Dear Sir:
On Monday, September 7, 1987, Mr. Mark Kocher , one of our
neiqhbors,brought to our attention that Mr. and Mrs. Earl Whitaker had
requested a zoning variance for a sign promoting Mrs. Whitaker 's Hair
Salon business, located at 2332 Lonicera Way in the North Pines
Subdivision.
My wife and I moved from Louisville, Kentucky, into our home in North
Fines on June 2, 1987. The reason we chose this area, 11 miles north of
town ,was because of its natural forest setting. In addition, most of the
lots have significant acreage to them, allowing for a great deal of
individual privacy.
When we made the offer on our house, 2.43 Lonicera Way, directly across
the street from the Whitaker 's residence, there was no sign advertising
their hair salon business. The day we moved in , there was.
I can 't adequately express to you our disappointment with our real estate
commitment on that day or the ensuing disillusionment with Charlottesville
that an action like this could occur freely and possibly undermine the
original zoning intent and moreover , could undermine the philosophy of a
lifestyle in an undisturbed natural setting.
Please bear in mind that there are other residential communities in this
area that are less natural by setting , and perhaps closer in proximity to
other private businesses. Perhaps this type of deviance would be less
drastic in one of those neighborhoods.
Let me just add that in the short time that we have resided here, the
Whitaker 's have been kind and good neighbors. Their sign was certainly
designed in a tasteful and unoffensive manner. However , it is still a
sign promoting a business---it is a marketing tool---which has no place in
a residential area.

We, the undersigned, wish to express our dissatisfaction
with the conspicuous display of a business sign at the Whitaker
residence , 2332 Lonicera Way. We feel that the sign detracts
from the residential quality of the North Pines neighborhood, and
sets an unhealthy precedent for the future . We ask the board not
to grant the requested zoning variance .
