FOR A LIMOUSINE RENTAL SERVICE (ALBEMARLE LIMOUSINE) AND AN AUTO DETAILING COMPANY (VRGINIA AUTO
DETAILING),
THE OWNER HAS OBTAINED APPROVAL OF TWO SPECIAL USE PERMITS FOR EACH PROPOSED USE (SP 2018-007
AND SP 2018-008. THE APPLICANT HAS ALSO OBTAINED THE APPROVAL OF A SPECIAL EXCEPTION TO ALLOW
INCIDENTAL PARKING WITHIN A PORTION OF THE 30' PARKING SETBACK ALONG THE SOUTHERN PROPERTY
BOUNDARY.
THE SITE IS CURRENTLY DEVELOPED WITH AN EXISTING BUILDING AND OTHER IMPERVIOUS COVER CONSISTING OF
ASPHALT, GRAVEL. AND CONCRETE. THERE ARE THREE SERVICE BAYS IN THE EXISTING BUILDING. THE OWNER
PROPOSES TO RENOVATE THE EXISTING BUILDING AND CONSTRUCT A TWO—STORY ADDITION. THE EXISTING BUILDING
WILL BE USED BY VIRGINIA AUTO DETAILING INCLUDING THE SERVICE BAYS, AND ALBEMARLE LIMOUSINE WILL USE
THE TWO—STORY ADDITION AS ITS OFFICE.
THE APPLICANT IS PROPOSING NO INCREASE IN IMPERVIOUS COVER AFTER RE —DEVELOPMENT SO NO DETENTION OF
STORMWATER IS ANTICIPATED. NO SIGNIFICANT CHANGES ARE PROPOSED TO THE SITE GRADING OR DRAINAGE
PATTERNS FOLLOWING RE —DEVELOPMENT.
THE APPLICANT WILL COMPLY WITH THE RE —DEVELOPMENT CRITERIA FOR NUTRIENT CREDITS AND WILL MEET THE

1. THE SITE IS CURRENTLY DEVELOPED WITH A GRAVEL PARKING AREA AS SHOWN ON THE
PLANS. THE GRAVEL PARKING AREA HAS BEEN IN PLACE FOR APPROXIMATELY 22 YEARS
AND HAS BEEN COMPACTED OVER THE YEARS. PER DEQ CONSIDERATIONS, THE EXISTING
GRAVEL YARD IS TREATED AS IMPERVIOUS SURFACE. THE APPLICANT IS PROPOSING TO
PAVE THE GRAVEL PARKING AREA WITH ASPHALT.APPROXIMATELY 2,100 SF OF
PERVIOUS AREA WILL BE ADDED VIA LANDSCAPED ISLANDS AFTER DEVELOPMENT.
