AREA CHARACTERISTICS Located on adjoining and adjacent properties to the church are R.E. Lee & Son Construction Co . , El Cabritos Restaurant , Albemarle High School , and Republic Business Center . The church is located on a five (5) acre site zoned RA (Rural Areas) which requires a seventy-five (75) foot setback . Access to the site is via Lambs Road only. As you enter the site , the grade level is already lower than frontage on Hydraulic Road . The existing church building is on a grade level about 7 to 10 feet below the road surface level of Hydraulic Road . The proposed sign would be located adjacent to the proposed future addition as shown on the approved site plan . COMPREHENSIVE PLAN The Urban Land Use Plan designates this area as Open Space on the west side of Hydraulic Road , commercial for the restaurant quadrant , and commercial office on the other quadrant where Republic Business Center is located . STAFF COMMENTS The existing church building was constructed just beyond the required seventy-five (75) foot setback as shown on the approved site plan . vme STAFF REPORT VA-86-09 Page 2 Lambs Road Baptist Church Traveling south of State Route 631 you do not have a good visible contact with the church until you are almost past the R. E. Lee & Son business site . Moving north on Route 631 (Hydraulic Road) you have visual contact with the upper portion of the church structure when you pass the entrance to Georgetown Green development . Visibility of the site, especially from the south view is limited because of the site elevation dif- ference , which in turn affects the location of a sign . When the site was developed , the church maintained the natural topography of the land with the exception of the entrance road and parking . Those areas were graded to provide an acceptable road and parking surface . Additional road right-of-way will be utilized in the future if Hydraulic Road is developed into four (4) lanes like the section south of the Lambs Road , Hydraulic Road intersection . The staff has viewed the applicant ' s request and list the following findings : A) The topography of the site has been essentially maintained and should be considered a factor in the hardship . B) The additional road right-of-way for future expansion, plus the required seventy-five foot setback presents a visibility situation . C) If a permanent sign was located to meet the required setbacks , the sign would have to be relocated when the future sanctuary was built . A location to be visible traveling north and south is considered in the previous statement . Several elements of hardship can be found and that the other properties in the district appear not to have those same charac- teristics . It does not appear from the information reviewed that the authorization of a variance would have any adverse effect on the adjacent properties . STAFF RECOMMENDATIONS The staff recommends approval for the setback , and that the Board consider a limitation on aggregate area (size) . \,..
