VARIANCE REQUEST
The applicant (James River Runners) requests relief from Section 30.5.2.2 of
the Zoning Ordinance to allow a 2 square foot directional sign to be located
10 feet from Route 20S right-of-way, a variance of 40 feet; and also relief
from Section 21.7.1 to be located 10 feet from Route 726, a variance of 20
feet. The applicant requests relief from Section 4.15.3.7 to allow three (3)
freestanding signs, a variance of one (1) sign.
George A. Dansey, owner, requests relief from Section 30.5.2.2 of the Zoning
Ordinance to allow a 2 square foot directional sign to be located 16 feet from
Route 6 right-of-way, a variance of 34 feet.
AREA CHARACTERISTICS
The numberlsign is located on a grassed area lower than the road surface
between the bank parking area and highway Route 20. Adjacent to this sign is
the Calico House's directional sign, and the National Bank's freestanding
business sign. All signs are visible from both Route 20 and Route 726. Adja-
cent to the bank's property is the Scottsville Shopping Center, and all other
properties are residential. The number 2 sign is located in an open field
area at the intersection of Route 6 and Route 726. Dansey Plumbing and Heating
Business is located beyond the sign site. Adjacent properties accommodate
W.F. Paulette Building Supply, Smith Chevrolet on the opposite corner, and
directly across Route 6 is the Scottsville Shopping Center.
ZONING HISTORY
The Board of Zoning Appeals granted a variance for a directional sign for the
Calico House to be located 10 feet from Route 20, a variance of 40 feet; and
10 feet from Route 726, a variance of 20 feet on the Bank's property. Tax Map
131A(1)/64.
COMPREHENSIVE PLAN
The Urban Land Use Plan indicates residential development across from the
Bank and Shopping Center Development.
STAFF COMMENTS
The intent of the Scenic Overlay District is to regulate the size, design,
and location of signs within said district. The applicant's signs meet these
standards with the exception of the setback. The ordinance reduces the aggre-
gate area by one half for all signs in this district compared to others. The
visibility of all signs become essential with regard to their location.

STAFF RECOMMENDATION
Both signs are designed to be low key and present no obstruction to sight re-
striction. The setback from the road right-of-way can be construed to be a
hardship due to the sign size. The directional sign need not be of great size
but does require good visual contact by the motorist. We recommend approval
of the signs as submitted.
