RE: SDP201700069 Brookdale — LOR 1
Dear Sir:
I am unable to approve the phasing request as proposed. Please revise the plan to adequately address the
following review comments:
Planning — Christopher Perez
1. [4.12] Required Parking. As proposed phase 1 lacks the required amount of parking spaces needed to
serve building 400. The building requires 24 parking spaces; however, only 22 parking spaces are
provided. Revise.
2. [4.12] Required Parking. Ensure the phasing and required parking listed in the parking chart/table
match what is proposed in the phasing plan. Currently there are discrepancies between the two. Please
revise.
Engineering —Matthew Wentland
1. The inlets on Lower Brook Court empty into the basin at the floor elevation of 450, which would be
underwater during a storm event. The top of Inlets 22 and 23 are 456.29 and 457.02, while the pond WSE
during the 2-year storm (ESC mode) is 460.15, causing flooding. Even with the pond in SWM mode, the
10-year elevation in the pond is 459.51 and will cause flooding at the inlets, which we do not want.
Before we can approve the LOR, both of these issues will need to be addressed with a WPO amendment.

Building Inspections — Michael Dellinger
I'm not aware of how this project is permitted, however two points need to be addressed:
1. Each building would have to have separate building permits so the system could generate CO's for each
building.
2. Each building would have to have separate fire alarm systems as to report each building separately.
ACSA — Richard Nelson
Review comments are pending, to be forwarded upon receipt. ACSA's approval is required prior to
approval of the LOR.
Fire and Rescue — Shawn Maddox
Review comments are pending, to be forwarded upon receipt. Fire and Rescue's approval is required prior
to approval of the LOR.
Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The
Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's
website which may be found under "Departments and Services" at Albemarle.org. In accord with the
provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final
site plan to address all of the requirements within six (6) months after the date of this letter the application
shall be deemed to have been voluntarily withdrawn by the developer. If you have any questions about the
