Subject: Mandatory Pre -Application Meeting for Fontana 4C proffer amendments, TMP 078EO-00-00-000AO
Zoned R4
The following are County staff comments regarding the above noted pre -application meeting. This meeting
satisfies the requirement for a pre -application meeting prior to submittal of your ZMA application to modify
proffers associated with ZMA201 1-1 Fontana 4C. The purpose for the meeting is summarized below:
(i) provide the applicant and the county a common understanding of the proposed project,
The applicant seeks proffer amendments associated with the Fontana 4C rezoning. The applicant requests to
amend proffer 5 to modify language regarding trail standards from Class A Type I design standard to Class B
design standard (primitive pedestrian paths) and to modify the timing of installation by omitting reference to
the 9`' building permit. The applicant seeks to amend proffer 7 by modifying the date of the annual adjustment
to begin January 1, 2018. The applicant seeks to amend proffer 9 to modify architectural standards to permit
cream and white colors to be added to the appropriate color palette for the buildings instead of just medium
earth tones.
(ii) Consistency with the Comprehensive Plan,
The site is Neighborhood Density Residential located in Neighborhood 3, Pantops Master plan area of the
Comprehensive Plan.
(iii) Broadly identify the planning, zoning and other issues raised by the application that need to be addressed
by the applicant,
During the review of the ZMA staff will seek input from Thomas Jefferson Foundation Staff (TJF) regarding
changes to Proffer 9. TJF's Monticello Viewshed Guidelines recommend muted building colors.
(iv) Identify other applicable procedures,
A Community Meeting is required as part of the review of the ZMA request. The applicant is responsible for
setting up that meeting with staff (Cameron Langille) and the CAC chair (The Pantops CAC Chair Cal Morris)
Cal _Mor.. msn.com. This meeting should be held, if possible, within 30 days from the date the ZMA is
submitted.
Please coordinate with planning staff to schedule the meeting and generate a list of neighboring property
owners. Adjacent property owners, the Planning Commission liaison, and the Board of Supervisor liaison (and
the Coordinating Reviewer/planner) should receive advance notification of this meeting (date/time/location).
Please utilize the template for the Community Meeting invitation letter. Please revise as necessary and submit a
copy with the ZMA application.
ZMA application submittal with associated project narrative along with justifications.
(v) Identify the information the applicant must submit with the application, including the
supplemental information
Attached ZMA Checklist.
Provide original proffers revised in track changes to clearly show requested modifications.
