Dear Mr. Wentland:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Townes Site Engineering,
revised 12 December 2018, and offers the following comments:
1. Culverts with opening size greater than 36 square feet must be approved by the Culpeper
District Structure & Bridge and Hydraulic Sections; this also includes the proposed
pedestrian tunnel. Typically, these approvals are required prior to plan approval, but may
be delayed until acceptance because this was not mentioned in previous reviews. Note that
we do not, however, recommend starting construction on these facilities prior to Structure
& Bridge approval. Also note that these structures require a Geotechnical report; please
see Chapter 3 of the VDOT Manual of Instructions for those requirements.
Geotechnical testing and reports are in progress and will be emailed to you to pass along to
the District section for review/approval as soon as they are complete.
2. Commercial entrances along the proposed streets should be removed. These entrances
should be designed an approved during the site plan review process when a better
understanding of their intended use is available.
As discussed in email correspondence prior to resubmittal, the locations of the
commercial entrances proposed on this plan were coordinated with Joel Denuzio in
2013 and are based on spacing requirements for a thoroughfare road. Townes has
removed the proposed entrance on Crosscreek Drive for the future apartment site;
VDOT has agreed to let the remaining commercial entrances be installed as dictated
in 2013 with the rest of the proposed road improvements. At VDOT's request, the
proposed land use and a trip generation (ADT) estimation for each commercial
entrances have been provided on plan sheets C-3 and C-3C.
VDOT also stated in email correspondence that intersection sight distance lines, for
all intersections and entrances, need to have their own profile with existing and
proposed grade lines. These have been provided as requested on sheets C-7Q - C-
7S.

3. The graphic scale on the 1"-100' sheets is inaccurate.
The graphic scale has been corrected on sheet C-10.
4. Provide signage where the posted speed transitions from 35 mph to 25 mph.
The speed limit changes after the round -a -bout on Crosscreek Dr. — signage plan sheets
have been provided as C-3D - C-3E.
5. The proposed pedestrian tunnel does not connect VDOT facilities, is not essential for
pedestrian access, and does not meet minimum dimensions; therefore, it is not eligible for
VDOT maintenance. A maintenance agreement with the County of Albemarle must be in
place for this structure prior to road acceptance. Note that the structure must still be
approved by Culpeper District Structure & Bridge Section, as it supports structures
within proposed VDOT right-of-way.

6. At least 1 foot of right-of-way is required behind sidewalks.
1 ' of right-of-way behind the sidewalk has been provided throughout the development. As
discussed via email prior to resubmittal of the plans, the ornamental wall on Crosscreek Drive
has been shifted to provide 1 ' between the R/W and the sidewalk and 1 ' between the R/W and
ornamental wall. See sheet C-3 and typical section on C-9C.
7. Should the sidewalks slope toward the ornamental wall as proposed (STA 14+40 —
17+00)?
The sidewalks in this location have been revised to slope in towards the road rather than
towards the ornamental wall. See sheet C-4.
Stubouts must be signed per the SSAR concerning potential/eventual street extension.
General traffic barricade notes reading "Traffic Barricade w/ Chevron "previously shown on
the plan have been revised to read "MOT Type III Barricade w/M4-6 and M4-7 Signs ".
This note has been shown at each stub out which is to be extended in the future. See sheets
C-3 — C-3C.
9. Signs are on this plan are not clearly identified, in general. Additionally, provide bike lane
end signage and well as curb cuts/ramps directing bicyclists to the sidewalk through the
roundabouts.
See responses for comments #4 and #8 above — signage/labeling has been added for
clarification and signage plan sheets have been provided as C-3D - C-3E.

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
