Map Parcel Number 76M1-00-00-01500 that was previously approved (SIP 201 -310), and the application is identified as SP201800004 Peabody School ($P 20IM4); and WHEREAS, can September 25, 2318, after a duly noticed public hearing, the Albemarle County Planning Commission reeorrmended approval of SP 2018-04 with revised conditions, and staff subsequently made: non -substantive changes to Condition #4 to clarify the condition for future interpretation; and WHEREAS, subsequent to the September 25, 2018 Planning Commission meeting, the Applicant submitted a request that the Board consider a full access entrance to the site along Southern Parkway; and WHEREAS, on November 14, 2018, the Albemarle County Board of Supervisors held a duly noticed public hearing on SP 2018-04. NOW, THEREFORE, BE IT RESOLVED that, upon consideration of the foregoing, the staff report prepared for SP 2018r04 and all of its attachments, the information presented at the public hearing, any written comments received, and the factors relevant to a special use permit in. THE APPROVED SITE DESIGN HAS BEEN ADDED TO THIS PLAN SET AS A REFERENCE FOR THE ORIGINAL APPROVAL OF THE SITE DESIGN FOR THE PROJECT. IN ADDITION, THE APPROVED STORMWATER MANAGEMENT PLAN AMENDMENT (SDP2013-0006) FOR THE PEABODY SCHOOL PREVIOUSLY ACCOUNTED THE INSTALLATION OF THE SPORTS COURT, FOR BOTH WATER QUALITY AND QUANTITY. THIS SITE PLAN AMENDMENT INCLUDED AN AMOUNT OF IMPERVIOUS AREA FOR THE SPORT COURT THAT WOULD BE TREATED BY THE BIO-FILTER. THE ORIGINAL BIOFILTER DESIGN INCLUDED 4,950 SF OF IMPERVIOUS AREA FOR THE SPORT COURT, THE ACTUAL SIZE OF THE PROPOSED SPORT COURT IS 4,060 SF. THE PROPOSED SPORT COURT IS SMALL THAN THIS AMOUNT OF IMPERVIOUS AREA PLANNED FOR THE BIOFILTER, THEREFORE, IT IS WITHIN COMPLIANCE, THE BIOFILTER ALSO IS ACCEPTING ADDITIONAL SIDEWALK THAT WAS INSTALLED IN THE COURTYARD BETWEEN THE EXISTING SCHOOL AND THE GYM/CLASSROOM EXPANSION, AN ADDITIONAL 450 SF OF IMPERVIOUS AREA HAS BEEN ADDED, WHICH WILL ALSO DRAIN TO THE BIOFILTER. BASED ON THE SIZE OF THE PROPOSED SPORT COURT, THE SIOFILTER CAN ACCEPT THIS ADDITIONAL IMPERVIOUS RUN-OFF FROM THE COURTYARD AND REMAIN IN COMPLIANCE. THE PROPOSED STORMWATER MANAGEMENT DESIGN, COUPLED WITH THE REMOVAL OF THE EXISTING BUILDING, INSTALLATION OF THE PROPOSED SPORT COURT, AND THE CONSTRUCTION OF THE NEW CLASSROOM BUILDING RESULTS IN ONLY A MINOR INCREASE IN IMPERVIOUS AREA ASSOCIATED WITH THIS AMENDMENT. THIS INCREASE WILL BE MITIGATED WITH THE PROPOSED PLAN. THE PROPOSED PLAN COMPLIES WITH PART IIB REQUIREMENTS.
