This variance approval allows relief from Section 4 . 15. 3 . 4 of the Albemarle County Zoning Ordinance to increase the allowable area of an identification sign from 2 square feet to eighteen (18) square feet. Burgess, Jr. Zoning Administrator CWB;jr./st cc: VA-87-85 Sign Permit #S-87-102 STAFF REPORT - VA-87-85 APPLICANT - HCMF Partnership ACREAGE - 15. 56 ZONING - R-6 (Residential) LOCATION - S. side of Rt 631 (Rio Road) , 1/10 mile west of its intersection with Rt 659 Heritage Hall requests relief from Section 4 . 15. 3 . 4 of the Albemarle County Zoning Ordinance. "4 . 15 Signs 4 . 15. 3 . 4 states: "Identification Signs: Provided: (a) not more than two (2) square feet in area; and (b) not more than one (1) on any lot or premises. " The applicant proposes to erect two (2) brick columns and mount a three (3) feet high by six (6) feet long section of slate with the name inscribed thereon. Sight distance traveling east on Rt 631 (Rio Rd) is adequate to view the sign and make the appropriate turn into the site. A motorist traveling west on Rt 631 (Rio Rd) does not have the same quality of visual access due to the curvature of the road coupled with the speed limit of 35+ miles per hour. The Board of Supervisors by special permit granted approval to locate a 120 bed nursing home on property zoned R-6 residential . Use of the property as a semi-commercial activity would warrant the justification for signage greater than the allowable two (2) square foot allowed for R-6. The uniqueness of the type of facility located within residential zoned property, and the different number and quantity of visitors would provide basis for allowing additional square footage for means of identification. RECOMMENDTION: The staff recommends approval of the variance as submitted, to the present applicant.
