Bohler Engineering is pleased to submit on behalf of CA Senior Living Holdings, LLC, the Initial Site
Plan 2°d Submission for the Block 8A Senor Living Facility. The following is our comment response
letter addressing comments received from your department regarding the ARB Meeting dated March 18,
2019. Each comment is addressed and responded to as follows:
Regarding requirements to satisfy the designs guidelines as per § 18-30.6.4c(2), (3) and (5) and
recommended conditions of initial plan approval:
Comment 1: A Certificate of Appropriateness is required prior to final site plan approval.
Response 1: Acknowledged.
Regarding conditions to be satisfied prior to issuance of a r- ading permit:
Comment 1: Provide sufficient tree protection fencing along the eastern edge of the 70-foot
(undisturbed) landscape buffer on the site plans and prior to grading.
Response 1: Tree protection has been added along the eastern edge of the 70-foot landscape
buffer at the limits of disturbance. See note on Sheet C-401 and Erosion and
Sediment Control Plan in WP0201900004.
Regarding the final site plan submittal:
Comment 1: Architecture and landscaping will be reviewed with a future submittal. A Certificate of
Appropriateness is required prior to final site plan approval.
Response 1: Acknowledged.
Comment 2: Submit material and color samples, dimensioned elevations, and floor plans of the
apartment buildings for review.
Response 2: Material and color sampled, dimensioned elevations, and floor plans will be
provided prior to plan approval.

Comment 3: Consider substituting Fagus Grandifolia and Myrica Gale, which are locally -native plant
species, for the proposed Fagus Sylvatica and Myrica Cerifera listed in the landscape
schedule on C-701.
Response 3: The landscape plan and schedule has been revised to propose the native species
Fagus Grandifolia and Myrica Gale. See Sheet C-701.
Comment 4: Revise the plan to show the 100' buffer and the required reforesting the full length of
Block 8A.
Response 4: The plan has been revised to show the 100' buffer and required reforesting as
requested. See Sheet C-701.
Comment 5: Consider submitting site sections clarifying the level of visibility from the EC.
Response 5: Acknowledged. Site sections have been provided with this submission.
Comment 6: Provide the standard window glass note to the architectural drawings: Window glass in
the Entrance Corridors should meet the following criteria: Visible light transmittance
(VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%.
Response 6: The note shall be provided in the architectural drawings.
Comment 7: If roof -mounted mechanical equipment is proposed, provide a roof -plan showing that
mechanical units' locations and heights as well as elevations that include the mechanical
units. Show how visibility of all equipment from the EC will be eliminated.
Response 7: The requested information has been provided with this submission package.
Comment 8: Include the standard mechanical equipment note on the architectural drawings: Visibility
of all mechanical equipment from the Entrance Corridor shall be eliminated.
Response 8: The note shall be provided in the architectural drawings.
Comment 9: Ensure that spillover into the public right-of-way does not exceed half (0.5) of a
footcandle.
Response 9: The Lighting Plan has been revised to ensure there is no spillover in excess of 0.5
footcandles into the public right-of-way.
Comment 10: Revise the luminaire schedule on the lighting plan (C-801) to list only those light models
proposed for Block 8A.
Response l0: The luminaire schedule has been revised to align with the Senior Living Facility. See
Sheet C-801.
Comment 11: Revise the luminaire schedule to provide lumens for all proposed light models in Block
8A.
Response 11: The luminaire schedule has been revised as requested. See Sheet C-801.
Comment 12: Correlate the quantities of each light model proposed in Block 8A in the luminaire
schedule with what is depicted on the lighting plan (C-801).
Response 12: The luminaire schedule has been revised to align with the Senior Living Facility. See
Sheet C-801.
Comment 13: Include only manufacturer's specifications for the proposed light models in Block 8A on
the lighting details sheet (C-802).

Response 13: The manufacturer's specifications have been revised to align with the Senior Living
Facility. See Sheet C-802.
Comment 14: Provide perimeter parking area trees on the north and east property lines.
Response 14: Parking lot perimeter trees have been provided along the North and East property
lines to meet the buffer/screening requirements. See Sheet C-701.
Comment 15: Ensure that planting locations do not conflict with utilities and their easements or with
proposed light fixtures.
Response 15: All proposed tree locations have been revised to be out of proposed or existing
easements, shrubs have been proposed outside of easements where possible. See
Sheet C-701.
Comment 16: Provide at least two more shrub species so that no one species of shrub proposed exceeds,
in number, one -quarter of the total number of shrubs proposed.
Response 16: Additional shrubs have been provided so no 1 shrub totals more than 25% of the
total number of shrubs. See Sheet C-701.
Comment 17: Provide sight -line analyses to prove that the retaining walls on the southern side of the
site will not be visible from the EC street. If the walls are visible, landscaping is required
at the bases and in between the walls to mitigate the walls' blankness.
Response 17: A site -line analysis has been provided with this submission, which shows that the
walls are not visible from the Entrance Corridor along Route 29.
Comment 18: Provide sufficient tree protection fencing along the eastern edge of the 70-foot
(undisturbed) landscape buffer on the site plans and prior to grading.
