your office but we have included them again. Should you have any further comments or questions please do not hesitate to contact me.
