In November 2014, a Certificate of Appropriateness was issued for the site, SPD 201400014. The RWSA is proposing additional modification to the same site. Modifications include constructing a new finished water pump station(FWPS), demolishing the existing FWPS, and replacing and relocating the existing generator. Additional work includes improving driveway access, constructing two retaining walls, and installing new chain-link fencing. The RWSA is proposing a minor site plan amendment to the GAC approved site plan and certificate of appropriateness for the proposed changes. This letter provides the written description of proposal required for task A. of Part B. of the Architectural Review Board—Amendment to a Site Development Plan Submittal. Existing Site Conditions The Rivanna Water and Sewer Authority(RWSA)is a public utility authority that is responsible for the water supply and treatment for the City of Charlottesville and surrounding communities in Albemarle County. In Crozet, RWSA operates the Beaver Creek Reservoir and the Crozet Water Treatment Plant, and the distribution system is owned and operated by ACSA. The Crozet Water Treatment Plant is located on Three Notched Road(Route 240). This site is currently owned by RWSA. The ACSA leases the southern portion of the site for storage of materials,which includes two block maintenance buildings with shingle roofs and a stockyard. The RWSA owns a two- story masonry water treatment plant(WTP), concrete basins, an elevated storage tank, a ground storage tank(GST),a finished water pump station(FWPS), and a generator. Chain-link fence separates the WTP,concrete basins and elevated storage tank from the maintenance buildings and stockyard from the reservoir, pump station and generator. The new facilities for the Crozet WTP GAC Upgrades are currently under construction, and the project is scheduled to be completed in fall 2017. The station receives its water supply from the water treatment facility via a 12" supply line. • The finished water pump station is not air conditioned and is poorly ventilated, which causes the pumping station to experience temperatures in excess of what the motors and electrical equipment are normally rated for. In colder periods of the year, an electric unit heater heats the facility. The door to the pump station faces up a hill; large rain events cause flooding to occur near, and sometimes within the pumping station. Large storm events can make the steep downhill access to the facility and generator challenging and unsafe. The electrical, pumps, motors, piping and structure with the exception of the roof are original and are nearing the end of their useful life. The gate and butterfly valves have been recently replaced with new. The original truss roof was removed to allow for removal/repair of pumps/motors within the pump station. The roof was replaced in kind with a truss roof and asphalt shingles. Given the age and condition of the facility and its equipment, it is recommended that the facility be replaced. The facility cannot be reconstructed in its existing location because: • The existing pumping facility needs to remain in operation until a new facility can be built and put into service. • The existing facility is located in current County zoning/buffer requirements. • The footprint of the existing facility is too small to house the necessary pump, piping, electrical and mechanical equipment needed for a modern pumping station. • Finally, the site grades leading to the existing facility are much too steep for safe, convenient vehicle access for normal operations and maintenance. With these conditions in mind, a new finished water pumping station in a different location is proposed. Proposed Improvements In order to increase the ease of access to the pump station, the new finished water pumping station and generator will be relocated further up the hill: approximately 40 feet north and 50 feet east of the existing location. The generator will sit on the east side of the building to minimize noise to the residential neighborhood on the west side of the site. Two HVAC condensing units will sit on a concrete pad on the west side of the building. On the north side of the building there will be a paved area for parking, turning movements, and removal of equipment. A transformer will sit on the north west side of the paved area. This paved area will connect to a gravel drive provided by the GAC facility. No new access from Three Notched Road will be created with this project. To minimize the slope of the paved area, a retaining wall is proposed on--the north and east side of the site. The retaining wall will not be visible from the roadway. Unstained,l(mestone texted Redi-Rock shall be used for the retaining wall. Included with this packet is a photo sample showing the proposed color of the wall. Natural slopes will tie into the footing of the building on the south side and the concrete pad on the west side. New fencing is proposed to replace the existing fence sections that will be removed with construction. This will encompass the pumping station and paved area. Then tie into the fencing surrounding the ground storage reservoir. The proposed fencing will be black poly-coated chain-link fence and match what was selected and approved for the GAC Upgrade project. Margaret Maliszewski October 24, 2016 Page 3 The layout of the pump station is proposed to be a common, one-room arrangement with the pumps, motor equipment, and electrical panels all located in the same space. The building materials for the walls and roof are galvanized metal siding painted Cool Colonial Red and Cool Egyptian White, matching the approved GAC facility. A gabled roof will extend over the generator on the east side of the building. Lights will be provided under the gable. These lights will be angled downwards with minimal spillage outside of the gabled roof. Three hatches in the roof allow removal of the pumps. Located on the south side of the building the hatches will not be seen from the roadway. To minimize erosion due to runoff from the roof, gutters will be installed on the north and south side of the building. To meet stormwater requirements a bioretention basin will be installed between the foot print of existing finished water pump station and generator. The design and plantings will be similar to the GAC's bioretention basins. Plants include witch-hazel, Chicago lustree viburnum, and inkberry. All of which were approved for installation in the GAC's bioretention basins. Compatibility with Surrounding Area and Entrance Corridor The location of the new pump house meets zoning requirements including a 50 foot set back from residential developments. There will be temporary disturbance to the 30 foot undisturbed buffer to remove the existing FWPS, and permanent disturbance to by the bioretention basin. In county code section 18.26.5.c disturbance in the buffer may be granted if: "(i)adequate landscape screening does not currently exist and disturbance is necessary to install screening that meets or exceeds the screening requirements in section 32.7.9,"or"(iv)disturbance will result in improved screening through the use of a berm, a retaining wall or similar physical modification or improvement". To meet these code requirements additional trees shall be added to the buffer,and a berm outside of the buffer with bushes on top. Plantings include Shadblow service berry, and Leyland cypress. The additional plantings and the berm will result in enhanced and improved screening. The groves on the north, east, and west side of the site shall be preserved to maximize the screening of the site. It should be noted that the existing tree canopy for the parcel shown on the FWPS plans is less than what is shown on the GAC Upgrade plans. This is because the RWSA will be performing maintenance to the corridors for the waterlines that run through the north grove along Three Notched Road, and the westtrove in the middle of the+parcel. This will be under a separate maintenance project from the FWPS project. The Overall tree canopy farthe site will be 13%(0.53 acres)of the parcel, meeting the zoning requirement of 10%overall tree canopy. As mentioned above the proposed FWPS will be constructed with the same material and in the same style as the previously approved GAC facility. The size and height of the pump house is minimized to fit the equipment and the height of the generator. The generator is located on the east side of the building for multiple reasons. It minimizes the sound the residential neighborhood to the west will hear, and allows access for maintenance and removal. The generator must be slide from under the gable. For these reasons, it was not placed on the south side of the pump house. The thick vegetation and elevation difference between the roadway and the pump house will provide screening for the generator, transformer, and HVAC condensers. The color rendering demonstrates the visibility of the building from the roadway. Currently the GST can be seen from the roadway. This tank is noticeable due to its light blue exterior. By moving the FWPS further up the slope, it will screen the GST and be less noticeable with its red exterior. Concluding Remarks At a meeting with Ms. Ellie Ray of County Planning Department on February 8, 2016, it was indicated that this project could be brought to the Architectural Review Board as an Amendment to the GAC Site Development Plan. This was confirmed via email from Ms. Margaret Maliszewski of the County Planning Margaret Maliszewski October 24, 2016 Page 4 Department. We feel the proposed changes are consistent with the approved GAC Facility Site Plan and Certificate of Appropriateness. In addition, the new location of the FWPS will not detract from the corridor. The proposal is for a small pump station,which requires no additional parking and does not necessitate any entrance changes, so a Minor Site Plan amendment should be submitted. Question/answer: The applicant was advised that there is a required 30' buffer between the subject parcel and the adjacent property near the proposed pump station. The concept provided prior to the meeting shows disturbance in this buffer area, but the applicant said they believed that the disturbance could be avoided. If it can't,a special exception as outlined in Section 26.5(d)will be required. Special Exceptions must be approved by the Board of Supervisors. Question/answer: The existing pump station is located within the required buffer, and is proposed to be removed;will the removal be considered buffer disturbance? I consulted with Ron Higgins and he said as long as the removal doesn't result in any tree removal or grading, it would not be considered disturbance. If any trees need to be removed or any grading is necessary, the applicant will need to apply for a special exception as outlined in Section 26.5(d).
