Tax Map/Parcel: 61W - 03-24 Acreage: Zoning: C-1 Location: Property fronting on the intersection of Route 29 North and Hydraulic Road VARIANCE REQUEST: The applicant requests relief from Section 4. 15.3.6 to allow the erection of 76 square feet aggregate area of freestanding sign - less 10 square feet granted per variance, VA-82-20 - a variance of 16 square feet. AREA CHARACTERISTICS The location was the site of a Safeway store. Renovation of some the building has taken place and is on-going at present. Currently housed is Piece Goods Shops, Fabric & Ammenties Retailer; and proposed is a Medical Emergency Clinic and Health Club. Adjacent to this property is a 7/11 Convenience Store and Laundromat - Car Wash - Gas Sales. Sperry Rand owns adjacent property which is undeveloped or in its natural state. The one (1) building will house the three (3) businesses and existing parking will be adequate for such uses. ZONING HISTORY The Board of Zoning Appeals granted Piece Goods a variance, VA-82-20, to allow sixty (60) square feet of freestanding sign and 200 square feet for wall sign. COMPREHENSIVE PLAN Calls for Industrial Development of this Area - and for road improvements. One adjoining property is zoned industrial which is owned by Sperry Rand. STAFF COMMENTS The Board of Zoning Appeals has granted a variance, VA-82-20, to allow the erection of sixty (60) square feet of freestanding sign, plus doubled the allowable wall signage of 100 square feet - now permitting 200 square feet. Thus granting the variance gave the property the same provision allowed HC property in regard to the wall signage. The use of the property by three occupants instead of the one diminish each share of the allowable footage. The site has frontage on two (2) roads which serve as major arteries to the city. STAFF RECOMMENDATION If the property was being used by one occupant, the signage would be adequate. Now you have three (3) occupants which have to share the same aggregate area for signs. 410.00 'Poor STAFF REPORT - VA-84-27 Page 2 By granting the variance, VA-82-20, the Board has given relief to allow for 200 square feet of wall sign, and 60 square feet of freestanding. We cannot find any further undue hardship, and in no way restricts the occupants from adequate means of signage because of the variance already granted. At the location in Charlottesville at the intersection of highways Rt. 29 north and Hydraulic Road you have a "Coming Soon ' Piece Goods Sign. This sign was for a temporary location and use, and must be moved from the site on or before January 1, 1983. We appreciate your cooperation in handling our request. Prompt Care will be sending you their sign specifications and completed permit in the very near future. Safeway who now owns the property (purchased from Hubbard Real Estate Investments) is in the process of approving the signage for both prospective sub tenants and these approvals will be sent to you the moment they are recieved by me.
