From: Paty Saternye- Senior Planner Division: Planning Services Date: June 8, 2019 Subject: SUB-2017-217 Sub Plat 88-26B Final Subdivision Plat The County of Albemarle Planning Division will grant or recommend approval of the Final Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] [14-309, 14-310 & 14-416] Soils evaluation; Health Director Approval. The subdivider shall submit to the agent with each final plat the results of percolation tests or other methods of soil evaluation used to determine the suitability of the soil for subsurface drainfields. These results shall be forwarded by the agent to the health director. Please note that even the existing drainfield (primary and reserve) must be shown to ensure that the locations are within the proposed lot boundaries. VDH must specify that they approve, or have approved, both the drainfield areas for both the proposed and residue lots prior to approval of this subdivision plat. 2. [14-235 (A)] The subdivider shall submit a maintenance agreement as required by section 14-317. See the attached template for private street maintenance that can be utilized to create the maintenance agreement. 3. [14-412] Standards for private streets only. The surveyor shall include the following wording on the plat: "The existing and/or proposed right-of-way is of adequate width and horizontal and vertical alignment to accommodate a travelway passable by ordinary passenger vehicles in all but temporary extreme weather conditions, together with area adequate for maintenance of the travelway, as required by section 14-412 of the Albemarle County Code." 4. [14-302 (A)(10)] Right of further division of proposed lots. Revise the development rights note to state that "Parcel X is assigned 1 development right and may not be further divided." Also, add the note that "The residue of Tax Map Parcel 88-26B is retaining 4 development rights and when further divided it shall not consist of more than 28.086 acres." 5. [14-302 (13)(1)] General Information. Address the following: a) Include a date of the last revision. b) Revise Sheet 3 to have the correct scale bar and scale in the title block. They appear to not match the scale of the survey on that sheet. 6. [14-302 (13)(7)] agricultural -forestal district. The proposed lot does not lie in the Ag/For district, but the residue lot does. Therefore, the note is incorrect. Revise the note on the coversheet to specify that the proposed lot is not within, and the residue lot is within, the agricultural -forestal district. 7. [14-302 (13)(8)] Yards. Revise the plat to include the setback requirements in the RA to also include the setback for exterior public streets. This applies to the residue parcel. [14-303 (E)] Dimension standards and information on all lots, streets, alleys easements, and shared driveways. Address the following: a) Revise the label on the "New 30' Private Access Easement" to instead be "New 30' Private Street Easement". This is required to be a "private street" in order to provide street frontage to he proposed lot. b) There is linear and curvilinear data provided for the proposed private street, however, there are no labels or delineation on where one section ends and the other begins on the plat. c) Ensure the center point of the proposed private street easement has ties, with bearing and distance, on both ends and in both directions. d) It is unclear where point L1, near where the proposed private street enters the proposed lot, ends. Clarify the monumentation. 9. [14-303 (E) & (H)] Dimension standards and information on all lots, streets, alleys easements, and shared driveways; Monumentation. Revise the plat to provide additional monumentation information and to differentiate between pins found and pins to be set. There appears to be only one pin found on the plat. 10. [14-303 (E) & (1)] Dimension standards and information on all lots, streets, alleys easements, and shared driveways; Bearing and distance ties. Revise the plat to include the bearing on all of the distance ties that locate the proposed parcel. 11. [14-308.1] Groundwater assessment information. The groundwater assessment fee has been paid and the assessment will be forward to you when it is available. 12. [Comment] See the attached comments from engineering. No VDH submission has bene made at this time. VDH approval is required before approval of the plat.
