LOCATION: A joint entrance serves the development along
with Lakeside Subdivision at Brookhill Avenue
on the west side of Route 20 South, approximately
200 yards south of the intersection of Route 20
and Route 53
VARIANCE REQUEST
The applicant requests relief from Section 4.15. 3.3 of the Albemarle
County Zoning Ordinance to allow a sale or rental sign to be 21
square feet , a variance of 17 square feet .
AREA CHARACTERISTICS
The entrance to the Willow Lake development is gained through
joint access to Lakeside Subdivision. Lakeside is a single-
family residence subdivision. Adjoining property to the northwest
is owned and accommodates Piedmont Virginia Community College.
Further to the south of the development is Tandem School . On the
opposite side of Route 20 is undeveloped land, mostly wooded but
some open field area.
Traveling north of Route 20 the entrance is obscured with heavy
underbrush and several large willow trees. All of the above is
located on the south side of the entrance. Motoring south on
Route 20 pass the entrance to Piedmont Virginia Community College,
you change from a four lane with median strip to a two-lane road
before you approach the subdivision entrance. As indicated on the
subdivision plat , the new development entrance will branch off
the existing Brookhill Avenue. A modification of the present
entrance is under construction at the present time.
ZONING HISTORY
The Board of Supervisors on April 18, 1984, approved ZMA-84-1
(rezoning) with proffered general plan of development . A site
plan for all development has been approved also.
COMPREHENSIVE PLAN
The Urban Land Use Plan designates area from I-64 to the entrance
of Piedmont Virginia Community College as public/semi-public, and
the area southward from the Piedmont Virginia Community College
entrance to the intersection of Route 742 and Route 20, low
density residential. The east side of Route 20 is designated
as Open Space.

STAFF COMMENTS
Zoning of the property is R-4 (residential) which requires a 25
foot front setback, and being located on a scenic highway increases
that amount to 50 feet as per Section 30.5.7.1.
All signs in residential zones are very minimal in aggregate area.
The intent of the ordinance is to provide notification but not to
be obtrusive in size.
Provisions of the scenic highway section further restrict signs
to size, and setback to maintain the aesthetic value of the highway
corridor and hopefully still provide adequate notification.
In review of the applicant ' s situation the following was found:
1. Existing greenery at the entrance location and sign site
was heavy and spanned from the road right-of-way inward
on the property.
2. Visibility fair to good traveling south of Route 20.
3. Visibility almost nonexistent traveling north on Route 20.
4. At 50 foot setback proposed four square foot sign wouldnot be
readable with average size lettering-five inches.
To maintain the greenery and maintain the scenic view, but also
to provide adequate notification by means of a sign is a hard-
ship. The added setback of a sign diminishes its ability to
provide a readable message.
STAFF RECOMMENDATION
We recommend approval of the proposed sign, and further limit it
to one year from the date of approval as proposed by the applicant .
