TAX MAP/PARCELS: 61M/6 & 7 ACREAGE: 3. 75 acres ZONING: C-i (Commercial ) LOCATION: Northwest of Route 29, ± .25 mile north of the intersection of Route 29 and Dominion Drive The applicant seeks a variance from Section 4. 15. 3 .6 of the Albemarle County Zoning Ordinance. This section, pertaining to commercial signs, states that : "4.15.3 .6 Commercial (C-1) and Commercial Office (CO) Business Signs , Freestanding or Projecting: Provided: (a) if illuminated, no moving, flashing, blinking, color changing or exposed, bare or uncovered neon illumination or lighting; (b) the aggregate area of such signs shall not exceed fifty (50) square feet ; (c) no portion of such sign shall be greater than thirty (30) feet from ground level or the eave line of the roof of the main building located on the premises upon which such sign is erected, whichever is greater; (d) no more than two (2) freestanding signs on any one (1) lot or premises; (e) no more than three (3 ) projecting signs. " The applicant seeks a variance to increase the aggregate sign square footage allowed from fifty (50) square feet to one hundred sixty-eight (168) square feet . The applicant desires to construct two (2) freestanding business signs on the proposed motel (Knights Inn) site. One of the signs is to be located at the southwest corner of the property and will have a sign area of approximately one hundred twenty (120) square feet . The second sign is to be located on the southeastern portion of the property and will have a sign area of approximately forty-eight (48) square feet . The largest sign (120 square feet ) will provide principle exposure to motorists on Route 29. The topographical features of the property are such that the sign will be located at the crest of hill , thereby providing good visibility for some dis- tance. The staff fails to see any viable "hardship" warranting this large of a sign. The smaller sign (48 square foot ) will be located on the access road and would serve primarily as a direc- tional type sign. The sign is not placed in such a manner as to attract motorists on Route 29, but merely to delineate the entrance into the motel property. The staff is of the opinion that a directional sign would provide adequate entrance identi- fication. RECOMMENDATION The applicant should be denied for cause: STAFF REPORT - VA-86-In row 2 1) the applicant has not provided sufficient evidence to show that a strict application of the Zoning Ordinance would produce a clearly demonstrable hardship approaching confiscation as distinguished from a special privilege or convenience. 2) the applicant has not demonstrated that his perceived hardship is unique to his property in contradistinc- tion to other properties in the same zoning district and the general vicinity 3 ) the applicant has not provided evidence to demonstrate that the authorization of this variance will not be of substantial detriment to the adjacent properties or that the character of the district will not be altered. Through 1985, controlled growth has brought the chain to 90 motels with an occupancy average in excess of 80%. Knights Inn's success is a result of Knights Inn' s uniformity of construction and management which emphasizes cleanliness, service, quality and value. It is also the result of attractive signage that lets travellers know where the motels are located. THE IMPORTANCE OF SIGNAGE AT KNIGHTS INN Studies have shown that 83% of all travellers chose motels based upon highway and on-premise signs. Travellers' depending on signs for their lodging decisions is not surprising. Over 750 of the traveling public leave their points of origin without reservations or clear decision on where they will spend the night. Therefore, for most travellers, the lodging decision is impulsive, and is made when the travellers become tired or when it is con- venient to stop. The final lodging decision is based on the travellers ability to see and readily recognize a motel once the decision to stop has been made. Knights Inn studies support these figures. Less than 25% of all Knights Inn guests make reservations, and over 70% of Knights Inns guests live more than 50 miles from the inn in which they stay. In one graphic example, moving and raising a sign that was poorly placed at one Knights Inn immediately resulted in a 20% increase in occupancy at that motel . Signage is very important to Knights Inn' s success. Knights Inn's one-story design offers convenience and safety features to its guest that are not avail - able at most other motels. But, the low structure, quiet design and heavy emphasis on landscaping creates a peaceful , pleasing environment which effectively blends the motel with its surroundings. These features make signage mandatory at Knights Inn. KNIGHTS INN SIGNAGE Knights Inn, in conjunction with Artglo Sign Company, has developed a carefully planned signage evaluation process for determining the optimum signage needed at each new location. The process includes videotaping and photographing the site from all access roads and highways leading to the property, careful review of topographical and construction site plans, analysis of obstructions that would impair visibility, and study of local sign codes in order to work as closely within them as possible. -2- Years of experience in evaluating signage and its affect on motel occupancy has shown Knights Inn that there is a need for up to three basic sign types: 1 . HIGH-RISE SIGNAGE Depending upon the topography of the area, this sign is generally 65 to 110 feet to the top with a 16 feet high and 17 feet wide face (272 sq. ft.) . Under optimum conditions of placement and visibility, a sign of this size will give a motorist traveling at 55 m.p.h. approxi- mately 10 seconds of readership before safely exiting the highway. The up to 3 separate sign faces are constructed of porcelain coated steel , which assures long life and resistance to weather damage. The sign faces are externally illuminated from below with two to four 1 ,000 watt bulbs so that glare on the surrounding area is greatly reduced. 2. LOCATION SIGNAGE Depending upon the motel 's setback from its major access road, Location Signs are usually from 28 to 45 feet high. The up to 3 faces measure from 100 to 185 square feet per face. A Location Sign is usually needed along with High Rise Sign because at close distances to the motel , a High Rise Sign is above the visual range of the motorist. At 30 m.p.h. , the Location Sign can be read for 5 to 10 seconds from the access road before a decision to turn is required. 3. DIRECTIONAL SIGNAGE A Directional Sign is sometimes needed to define the actual motel entrance when the Location Sign is set back from the highway or is above the visual range of the motorist. These signs are internally illuminated and have sign faces averaging between 30 and 50 square feet in size. Knights Inn has standardized each basic sign type so that design uniformity, asthetic appearance, and construction quality are guaranteed. Signage at each new motel however, must be evaluated according to the position and topography of the site. Knights Inn contracts only with quality sign companies capable of providing strong design talent to insure that the best sign package is attained. THE ECONOMICS OF SIGNAGE The economic realities of occupancy on Knights Inn and the community are straight- forward. Knights Inn must achieve 60% occupancy in order to break even. But, both Knights Inn and the surrounding community have a stake in maximizing occupancy. A 100 room motel at 80% occupancy and today' s room rates will generate $750,000 in revenue per year. Various studies show that the average traveller staying at a motel will spend from 1 to 3 times more money on gasoline, food and supplies in the local community. This creates an additional $750,000 to $2,250,000 in revenue for local businesses; totaling $1 ,500,000 to $3,000,000 total revenue. Economic studies have also estimated that the "multiplier affect" on this generated cash is from 4 to 7 times for additional supplies, payroll , taxes and savings. The total effect of a 100 room Knights Inn on the surrounding community is between $6,000,000 (on the low side) and $21 ,000,000 (on the high side) . The actual effect is somewhere between these numbers, but the economic effects of each new traveller to the community are significant. Yet , these guests do not fill community schools or place significant drains on the government services in the community. -3- ...0 CONCLUSIONS Attractive, effective signage capable of informing travellers unfamiliar with the community is essential to Knights Inn' s success. Therefore, signage needs at each site are painstakingly determined. The number of signs, their size and their locations are carefully chosen to provide the minimum signage ne- cessary to maximize occupancy.
