Please find our responses to the comments below in bold lettering. . C4.4-C4.5: Provide cross drains with VDOT designations (CD-1,2) at every major cut and fill transition or sage curve (Ref. Road Plan review checklist, pg. 4, item #6). Cross drains have been added. (Rev.1): No addressed. CD-1, 2 does not appear to be shown in roadway profiles on C4.4, C4.5. Crossdrains have been added and labeled on roadway profile sheets C4.4 through C4.6. (Rev.2) Partially addressed. As follow-up: Please review profile and provide cross drains at every major cut and fill transition, and sag curve. For example: Sta. 22+35.47 (Low point), 31 +00, 32+25, 36+50 (transitions), 47+42.27 (Low Point), and 49+80. Station 22+35.47 is part of the existing road that will not be a part of the construction of this project so we cannot add a cross drain to that point. While the centerline profile appears to transition from cut to fill at station 31 +00, 32+25 the northbound travel lane does not fully transition from cut to fill until station 35+20. A CD- I is provided at 35+20. A cross Drain is provided at 47+51.61 which will account for the low point in the road at this point. Cross drains have been added at stations 36+50 and 49+80. 2. C4.3: Provide Street name sign. The street name sign has been added to the plan sheet. (Rev.1): Addressed. 3. C4.3: Label stop bar. Stop Bar has been labeled. (Rev.1): Addressed. 4. C4.1: Revise striping legend to include prop. Directional arrow. CIVIL ENGINEERING I ENVIRONMENTAL I SURVEYING I GIs I LANDSCAPE ARCHITECTURE I CONSTRUCTION SERVICES The striping legend has been revised as requested. (Rev.1): Addressed. S. C3.0-C3.5: Remove erosion and sediment control notes, sequence, details, and plan sheets, since these will be reviewed and approved with WP0201800073. Acknowledged. Plan sheets have been removed. (Rev.1): Addressed. 6. C2.0: Increase pitch of contour labels, so readable at scale of typical existing features. The contour labels have been adjusted to make them more readable. (Rev.l): Addressed. 7. C 1.0: Include ref. to WP0201800073 with General Construction Notes for Erosion and Sediment Control, and Albemarle County Stormwater Management Notes. The WPO plan number has been added to the above sections of notes. (Rev.l): Addressed. 8. Show/include Albemarle County Public Road Acceptance Procedure on Road Plans; link: The above has been added to sheet C 1.0. (Rev.1): Not addressed. Please remove Construction Record Drawings (As -Built) for VSMP and include .PDF (Public Road Acceptance Procedure) Listed at link, above. The Construction Record Drawings for VSMP have been moved to ESC N&D so they are removed from Road Plan along with the ESC sheets. (Rev.2) Addressed. 9. Show/include (MH) step detail, if not included. The detail is now included. See sheet C 1.1. (Rev.1): Not addressed. If added to Sheet C 1.1, cannot locate. The Step Detail is now included on sheet C 1.1 (Rev.2) Addressed. 10. Show/include VDOT safety slab detail, if not included. The safety slab detial has been added to sheet C 1.1. (Rev.1): Not addressed. If added to Sheet C 1.1, cannot locate. Detail for VDOT Safety Slab is now included on sheet C 1.1 (Rev.2) Addressed. 11. Provide pavement design based on full build -out ADT. Acknowleged. Pavment design will be provided when avalible. (Rev.1): Not addressed. Applicant response: `Acknowledged. Pavement design will be provided when available.' Pavement design has been provided base on full build out and shown on typical sections. (Rev.2) Not addressed. Comments persists. A heavy duty pavement section has been provided on sheet C 1.1 based on the full build -out ADT. 12. C0.0: Revise index (ESC sheets removed). The index has been revised accordingly. (Rev.1): Partially addressed. As follow-up: Please revise index to remove Sheet C9.0, which is included and bonded with the VSMP/WPO plan. Sheet C9.0 (now renumbered as C8.0) has been crossed out in the sheet index has been revised accordingly. (Rev.2) Addressed. 13. XS-27 — XS-36: VDOT (1 1 /8/ 18) review comment #5: "The provided typical sections appear to have gutter in sections that slope away from the curb and CG-2 in sections that slope toward the curb. Please explain." Code requires curb and gutter (shall be constructed with) in the development areas. Revise design for all stations with shoulder and ditch sections. Ref. VDOT Subdivision Street Design Guide, Appendix B(I ), Table 1, Geometric Design Standards for Residential and Mixed Use Subdivision Streets, which applies to Lewis and Clark Road Extension. Applicant Response: The road has been designed with superelevation in accordance with TC-5.1 I, 45 MPH Urban Low -Speed design standards. This causes some section of the road to slope towards the center median. Inlets have been provided along the median were required. The current design allows for the construction of the western two lanes of the future 4 lanes full road section with a center median. Curb and gutter have been provided in all location where it will also be necessary for the final 4 lane condition. Curb and gutter have been excluded along some section of the road which will need to be modified for the future 4 lane widening. In the future, 4 lane condition curb and gutter or curb will be provided on both side of the final road. (Rev.1): Addressed. C8.2: 14. Provide detail and specifications for pipe and MH bedding for sections of storm system entirely or substantially in fill. For example: structures 207, 205, 203 (pipes), and 206, 204 (MHs), 231 (pipe, C8.1), 255, 221 (pipes, C8.3). A note has been added to the storm profiles. (Rev.l): Addressed. S. Revise 16.96% slope, Str. 201. See Drainage Plan Review checklist, pg. 2, 3' item. The slope has been revised. (Rev.l): Addressed. 16. Provide ''/z" steel plate in the bottom of manholes, wherever applicable. From VDOT Drainage Manual, p. 9-38, image below. A note has been added to the storm profile sheets calling out a '/z" steel plate for all "step down" manholes. (Rev.l): Addressed. 17. Provide VDOT safety slab label for any structure/s with height greater than 12'; Str. 202, for example. Safety Slabs have been added for all structures greater than 12'. (Rev.1): Addressed. 18. Provide safety slab detail (SL-1); provide MH safety step detail. The above details have been added to plan sheet C 1.1 (Rev.1): Not addressed. Also, see 9, 10, above. Safety Slab details and Safety Step detail are now on Sheet C 1.1 (Rev.2) Addressed. 19. New: Please revise plan title to include reference to SUB201800171. The plan title has been revised to include the above reference. We have included PDF copies of the plans and calculations for your review.
