Commissioner June 06, 2019 County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Attn: Tim Padalino Re: Regents School Reservoir Road — Special Use Permit SP-2018-0001 l Review #2 Dear Mr. Padalino: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Shimp Engineering, dated 16 July 2018, revised 29 April 2019, and offers the following comments: Land use 1. The applicant has proposed to improve two vertical curves within Reservoir Road (Rte. 702) in the vicinity of their site. The drawings provided do demonstrate an improvement over existing conditions. The design does not correct the curves to meet 35mph stopping sight distance design standards (minimum k=29). 2. The provide drawings identify areas of clearing to improve stopping sight distance. This improvement is recommended to improve traffic safety along Reservoir Road. 3. The provided TIA suggests early start times for the school and additional turn lanes at the interchange will reduce the traffic impacts from the school at the interchange. They do not however address the primary conflict at this location which is the heavy southbound left and west bound left movements. The study did not propose a solution or mitigation to this problem. 4. Proposed entrances onto Reservoir Road will have to meet VDOT's requirements on Access Management Design Standards. 5. Note that the final site plan must show conformance with the VDOT Road Design Manual Appendices B (1) and F, as well as any other applicable standards, regulations or other requirements.
