The following items have been identified and need to be submitted for the application to be deemed complete • Conceptual grading for the property • Traffic information scoped with the County Transportation Planner, as required with the first pre-app comment memo provided to Mike Meyers. The Transportation Planner has briefly reviewed the traffic information submitted and is of the opinion additional information is needed to review the proposal adequately. Providing this information with the initial distribution of the proposal/application will ultimately result in a more efficient review of this application. Please correct and provide evidence that these items have been completed no later than Thursday,June 28th,2018. If these items are corrected after Thursday,June 28th,then your application will be processed with the next applicable round of application submittals. Submittal Schedule If these items are corrected by Thursday,June 28th, and the application is deemed complete,you will receive an additional email instructing you on when the fee for the application must be paid. I do not consider a grass emergency vehicle access point to be a permitted entrance so as far as VDOT is concerned there are no sight distance requirements for that point. It is named Proffit Road Townhouses. As part of this discovery, we have been looking more closely into the required sight distances from the primary (Road A) and the emergency entrance (Road C) . And we have found a problem with the vertical portion of the sight distance on the primary entrance. On the attached PDF, I have added the sight distance profiles for both the primary and emergency access entrances. On the primary entrance, the sight distance line (right) intersects with the grade along the centerline of Proffit Road. Therefore, we do not have an adequate sight distance. As shown in the profile, the primary entrance is located beyond the high point in the roadway adjacent to a natural sag. In our previous discussions, we were urged to locate the primary entrance as far to the east as possible, hence the location of our primary entrance, but looking at the vertical information, this does not seem like the best option. The entrance "wants" to be closer to the natural high point in the road, so we are proposing several solutions: 1. Switch the primary and emergency entrances; o The primary entrance is now off of Road C, and the emergency access is now off of Road A, o The vertical sight distance for this set up (see the emergency entrance profile) provides full visibility of on -coming traffic in both directions, o The Proffit Road/Road C intersection is approximately 408' feet from the Proffit Road/Leake Square intersection. 2. Keep both entrances open until the improvements at Proffit Road/Leake Square intersection come on line, o The later improvements to the Proffit Road/Leake Square intersection may help solve the vertical sight distance issues at the intersection of Proffit Raod/Road A. This intersection could then become the main intersection at that time and the Proffit Road/Road C intersection could then be closed and maintained as the emergency access road. 3. Keep both entrances open, but the entrance at the intersection of Proffit Raod/Road A is right in/right out, therefore avoiding the issue of the vertical sight distance to the right. I hate to rush a discussion on this, but we need to have the plans back to County by February 14 to make it onto the March 20th Board of Supervisors agenda. As such I would like to have a solution, whether it be one listed above or another solution by this Thursday. Thanks in advance for your help.
