HomeMy WebLinkAboutSUB201900052 Review Comments Final Plat 2019-05-31�OV AL � � IRcir�ia County of Albemarle Department of Community Development Memorandum To: Kris Winters, LS From: Paty Saternye- Senior Planner Division: Planning Services Date: May 31, 2019 Subject: SUB-2019-52 Subdivision of TMP 62A3-1 Final and Special Lot Plat The County of Albemarle Planning Division will grant or recommend approval of the Final Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [14-302 (A) (4), & 14-303 (E)] Private Easements; Dimension standards and information on all lots, streets, alleys, easements, and shared driveways. There appears to be two private storm easements, shown on the plat included in DB3773 PG 120, that are not shown on the plat. Ensure all existing easements are show on the plat. 2. [14-303 (C) & 14-303 (E)] Boundary Lines; Dimension standards and information on all lots, streets, alleys, easements, and shared driveways. Provide the required values for the boundary line labeled as "CY. There does not appear to be any note or chart on the plat that provides the curvilinear data required. 3. [14-303 (D)] Acreage of lots. It appears that the lot areas are not represented correctly. On the Boundary Conditions sheet, the acreage for the non-contiguous portion of the parcel should be represented as part of the acreage of TMP 62A3- 1 and not in addition to it. On the Subdivision of Parcels sheet the proposed acreage of the residue should be reduced to not include the area of the non- contiguous parcel being removed from it. Refer to DB 4299 PG 328 for information on the area of the parcels and the non-contiguous portion being included in the overall acreage of the parcel. If there is recorded documentation that does not agree with this provide it to the reviewer. 4. [14-302 (A)(9), 14-303 (T) & 14-314] Building Sites on proposed lots; Special Lots; Identification of all interests of the county in property. Address the following: a) New Parcel 1 must be created as a "Special Lot" since it does not have any possible building sites within it. Revise the notes on the cover sheet to include the required special lot note. The area labeled "Approximate location proffered 100' Reserved R/W" in the first submission of the plat should be specified in the note as "Proffered 100' Reserved Road ROW for dedication upon demand by the County" and the area of the stormwater pond should be referred to as "Open Space". Therefore, as based upon the specified wording in the subdivision ordinance the note would be, "New Parcel 1 is a special lot established solely for a portion of the Proffered 100' Reserved Road ROW for dedication upon demand by the County and Open Space." b) Revise the label for the "Approximate Location Proffered 100' Reserved R/W in the Existing Boundary and Subdivision of Parcels Sheets to instead be labeled as "Proffered 100' Reserved Road ROW for dedication upon demand by the County", as it is specified in proffer 4.2. 5. [14-302 (B)(8)] Yards. Revise the yards to be complete for the NMD zone. Address the following: a) Revise the first section for the setbacks to specify they are for "residential" structures. The heading should state "The Building Setbacks for Primary Residential Structures are as follows". b) Add a section, above the two sections of residential setbacks, that provides the setbacks for the "Multi -Family, Commercial, or Civic Buildings" (page 38 of the Code of Development). 6. [14-303 (A)] Statement of consent to division. Revise the wording of the statement of consent to be worded properly for a subdivision plat. It currently appears to be worded for an easement plat. 7. [14-302 (13)(1)] General Information. When revising the plat include a date of last revision on the plat. This date should be updated prior to each resubmission. 8.
