Sign PerniitfBY-F'- %er" .yi.;..k.� Building Permit# i.r STAFF REPORT - VA-85-43 APPLICANT: Overlook Apartments Partnership TAX MAP/PARCEL: 78-20 ACREAGE: 4 . 655 acres ZONING: R-15 LOCATION: Southwest side of Pantops Drive , 300 + feet from State Farm Blvd . VARIANCE REQUEST The applicant requests relief from Section 4 . 15 . 3 . 5 of the Albe- marle County Zoning Ordinance to allow an identification sign to be 14 square feet , a variance of 12 square feet . AREA CHARACTERISTICS The Overlook Apartments site is located north of the State Farm Insurance Company on South Pantops Drive . All other property both physically joining and adjacent to is undeveloped . Entry and exit from the development will be by one source only. The proposed sign would be located on the upper side of the development . Another access to Pantops Drive is located approximately 200 feet west of Overlook which serves as one of two (2) entrances to State Farm. A directional sign indicating visitor , receiving, auto estimates is posted at that entrance to the State Farm Insurance site . COMPREHENSIVE PLAN The Urban Land Use Plan designates the applicant ' s property High Density Residential and property on the opposite side of the road . Abutting property is designated commercial office. STAFF COMMENTS Traveling east on Pantops Drive you approach the site on an uphill grade , and adequate sight distance is present to observe the sign . When you approach the site from the west- erly direction limited visibility of a two (2) square foot sign as limited by the ordinance would be almost nonexistent . STAFF REPORT- VA-85-43 Overlook Apartments Partnership Page 2 An approved site plan indicates landscaping to be planted in locations on the western side of the site entrance . Such plantings at their proposed locations would diminish the visibility aspects of a small sign located at the required twenty-five (25) foot setback . In summary the conclusions were : limited visual access traveling westward on Pantops Drive ; the aesthetic effect of the improvements such as the landscaping will have on the possible location of a sign; because of its relative location to the State Farm entrance road which handles a volume of traffic , it would be imperative that a motorist be able to receive ample notification for the applicant ' s property to assure less disruption in the traffic flow.
