Also requests relief from Section 4 . 15. 3. 7 to allow 3 freestanding signs , a variance of 1 sign. AREA CHARACTERISTICS The site was occupied by Charlottesville Hardware until Worrell Newspapers became the owner . Adjoining the property to the east is Phillips Building Supply, and to the rear is Mini Warehouses . Residences are located on the north side of Rio Road with the exception of the entrance of Greenfield Court which houses WWW Electronics on one side and an apartment building on the other. The parking area and building entrance is below the grade level of Rio Road. The topography of the grass islands is higher than the road level . U-Store-It has an existing sign located on the west end of the property fronting on Rio Road. COMPREHENSIVE PLAN The Urban Land Use Plan has all quadrants of the intersection designated for commercial , except the one where WWW Electronics is existing. STAFF COMMENTS The grass islands have been raised due to added fill , and trees have been planted on them. Both areas on Berkmar Drive and Rio Road have been redone in like fashion . The visual access has been compromised since the grade level of the islands have been changed. The trees furthrcomprom,,se visual accessibility. Due to the above changes , the 30 foot getback area offers limited visibility on the interior part of the site. r.r Page 2 Staff Report - VA-84-58 STAFF RECOMMENDATION The applicant has changed the site and has affected the possible location of their signs at the required setbacks. The results of the changes represents a hardship to locate the main identi- fication or business sign , and the information sign at the ���w.r2, required setback. The directional sign can be located at the p'0 required setback. We recommend the following: Aeeywwl Requested Variance #1 - 5 ' X 8 ' identification (business) sign setback with a limit to the size submitted. Requested Variance #2 - Denial Requested Variance #3 - Approval with limit to size submitted. Nor ADDENDUM TO STAFF REPORT - VA-84-58 APPLICANT: Worrell Newpapers VARIANCE REQUEST The applicant requests relief from Section 4. 15. 3 . 7 to allow 3 freestanding signs. Located on the property at present is a location sign for U- Store-It approximately 16 square feet in aggregate area. The applicant would not be allowed to erect the three signs mentioned in the variance and maintain the existing U-Store- It sign also.
