SDP2018-67 Northside Material Recovery Facility - Initial Site Plan
Mr. Shimp,
The Agent for the Board of Supervisors hereby grants administrative conditional approval to the above referenced
site plan. This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as
provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues
approval of the final site plan.
The final site plan will not be considered to have been officially submitted until the following items are received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. A fee of $1,613.
Please submit 13 copies of the final plans to the Community Development Department. The assigned Lead
Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the
final site plan, please work with each reviewer individually to satisfy their requirements.
The Department of Community Development shall not accept submittal of the final site plan for signature until
tentative approvals for the attached conditions from the following agencies/reviewers have been obtained:

Subject: SDP201800067 Northside Material Recovery Facility - initial site plan
The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by
the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
Comments to be addressed with the Final Site Plan submission:
1. [4.18.04, 5.1.51, 5.1.52, & 26.5(C)] Multiple Special Exceptions (SEs) are required for what is proposed in this initial
site plan. The SEs must be approved prior to approval of the final site plan. Compliance with the special exceptions if
granted, and their conditions of approval, is required. If one or more of the proposed SEs are not granted, or if other
measures are necessary, a major redesign of the site may result in the need to begin with a new initial plan. Portions of
sections 4.18, 5.1.51, 5.1.52, & 26.5 are not met in this initial site plan. Any requirement that are not granted an
exception must be met.
2. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code.
3. [Comment] Any timeline for compliance and submission that is specified in the SE conditions of approval, once the
SEs are approved, must be met.
4. [Comment] Ensure uses listed in the "Narrative of Operation" match those specified in any approved special
exceptions or special exception conditions.
5. [4.12] The existing entrance and vehicle parking lot were established without site plan approval. These must meet all
ordinances and design standards. If they are to remain, all required details, per the initial and final site plan checklists,
must be provided to review and approve the parking lot and confirm all ordinance requirements and design standards
are met. If any vehicle storage is to be provided specify and label the area and ensure all ordinances in reference to
vehicle storage are met.
6. [Comment] A boundary line adjustment combining the parcels as shown in the initial site plan is required to be
recorded prior to final site plan approval.
7. [30.6] ARB approval is required for this site. ARB review process and approval will require additional information
about the landscape buffer from Route 29, among other requirements, and may require revision to the site plan layout.
8. [32.5.2(i), 32.5.2(n), 32.5.2(m)] Streets, easements, and travel ways. & Ingress and Egress. The entrance to the
proposed use is existing but insufficient information is provided to review it for compliance with minimum
requirements. Revise the site plan to depict, label and dimension all existing site improvements that are required for the
proposed use, including site layout and material sections. Among the conditions to check are:
a) Add the state route number to Northside Drive.
b) Add the centerline radii and pavement widths for the travel way and entrance.
c) Ensure the entrance meets all requirements, is fully dimensioned, and is clearly visible and differentiate from other
features.
d) Add the distance to the centerline of the nearest existing street intersection.
e) Ensure the required employee parking that meets all zoning ordinance requirements and do not exceed the number
of parking spaces allowed.
f) Provide all required dimensions and layout for the parking lot and ensure the parking lot meets all requirements.
The "existing" parking lot was never approved on a site plan and does not meet the requirements of a parking lot.
g) Clearly delineate loading and service areas.
h) If there is a need for work vehicle storage delineate and designate the area separate from employee parking,
loading, and/or service areas. Ensure any vehicular storage meets all requirements of the ordinance.
i) Defined access aisles that meet all requirement including width, layout and materials.
j) Provide the required landscaping in the parking lot and along the street.
k) See engineering and fire rescue comments on the "Travel Way" shown on the site plan. Clarify the use of this
access and ensure that it meets all requirements based upon that use.
9. [Comment] Ensure that all sheets of the final site plan show the same layout and dimensions. Various sheets of the
initial site plan show different information. That includes but is not limited to the existing tree line and the stockpile
locations and shapes.
10. [Comment] If this site plan is approved the proposed use of `Material Recovery Facility' will only be approved for this
one site and the TMPs specified in this site plan. No other parcel can be used for any component `Material Recovery'
processes without site plan approval. The initial site plan under review only considers TMP 32-22C3, 32-70, 32-71 &
32-72 for the proposed use as applied for and depicted on the initial site plan. If the owner intends to include any other
additional parcels in the proposed use, submit a new initial site plan to include those two parcels complete with a new
application & fee.
11. [32.5.2(i), 32.5.2(m)] Streets, easements, and travelways. & Ingress and Egress. On the final site plan provide a Deed
Book Page Reference number for any existing easements. Provide this information on the existing sight distance
easement.
12. [32.5.2 j] Existing sewer and drainage facilities. Address the following:
a) Show all existing sewer and drainage on the site plan. If the existing drainage easement that parallels Northside
drive is to remain the trees within it can not be shown as "preserved" and alternative locations for screening trees
may be required to screen the site from the entrance corridor. See ARB comments.
b) Show a Deed Book Page Reference number for any existing easements. Provide this information on the existing
drainage easement
13. [32.5.2(j)] Existing sewer and drainage facilities. On the final site plan assure that the existing water lines are depicted.
See ACSA comments attached.
14. [4.12.15(a)] Surface materials. All parking areas consisting of four (4) or more spaces shall be surfaced.
Revise the plan to provide the required surfacing or request gravel for the site through a modification request under
Section 4.12.2(c) & 4.12.2(c)(2). If such a modification or waiver is approved provide the following note on the plan:
"Gravel parking and access aisles have been permitted for the site pursuant to section 32.3.5 Variations and
exceptions, which allow modification of 32.7.3 Onsite parking, which is designed and constructed as provided in
section 4.12. "
15. [4.14, 4.14.1 - 4.14.51 Performance standards for industrial uses apply to the proposal. Address the following:
a) On sheet 1 provide the following note: "Performance standards for industrial uses apply to the proposal as
dictated by Section 4.14.1 - 4.14.5 of County Code and the use shall be subject to those standards ". Also, on the
sheet 1 provide the following note: "This use is subject to Section 4.18 Noise regulations. "
b) A special exception has been requested in reference to the sound performance standards because the equipment
proposed does not meet all of the requirements of 4.14. This is being evaluated in the special exception and
certified engineering report process. All requirements must be met unless specifically allowed by a special
exception.
16. [4.14.5] Certified Engineers Report. A Certified Engineers Report was submitted with this initial site plan and is being
reviewed as part of the special exception process. The Certified Engineer Report must be approved by engineering
prior to the approval of the final site plan. All requirements and performance standards must be met unless specifically
allowed by an approved special exception.

17. [32.7.9.7(a)(1) 5.1.521 Screening. The site is adjacent to residential zoned property. Based on the site conditions,
landscape screening meeting the requirements of Section 32.7.9.7 must be provided. Also, sections 5.1.52 requires a
solid wall or fence to screen outdoor storage. If the submitted special exceptions are approved, then revise the final site
plan to match special exceptions and their conditions. If the special exception is not approved revise the site plan to
meet all ordinance. Prior to final site plan approval screening shall be provided and approved on a landscape plan.
Ensure if the proposed opaque security fence is to connect to the existing fence within TMP 32-67 that the existing
fence is clearly and accurately depicted on the final site plan. An offsite easement will be required for any fence that is
to be proposed on this adjoining site.
18. [32.5.2(k)] Proposed sewer and drainage facilities. The use requires water consumption to operate. At SRC the
applicant stated they intend to utilize public water to serve the site. The extension of public water to the site shall be
shown on, and reviewed as part of, the final site plan and must be approved prior to final site plan approval. Also, see
the attached ACSA comments.
19. [Comment] Offsite easement. Provide copies of all off -site easement. Off -site easements will be required for this site
plan. There will be an off -site preservation easement for the screening trees and there will be an off -site easement for
the proposed opaque security fence. Submit the easement for review and approval. Approval and recordation of these
easements will be required prior to site plan approval.
20. [32.5.2(k)] Private & public easements. Provide the location and dimension of all existing and proposed private and
public easements.
21. [32.5.2(1)] Existing and proposed utilities. On the final site plan depict the location of all existing and proposed utilities
and utility easements, to include water, sanitary sewer, electric and gas easements. Indicate the deed book and page
reference for all exiting utility easements located on the property.
22. [32.5.2(1)] Existing and proposed utilities. On the site plan depict and label what type of power is required for the
proposed equipment. If the equipment is to run on a petroleum product the regulations in Section 5.1.20 shall be met
prior to final site plan approval. If the equipment is to run on electricity, or if bathroom facilities will require a power
line to the parcel, provide this information on the plan.
23. [Comment] The proposed use lists 4 employees; however, there are no restrooms provided onsite. See the VDH
comment. If restrooms are not provided on site provide a note on the final site plan to document any arrangement with
adjoining lots. Prior to final site plan approval, the Health Department shall verify that any existing septic system for
adjoining parcels specified has adequate capacity to handle the additional users.
24. [32.5.2(n)] Existing and proposed improvements. If there is to be a sign for the proposed use, on the final site plan
depict and label the sign location. (Depicting the sign on the final site plan is not approval of the sign location or type).
25. [32.5.2(e), 32.5.2(p), 32.6.2(j) & 32.7.91 Provide a full landscape plan that provides all required landscaping,
calculations and meets the landscaping requirements for 32.7.9. Ensure all calculations and graphics correctly represent
the existing and proposed plantings and planting areas. Please note, no landscaping appears to be proposed to meet the
requirements for either the street trees or the parking lot. These requirements must be met.
26. [32.5.1, 32.5.2(a), 4.191 Yards. Revise the Setbacks and Height on the cover sheet to include those specified in 5.1.51
& 5.1.52. If a special exception is granted for any of these setbacks include the approved exception in this area of the
over sheet.
27. [32.5.2 (e), (n) 32.6.2(j) & 32.7.9.4 (b)&(c)] Address the following:
a) Preserve all existing trees that are to remain. There are "Existing trees to be Preserved for screening" within the
site. If they are to remain include the following:
i. Areas and other features shown on landscape plan. The landscape plan shall show the trees to be preserved,
the limits of clearing, the location and type of protective fencing, grade changes requiring tree wells or
walls, and trenching or tunneling proposed beyond the limits of clearing.
ii. Conservation checklist. The applicant shall sign a conservation checklist approved by the agent to ensure
that the specified trees will be protected during construction. Except as otherwise expressly approved by the
agent in a particular case, the checklist shall conform to the specifications in the Virginia Erosion and
Sediment Control Handbook, pages III-393 through III-413, and as hereafter amended.
b) On the existing conditions sheet label the area of existing trees with the type of trees (evergreen, deciduous, or a
mix of both) and show areas where existing vegetation will be removed.

c) Ensure that all "Existing trees to be Preserved for screening" have trees in them and ensure areas which do not
have woods are not included in the areas or in the calculation for the areas. The tree lines on sheet C4 and C5 do
not appear to be in the same place. Ensure the existing tree lines are correct and consistent in the site plan.
d) Ensure that the requirements of 32.7.9.4(b) are met for any existing trees being utilize in lieu of new plant
materials.
28. [32.5.2 (n)] Show the location of any outdoor lighting. Any free standing or building mounted lighting must be shown
in a photometric plan and meet all requirements. Ensure all lighting meets County requirements.
29. [32.8.2] Infrastructure improvementplans. Show all proposed infrastructure on the site plan. All infrastructure
required shall be reviewed, approved, and built or bonded before the final plat and/or final site plan can be approved.
This includes but may not be limited to, the WPO plan, the water and sewer connections and any VDOT entrance
modifications. No water and sewer infrastructure have been shown as being proposed. However, DEQ requirements
(such as for sprinkling the stockpiles) and VDH requirements for providing bathrooms for the employees has not yet
been addressed. See comments from other reviewers for more information
30. [32.5.2 a] General information. Provide all the required information for adjoining parcels including the present use.
31. [Comment] See the other SRC reviewer comments attached. All SRC reviewer comments must be sufficiently
address prior to final site plan approval.

The initial site plan for Northside Material Recovery Facility has been reviewed by Engineering. The
following comments will need to be addressed before Final Site Plan approval:
1. VSMP Plan (WP0201500001) must be amended and approved before final site plan can be
approved.
(2"d Review) — Still applicable.
2. This appears to be a borrow, fill or waste area. If so, all the requirements of [18-5.1.28] must be
met.

3. Plans should be signed, sealed and dated by professional [18-32.6.1].
(2"d Review) — This can be addressed with the Final Site Plan.
4. The deed book and page should be shown for all existing easements.
(2"d Review) — Not addressed but can be provided with the Final Site Plan.
5. Direction of north arrows are inconsistent. Please clarify and correctly show the north direction.

use, it can be relabeled as a "access drive". Entrance will need to meet VDOT entrance standards.

The ARB provided the following recommendations at the 13/2/2018 ARB meeting:
1. Landscape screening is recommended instead of a fence or wall. Screening should include the off -site wooded
area on TMP 32-73.
2. Maximum stockpile heights as listed on revised plans are acceptable.
3. If the requirement that all manufacturing, compounding, assembling, processing, packaging, or other industrial
business activity be conducted within a completely enclosed building is maintained, locate the building outside
of the EC overlay.
In addition, staff provides the following additional comments based on the 3/11/2019 resubmittal for the portion of
the site that falls within the Entrance Corridor overlay:
For the site plan:
1. Show the drainage easement on Sheet C5.
For the special exceptions:
2. The conveyors, crusher and screen plant shall not be located within the Entrance Corridor overlay.
3. Supplemental landscaping for screening is subject to ARB review and approval on the final site plan. Such
screening shall include, but not be limited to, landscaping to compensate for trees in the drainage easement
that are not under the control of the property owner.
4. A condition of approval should address the timing of conversion from the existing large stockpile to the smaller
24'-tall and 28'-tall stockpiles.

1. 20' travel way must be provided to within 150' of the farthest edge of each pile in the event fire suppression response is
required. Turn arounds must also be provided for any travel way greater than 150' in length. Contact the fire marshal's office
for specifications if needed.
2. If there will be a gate, or some other means of controlling access; a knox box will be required. Location can be coordinated
with the fire marshal's office.
3. A hydrant should be added on site to prevent a long hose deployment and prevent blocking traffic on Northside Drive in the
event of a fire on the property.

facility available, i.e.: a portable privy.
