I /A;/ ... nAllif / / l / 7/ ‘, 0 7 __.,..........-- /a / �/ r . /0 / /N( i h i / /' S3o �� n s_ 27 Awe STAFF REPORT - VA-85-23 APPLICANT: Church of the Brethren for Eastern District of VA TAX MAP/PARCEL: 62A(1)/K1 ACREAGE: 6.07 acres ZONING: R-2, Residential LOCATION: On the east side of Route 631 just south of the intersection with Route 651 - Wakefield Road VARIANCE REQUEST The applicant requests relief from Section 14.3 of the Albemarle County Zoning Ordinance to allow an identification sign to be located 12 feet off of state right-of-way, a variance of 18 feet , and also requests relief from Section 4.15.3.3 to allow an identi- fication sign to be 15 square feet , a variance of 13 square feet . AREA CHARACTERISTICS The church site is located in a mixed residential area and also in the vicinity of some commercial development . Single-family residences are adjoining the property to the east and north. Located south of the property is another church and even further commercial uses - including a convenience store, TV repair shop, Lawn Tractor Sales, and a service station. Across from the property is located Fountain Court Apartments, and Pine Haven (a duplex housing development ) . The existing church building is located a considerable distance from the existing road Route 631. The present church sign is located within the highway right-of-way. There are a couple of large trees that provide the sign shelter. The area in front of the church is used for lawn purpose. The church parsonage is located approximately 150 feet± south of the church building on the same property. COMPREHENSIVE PLAN The Urban Land Use Plan designates the church and abutting properties low to medium residential . Commercial designation south of Huntington Road, and High Density residential on the west side of Route 631 (Rio Road) . AGENCY COMMENTS An important fact is that the highway right-of-way on Rio Road is ninety (90) feet in width. The largestportion of that right- of-way is on the applicant ' s side (east) . STAFF REPORT - VA-85-23 Page 2 ZONING HISTORY - VICINITY Tax Map 62A(1) , Parcel F18, Zoned R-1. VA-80-47 - Northside Baptist Church the variance allows sign to be located two (2) feet from road right-of-way, a variance of 28 feet . The variance permits an identification sign to be no larger than 12 square feet in size, a variance of10 square feet . Tax Map 61, Parcel 146A, Zoned C-1. VA-83-07, Central Virginia Lawn and Garden Equipment . The variance allows a freestanding business sign to be located one (1) foot from the highway right-of-way. STAFF COMMENTS The area in front of the church is not used because of the amount of right-of-way width on the applicant ' s side. Traveling north on Route 631 you make visible contact with the present church sign about the area of the intersection of Huntington Road. Going south on Route 631 you have your visibility diminished by the location of the trees adjacent to the sign. A new location would provide more direct visible access to the sign as with the proposed size, which is not any larger than the existing one. Initially, the effect of the proposed sign will not be any different because no physical changes will be made to the property. If and when the road is widened, the true setback of the sign would be realized. The staff is of the opinion that unique circumstances exist with the road right-of-way width, the unde- veloped property with tree locations, and the setback of the structure from the present road.
