The Oak trees along Rio Rd have grown quite large since the original hedge of Dwarf Bufordii Holly were installed which have shaded out the plants, along with the oak trees aggressive root system robbing nutrients and water from the hollies. This has led to the original plantings to all die as well as the replacement plants that were installed back in the 2015/2016 time range. At this point from a professional view we feel like there will be no plant material that would be able to survive and thrive up against the current condition of the area. Getting new plant material to establish with the dense shade, the root system of the oaks, and the slope of the ground causing majority of water to run off would be near if not completely impossible. Below are our responses to the comments dated February 22, 2019. Comment 1. Submit site and architectural drawings with your LOR application. Everything that has been submitted for the ARB application must be duplicated and submitted for the LOR application. Response: Noted. Plans package now contains Architectural, Civil and Electrical plans, all represented on the Architectural cover sheet. LOR and ARB plans are the same and have incorporated all comments. Comment 2. Observe traditional conventions and revise the site plan drawings to orient the North arrow at the top of the page. Response: True North is represented on all Civil Plan sheets in a slightly west of north orientation. Comment 3. Revise the site plan drawings to include public roads Rio Road East and Putt Putt Place. Response: All Civil Sheets C1.00. C1.10 and C1.20 show Rio Road East and Putt Putt Place. Comment 4. Revise the site plan A03.01 which shows existing conditions to reflect the landscaping and site features that currently exist on the ground. This will require a site visit or survey. Response: New sheet C1.10 shows the Original 1996 Site Plan with current missing trees marked out. New Sheet C1.20 show what is to be replaced to bring the site into compliance with the approved 1996 Site Plan. Comment 5. Note that not all of the landscaping which was approved with the site plan in 1996 exists on the site today, which means the site plan is not in compliance (for instance, shrubbery on the eastern property line, near the southeastern corner of the site, is not visible in current - day (last capture July 2018) Google Street Views). This landscaping must be provided. Response: All landscaping and shrubbery has been documented across the Civil Plans. Trees and shrubs no longer present on site have been called out on Sheet C1.10 and proposed trees and ground cover are shown on Sheet C1.20. Comment 6. Note that there is no documentation of a previous Letter of Revision that approved the current location of the dumpster. The dumpster is not in compliance with the approved final site plan of 1996. Therefore, the dumpster location must be addressed in this Letter of Revision 4245 N. Response: The County does have proof of the dumpster location (which was approved via an ARB submission ARB-2013-5. As stated in an email dated February 26, 2019, this ARB approval was supposed to be coordinated and approved with a new LOR, which was never submitted (or approved). This revised LOR Submission includes the dumpster and its appropriate location onsite — including details/ sections and a photograph of the dumpster with respect to the passing view approaching the site along the Entrance Corridor. Our LOR letter now includes the dumpster as well. Comment 7. Revise the architectural drawings on sheet A09.11 to include all light fixtures visible from the Entrance Corridor (Rio Road East). Response: All requested information is included in this submission. This lighting information can be found in Plan view on Sheets A03.01 and Sheet C1.20. Comment 8. Respond to and address ARB comments that are provided in the attached letter. Response: All ARB comments are addressed and a Comment Response Letter for the ARB is submitted along with this Letter. Thank you for reviewing the attached plans. Below are our responses to the comments dated February 26, 2019. Comment 1. Ensure that the property lines drawn on the site plans are correct and that the site plans reflect all of the site conditions currently existing on the parcel. Response: Per comments for the LOR and Comment 1, all property lines and other site features have been represented to the best of our abilities as they currently exist on the parcel. Comment 2. Merge "site" and landscape plans on A03.01. Eliminate sheet E1.01. Ideally, your application package should consist of three site plan drawings (in addition to the building elevations you provided): Response: Site and landscape plan have been merged onto one plan on sheet A03.01. Sheet E1.01 has been removed from the project set of drawings. a. A Current Conditions and Demolition Plan that shows all current site features and all lighting and landscaping to be removed. This should include a schedule that explains exactly what fixtures will be removed and not replaced and what fixtures will be replaced. b. A Landscape Plan that shows proposed landscaping as well as current landscaping. This plan should also include all of the existing and proposed freestanding light poles on the site. c. A Lighting Plan that shows existing and proposed light fixtures, if the plan becomes too complicated to read, you may omit those light fixtures that are either outside of the scope of work and/or that will be removed and not replaced (those should be shown on the Current Conditions and Demolition Plan). Responses to a., b., and c.: Sheets C1.00, C1.10 and C1.20 represent the Original Site Plan (1996), the Existing Conditions Plan, and the Proposed Landscaping and Lighting Plans, respectively. Architectural Sheet A03.10 shows the sight lighting with respect to existing tree and shrub trimming. Additionally, the Electrical Plans provide a detailed photometric plan with all electrical notes and details outlining new site lighting and power. Comment 3. Ensure that all of the current and proposed wall -mounted lights are drawn on the elevations visible from the Entrance Corridor street (i.e., the south, west, and east elevations. The north elevation is not visible from Rio Road and therefore does not require ARB review). Response: A North, West, and East elevation has been provided on sheet A9.11 showing all existing light fixtures as well as all new light fixtures. 4245 N. Note that the color of the poles of the two proposed new freestanding lights has not been stated in the luminaire schedule or in manufacturer's specifications and that the new poles must match the color of the existing light poles on the site. This will be made a condition of the Certificate of Appropriateness. If bronze is the color of the existing freestanding light poles, then the color bronze must be selected for the two new proposed poles in order to maintain Consistency. Response: See fixture clarification note on sheet E0.01. (D.Edelman 5/30/2019) Comment 5. Remove light models R1, R2, and R3 from the luminaire schedule if they are to be removed and not replaced. Remove light model Y1 from the luminaire schedule if it is outside the scope of work. Response: Light fixtures R1, R2, R3, and Y1 have been removed from the luminaire schedule. Provide a landscape schedule on a revised landscape plan that details the plant symbol used; quantity, species; common name; caliper/size at planting; and canopy of any proposed (new) landscaping. Note that all proposed species should be selected from the Albemarle County Recommended Plants List; canopy calculations can be attained using this Plant Canopy Calculations reference sheet. Response: See Sheet C1.20 for this proposed landscape information. Comment 7. Provide the standard plant health note on the landscape plan: All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. Response: See note #17 on Sheet C1.20. Comment 8. There is spillover along the Rio Road frontage in excess of halt (0.5) footcandle (fc). As per the Zoning Ordinance Chapter 18, Section 4.17.4.b.1, spillover at the property line cannot exceed .5 fc into the public right-of-way. Please revise the proposal and plan ccordingly. Response: Fixtures have been revised to accommodate Zoning Ordinance and will not exceed .5 fc into the public right-of-way. (D.Edelman 5/30/2019) Comment 9. Provide a luminaire schedule on a revised lighting plan (i.e., ensure that the schedule is on the same page as the photometric plan). Response: Luminaire schedule has been added to photometric plan. (D.Edelman 5/30/2019) Comment 10. Provide the Maintenance Factor (LLF) as a category to the luminaire schedule. Note that light levels in excess of 20 footcandles is generally not accepted in the Entrance Corridor. Reduce the footcandle values in excess of 20 fc. Response: Foot-candles do not exceed 20fc around Entrance Corridors. (D.Edelman 5/30/2019) Comment 12. Note that the height and scale of freestanding pole -mounted light fixtures in the Entrance Corridor should not exceed 20 feet including the base. The two new proposed poles are listed as 25 feet AFG. Reduce this to 20 feet inclusive of the base. Response: Pole fixtures have been reduced to 20 feet AFG. (D.Edelman 5/30/2019) Comment 13. Add the standard lighting note to the plan: Each outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle. Response: Standard lighting not added to plan and fixture schedule. As noted above, this is the Third and Final Letter of Revision for this site. As per the requirements of Albemarle County, a total of three (3) Letters of revision are allowed before all changes to the plan are required to be submitted in the form of a site plan amendment. As part of a voluntary program, our client, Bank of America, has performed an assessment of the site in question and determined some improvement work is necessary to bring the site lighting up to current bank standards. Incidental to this effort, some changes to the existing Site Plan for Nationsbank at Rio Road (1505 Putt Putt Place, Charlottesville, VA SDP-1996-35) are necessary. The proposed changes to Site Plan SDP-1996-35 entail the addition of two (2) new light poles as denoted by Keynote #1 on the revised site plans. With the proposed work, it was recommended to us to bring the current Site up to the standards of the original Approved 1996 Site Plan. All of our proposed work is shown on the LOR and ARB Plans and the requested changes after first submittal are outlined in the Comment Response Letters; this includes new site lighting and the replanting of trees and shrubs which have since been removed from the site on unspecified dates. Additionally, we have provided the relevant requested information to the LOR of the Existing Dumpster Enclosure. The Architectural and Lighting/Photometric plans which accompany this LOR and Site Plans are included in this merged LOR/ARB submission.
