BLUE CIVIL ENGINEER a LAND SURVEYOR CHARLOTTESVILLE r VIRGINIA ww •we STAFF REPORT - VA-84-34 Applicant: Pleasant Grove Church Tax Map/Parcel: 31/54 Acreage: 1.665 Zoning: Rural Areas, RA Location: Located on the east side of Route 743, approximately .2 mile south of the intersection of Route 606 and Route 743 VARIANCE REQUEST The applicant requests relief from Section 30.2.4.1 of the Zoning Ordinance to allow the addition of two rest rooms that would penetrate the airport protection area. AREA CHARACTERISTICS The applicant's property is located in a relatively undeveloped area. A few single-family homes are located further south along Route 743. The church is a nonconforming structure which is located in the airport's runway clear zone (glide path) and approximately 2500 feet from the edge of the runway pavement. The church has approximately 1500 square feet floor area. ZONING HISTORY None COMPREHENSIVE PLAN The applicant's proposal does not impact the Land Use Plan. AGENCY COMMENTS None STAFF COMMENTS The applicant's proposal has been reviewed by the Charlottesville-Albemarle Airport Board. The Board stated that it has no problems with the church's proposal. The staff is of the opinion that a hardship exists because the strict en- forcement of the Zoning Ordinance would unreasonably restrict the use of the property; the problem is unique in that the hardship is not shared generally by other property owners; and no substantial detriment to adjacent property owners will result nor will it change the character of the zoning district. Also, public safety does not present an issue because no increase in public assembly is proposed.
